HomeMy WebLinkAboutDraft 5-23-18_distributed Jefferson County/City of Port Townsend Climate Action Committee Meeting Minutes Wednesday, May 23, 2018, 3:30 - 5:30 PM Jefferson County Public Health, Port Townsend, WA Members Present: Sonja Hammar, Cindy Jayne, Deb Stinson, Darren Wilson (PTPC Environmental Manager), David Wilkinson (Local 2020), Kate Chadwick, Laura Tucker, Jefferson County Public Health Absent: Matt Ready, Kate Dean, Ashley Rosser, Tammi Rupert, Eric Toews, Scott Walker, Jeff Randall Staff: Laura Tucker, Jefferson County Public Health; Judy Surber, City of Port Townsend, Scribes: Deb Stinson and Cindy Jayne Topic Recommendation/Action Call to order 3:38 PM. Noted that there were not sufficient members for a quorum (7 of 14 positions), so no official business could be conducted. Approval of Agenda & Minutes Agenda: Envirostar presentation postponed to August meeting. Minutes approval will be done in August due to lack of quorum. Public Comment No public comments. Old Business City of Port Townsend Critical Areas Ordinance (CAO) Update: Adopted by City Council on May 21, 2018.  Critical drainage corridor, some well-defined and others not as obvious o Defined drainage corridors kept in CAO and will be shown on updated maps o Undefined will be address in the Stormwater Functional Plan as Drainage Ways that would be identified and mapped as property is developed  Flood damage prevention section (16.08) was completed in May 2017. Only update to 16.08 currently planned will come with FEMA - Flood Insurance Maps o It was noted that the current version does not take into account Sea Level Rise projections (SLR) for this area, and when the code is updated, the CAC could recommend that SLR be considered. Can discuss further at August meeting. City of Port Townsend Stormwater Plan  Draft is available in June with 2 week comment period along with SEPA review  Letter from CAC sent to Council and Public Works to account for anticipated increased precipitation and SLR  Note: Cindy and Lance attended SLR workshop and report now out “Sea Level Rise in the Pacific Northwest and Northern California 2018” - may provide some good BAS & code suggestions  Planning Commission review will be in June, Council July CAC Presentations:  City: Make sure to get in before budget season (Deb will schedule)  PTPC: Hot topics discussion group: Darren brings CAC topics to the o Natural gas refueling project - 20% decrease in GHG from 2017 over 2016. Overall 60% reduction since 2006. Need to find a way to celebrate PTPC accomplishments  Port: Cindy will follow-up with Eric (absent) Strait ERN NTA's – NODC submitted an application related municipal level climate action planning on the North Olympic Peninsula. Clallam County expressed specific interest so it was targeted to them, but it was noted that it could be done for multiple municipalities. It scored a t 3 out of 4, but many NTA's scored higher in this round. NODC noted it should look elsewhere for funding. o Kate Chadick is willing to help look into other funding options o ICLEI Community Launch Webinar ICLEI Peer City Networking Hub  Starting up, requires membership, worth watching o Judy S. will check on current ICLEI membership fees in time for budget season Proposal for Monitoring Key Carbon Footprint Parameters Agreed with proposal (draft A, copied below), but would like to add in items that capture the overall community carbon footprint, such as transportation, and total electricity use. And do it on a per capita basis as well. Cindy will investigate the options for doing that. Cindy to also check with the PUD to see if they can roll up the electricity usage for the organizations. Cindy to send out email to the CAC members with the specific proposal, and a few questions related to what year should be the baseline, and what formula they would use to convert from usage (such as gallons) to dollars, so we can have a common formula for all. Also noted that it would be nice to include the school district in the roll up. And noted that it could be reported as individual organizations and then by total. With individual organizations could almost set up a Bigfoot-like competition between the organizations. Decision: Run this proposal at each organization to find it if doable and for what baseline year CAC Goals - Brainstorm and Vote on 2018 Goals for CAC Reviewed draft goals from last meeting. CAC Goals - Review 2017 Organizational Goal Progress and Discuss Organizational Goals for 2018 City of Port Townsend reported on 2017 accomplishments and 2018 plans. Will email list to Cindy to forward to Committee. (Attached to minutes). EnviroStars Presentation Postponed to August meeting. Upcoming Organizational Plans and Documents for Climate Review  County Comp Plan - Comments due by June 8, meeting on June 4 for verbal comments. Individuals and organizations can comment, there will be no official comment from CAC due to timing.  