Thank you for sending the site plan.
In response to your question, staff need the data in order to support a recommendation: does the sign comply with this
threshold for light or not?
You should provide the data for the maximum illumination that Jefferson Transit plans to operate the sign to
demonstrate compliance with this requirement.
Until you send this data for review, the case is still pending additional information.

Your eyes were not deceiving you. It appears that the plot that was included with the PDF was printed before I added
the note. Attached is a fresh copy of the plan with the note.
Can we talk about the requested info about the lumens sign. I understand what the code is requesting and I can arrange
for a tester to go out onsite and test the light with a foot-candle tester in this instance. The sign is going to meet the
requirements because the sign brightness can be lowered until it is actually so dim it is off. The not to exceed 0.3 foot-
candles is measure above the ambient back -ground light once installed.
However if the County was reviewing this sign permit in a normal application, as if it was not installed, how would the
applicant be able to demonstrate this requirement? It seems that this is a post installation/enforcement issue on signs
that are not being operated correctly.
What are your thoughts?

Jim,
I see in your cover letter that there is a note concerning the sign being used only for Public Service, but I didn't see it in
the attached submittal.
Did I miss it?
Also, the light specifications are insufficient to show compliance with Jefferson County Code 18.30.150(3), specifically
the following definition:
"Changing message sign" means a type of "moving sign" where only the display of words, symbols, graphics
or images can be electronically or mechanically changed by remote or automatic means, and where the
image and/or message remains fixed for at least three seconds, and where only the changing message
exhibits movement and where the brightness or illuminance of the sign does not exceed 0.3 foot-candles
above ambient light as measured during the night between the hours of 10:00 p.m. to 2:00 a.m. using a
foot-candle meter at a preset distance depending on sign size. The measuring distance in feet shall be
determined by the product of the square root of the sign area and 100. In addition, illuminated moving signs
with changing messages shall be equipped with automatic dimming technology which automatically adjusts
brightness due to ambient light conditions
Please submit information that clearly demonstrates that the sign has met this requirement. The sign specifications
provided are insufficient because they provide the information in units of "nit" instead of the required "foot-candle."
Also, the foot-candle data is not provided for the appropriate measuring distance.

Hope all is well with you. Attached are to files. The first is the additional information that was requested for the CUP
application. The second is a Supplemental Application — Sign Permit for the sign installation. Each one has a cover letter
explaining the included information and attachments. JTA will be bringing in a check for the sign permit tomorrow.
Please let me know if I have omitted something or additional clarification may be necessary.
