The sign location and size was reviewed under building permit, BLD14-00015. Sign Installation and testing was authorized by a Board of County Commissioners Agreement; however the Agreement did not authorize the proponent to utilize the proposed changing message technology until such time Jeffer- son County Code Section 18.30.150 would be amended to reflect that location of such sign in a residential zone would be a lawful use. Since the agreement, Ordinance 1f 1-16 amended Jefferson County Code to require a conditional use permit for governmental signs in residential zones. The sign is within 150 -feet to the logical outer boundary of a Lo- cal Area of More Intense Rural Development (LAMIRD).Because the sign was installed before the ordinance was approved, BLD14- 00015 approval was denied. A building per- mit application will be required to formalize the final county building approval for the sign. The project is exempt from SEPA review un- der WAC 197-11-800(2)(c). COMMENT PERIOD AND WHERE TO VIEW DOCUMENTS: The application and any studies may be re- viewed at the Jefferson County Department of Community Development. All interested persons are invited to (a) comment on the application; (b) receive notice of and par- ticipate in any hearings; and (c) receive a copy of the decision by submitting such writ- ten comment(s)/request(s) to the Jefferson County Department of Community Develop- ment, Development Review Division, 621 Sheridan Street, Port Townsend, WA 98368, (360) 379-4450. Comments conceming this application should be submitted to the De- partment by 4:30 p.m. on June 6, 2018. If the last day of the comment period falls on a weekend or holiday, then the comment pe- riod shall be extended to the first wanking day atter the weekend or holiday.
