SUBJECT: Board of County Commissioner Consideration of a
Resolution Establishing a Water Quality Department Land
Acquisition Fund to Track Land Acquisition Grant Funds
STATEMENT OF ISSUE:
A reliable accounting method, such as a dedicated fund, is required to track land acquisition grant funds
for proper accountability and to meet annual reporting requirements. Currently,no such fund exists.
ANALYSIS:
The attached resolution will create a unique fund to track grant funds for land acquisitions from willing
sellers. The Water Quality Department will use the fund to acquire land in support of vulnerable species
or natural processes. The new fund,entitled"Water Quality Land Acquisition Fund,"Fund 129-000-010,
will be consolidated with the Water Quality Department Fund,Fund 128-000-010, in the County's
Annual Financial Statements.
Staff from Water Quality and the Treasurer's Office will work together to track and record all land
acquisitions acquired with grant funds using this new fund.Although there is no revenue or expense,
federal reporting for the grants allowing these land acquisitions requires documentation of each
transaction as if it was a revenue and expense. The Treasurer's Office will create a memo entry,with a
revenue in and remittance out,for each land acquisition.
The resolution has been coordinated with the County's Treasurer,Auditor and Central Services Director
and all agree this is the most effective way for the County to track,account for and report on these funds.

There is no fiscal impact.
RECOMMENDATION:
Approve the attached resolution establishing a Water Quality Land Acquisition Fund to track land
acquisition grant funds.

Quality Division Land Acquisitions Fund } RESOLUTION NO.
to Track Grant Funds }
WHEREAS, Section 36.01.010 RCW gives counties the capacity to purchase and hold lands; and
WHEREAS, Jefferson County needs to acquire selected parcels from willing sellers in order to conduct
approved projects to support vulnerable species or natural processes; and
WHEREAS, it is the Jefferson County Board of County Commissioners that has the authority to bind
the County in any contract or purchase where County funds will be exchanged for items of value such as real
or personal property; and
WHEREAS, the Board of Commissioners wishes to establish a unique fund to track grant funds for
land acquisitions managed by the Water Quality Department.
NOW, THEREFORE, BE IT RESOLVED that the Jefferson County Board of Commissioners hereby
directs the County Auditor to incorporate this new fund into the County's accounting system as a special
revenue fund known as the Water Quality Land Acquisitions Fund, number 129-000-010. This fund shall be
reported in the Water Quality Department Fund 128-000-010 in the County's Annual Financial Statements.
BE IT FURTHER RESOLVED that the Board of Commissioners further directs that the Treasurer
establish a Water Quality Department Land Acquisition Fund 129-000-010 in the Treasurer's financial system.
BE IT FURTHER RESOLVED, that the interest earnings, if any, for the Water Quality Land
Acquisitions Fund will be deposited into the same fund 129-000-010.
BE IT FINALLY RESOLVED,that the Water Quality Land Acquisitions Fund will have an initial
working capital reserve requirement of$0.00 (zero).
