RE: Motion to Designate Central Services Director Mark McCauley as County
Safety Officer
STATEMENT OF ISSUE: Staff requests that the Board of County Commissioners designate
Central Services Director Mark McCauley as the County Safety Officer for Jefferson County.
ANALYSIS: Since 2013, the County's Director of the Department of Emergency Management
has served as County Safety Officer, responsible for planning and coordinating safety training
and exercises among the various County departments, staff and facilities. The County Safety
Officer also serves as a voting member of the County's Risk Management Committee. With the
departure of DEM Director Lynn Sterbenz, the County Safety Officer designation is unfilled.
As Central Services Director, Mark McCauley oversees Facilities, which is closely linked to
safety management. Moreover, from his prior tenure with Clark County, Mr. McCauley brings
extensive relevant experience both in safety and in risk management. Designating Mr.
McCauley as County Safety Officer would also free the new Director of the Department of
Emergency Management Willie Bence to give single focus on establishing strong operations
within DEM, without the distraction of the Safety Officer duties.
It is recommended that a year from now, once operations under a new Director are well
established at DEM, that the County revisit whether the County Safety Officer designation
should return to the DEM Director or remain with Central Services.
FISCAL IMPACT: None.
RECOMMENDATION: Pass a motion designating Central Services Director Mark McCauley
as County Safety Officer; and request that over the next year the County Administrator evaluate
whether that designation should be continued, or changed to the Director of Emergency
Management at a future date.