Shoreline Master Program – scheduled to be updated June 2020 for both City and County Other Updates Decision Tool for key indicators from Planning for Climate Change Report (Eric and Kate) o Tool has yet to be developed, but target for review at August meeting o USAID model can be used as generic template Next Meeting Next meeting Wednesday, August 22:  Decision matrix  Organizational and CAC Goals – resolution to adopt CAC goals  Envirostar Monitoring for Organizations  Proposal for Monitoring Key Parameters – resolution to adopt plan  Possible resolution related to section 16.08 noted above  Other possible ideas included a possible presentation on the Drawdown book, and having a presentation from WSU extension regarding agriculture and climate change. Adjourn The meeting was adjourned at 5:31 p.m. Proposal for Monitoring Key Parameters of Organizational Greenhouse Gases Draft A At the November 29, 2017 Climate Action Committee, there was discussion of starting to move forward on an updated greenhouse gas inventory by starting with measuring the major components of the greenhouse gases for the organizations represented on the CAC. It was requested at that meeting that a specific proposal for what to measure be brought back to the CAC, which is below. Items to measure per organization:  Total electricity purchased from PUD by the organization for the year (in kWHrs and $s) - One idea that has come up in preliminary discussions of this is to see if the PUD may be able to provide that information for all organizations - For the city and PUD, this would include the electricity to run the water systems and for the city, sewage treatment, but this would not be separated out  Total gasoline purchased for the year for organizational vehicles (in gallons and $s) - Separate out gas, diesel, and biodiesel, if possible  Total propane purchased for the year (in gallons and $s)  Total Fuel oil purchased (in gallons and $s)  For the County: Total non-recycled waste processed at county transfer station (and $s)  PTPC: leverage existing analyses being provided to other organizations The above would not include:  Gasoline used by employees in their commute  The carbon footprint of items purchased by the organization  Water usage, sewage, or solid waste per organization (will be rolled up under the providers’ totals)  Airplane travel, ferry travel, marine travel, train travel (note that marine and air travel are covered in the WA State roll up) Draft Goals for the Port Townsend / Jefferson County Climate Action Committee for 2018 (updated at 5/23/18 meeting) 1. Efficient trash collection in downtown commercial district i. solar-powered compaction ii. reduce garbage truck trips from 5/week to 1/every other week (10:1) b. PUD working to replace all sodium vapor streetlights with LED (~10% complete) i. all new lights are LED c. FW PDA - Campus-wide energy upgrades i. Central heating & lighting control, insulation, etc. ii. Solar Panels and possibly geothermal d. Paid Parking downtown– i. Community Resource Officer hired, parking plan moving forward ii. Goal is to test license plate scanning technology for one season – start date TBD - to test effectiveness. Allows for seasonal pricing. e. Encourage walking / biking /transit i. Water Street: wider sidewalks, bulb-outs and crosswalks, improved ADA access, improved transit stops and street-end plaza ii. Sharrows – but explore a new bike lane striping that could work better 1. Explore moving loading zones to side streets during specific times f. Sims way – i. Work with WA DOT to add curb cuts and do bike striping to their project g. Covered bike parking downtown & uptown i. Identify locations and explore designs 1. Funding will drive installation timing h. Complete streets i. Implement approved plan with $250k TIB grant ii. Study if/how to establish Transportation Benefit District (TBD) to fund more 1. 2-year implementation period if adopted 2. Could generate $300k/yr i. Longer term planning i. Plan in place to add solar to Mountain View campus ii. Exploring green designs for pool 1. Both waiting on YMCA plans before going further 2. Adaptation a. On Capital Improvement Plan (CIP) awaiting funding i. Armor water system pump station (Gaines St) ii. Sewer Treatment Outfall b. New flood area maps i. Anticipated from FEMA by year end City of Port Townsend 2017 Climate Action Goals 1. Mitigation a. Investigate opportunities to collaborate with mill re: natural gas i. Did not pencil out due to docking station costs and lack of reliable supply chain 2. Adaptation: a. Water conservation – look at rate structure and develop communication plan to include water supply issues. (WS-1, WS-13, WS-15, CI-15). i. Adopted rate structure that maintains cost per 1,000 gal - higher rates for large/commercial users. ii. Communication Plan implementation started with goal to complete by end of 2018. Provides social media for timely conservation notices as well as an updated website for better navigation and data sharing. b. Update storm water plan i. Pushed to 2018 ii. Updated Critical Area Ordinance s 1. Includes Climate Change considerations for increased participation City of Port Townsend - Accomplished to date (high level list) 1. Mountain View Commons - boiler replacements (oil to propane), insulation and new roof 2. Energy efficiency systems implemented: City Hall, Cotton Building, Library, Mountain View 3. Water filtration: State of the art and EPA award winning system that remains gravity fed (vs pressure/pumping fed) 4. Waste water treatment - Studied to convert to Variable Speed Pumps. a. NOT implemented since it would result in lower-quality treatment with negative ecosystem impacts in Strait 5. Multi-purpose paths on Rainier and Discovery - Sheridan to Rainier 6. Smart water meters for water conservation: studied and funded, but never implemented due to citizen concerns
