SUBJECT: Pending Water Rights Application—Quilcene Community Well—Owned by
Jefferson County
STATEMENT OF ISSUE: In February 1994, the Department of Ecology, Department of
Health and the Jefferson County Public Health were notified by two Quilcene residents that
benzene was detected in their drinking water wells. Additional testing by Ecology, Health, and
JCPH showed that five wells in the area exceeded the drinking water standard for benzene. The
source of the benzene was later confirmed to be a leaking underground storage tank in town.
Well sampling conducted in February and March 1995 revealed that the benzene had dropped
below detect levels. See Exhibit A for more information.
In response to this event, and the desire for another public water supply well to serve Quilcene,
Jefferson County Public Works submitted a water rights permit for a new public supply well to
Ecology on September 29, 1994. See Exhibit B for a copy of the water rights permit. In October
1994, Ecology gave Jefferson County a preliminary permit to drill and test a well in conjunction
with the water right application. Utilizing grant funds provided by the US Forest Service,
Jefferson County Public Works contracted with the Pacific Ground Water Group to install and
test the well. That work was completed and a report issued on February 19, 1997. See Exhibit
C for more information.
On April 25, 2018, Ecology contacted Environmental Public Health(Stuart Whitford)to ask if
Jefferson County was still interested in pushing the water rights application forward.
Alternatively, did we want to withdraw the application, or re-assign it?
ANALYSIS: Environmental Public Health approached Jefferson County PUD to see if they had
any interest in assuming the water rights application and ownership of the well. Bill Graham—
Resource Manager, has expressed interest in the project, but would need approval from the
General Manager and most likely his Board of Commissioners. If a water right is granted for the
well, placing it into service may create the possibility of additional service connections and give
PUD more time to plan for and finance additional water storage in the Quilcene area. Assigning
the water right application and the ownership of the well to Jefferson PUD seems to be the best
approach to move this project forward.
Consent Agenda
FISCAL IMPACT:
Not fully known. The well as it sits may have little value unless a water right is granted by
Ecology. However, review of available documentation shows that the construction and testing of
the well cost $25,000, the amount of the US Forest Service Grant used to pay for it. Moreover,
Ecology will charge a$50.00 fee to process an application re assignment.
RECOMMENDATION:
Environmental Public Health recommends that the BOCC direct staff to work with Jefferson
County PUD on an agreement to assign the water rights application and the ownership of the
well to them.

Background
In February 1994, the Department of Ecology ("DOE"), the Department of Health
("DOH") and the Jefferson County Health Department ("JCHD") were notified by two
Quilcene residents that benzene was detected in their drinking water wells. The residents had
been detecting gasoline-like odors in their water for a few months and had their water tested
at a laboratory. Additional testing by DOE/DOH/JCHD showed that five homes in the area
(see map) exceeded the drinking water standard for benzene.
In March 1994 bottled water was supplied to the impacted residences and a tanker
truck was set up with water for other uses. JCHD initiated quarterly monitoring of the
downgradient wells. No benzene was ever detected in these wells.
In September 1994, the US Forest Service approved a grant (WAEC-94-026) of
$25,000 for Jefferson County. The grant funds were to be used "to develop a small well that
would provide water to homes and businesses whose water supply is contaminated."
In October 1994, DOE gave Jefferson County a Preliminary Permit to drill and test a
well in conjunction with the County's water right application (No. G2-29120).
In February 1995 JCHD and DOE conducted another round of sampling in all of the
wells in the area of contamination. All of the samples were non-detect for benzene. Another
round of sampling of the wells took place in March 1995 of the houses that had originally
had the benzene detections. These samples all came back non-detect also.
Although it seems as though there is not currently a public health threat from the
benzene contamination, it is the County's intention to proceed with installation of a
community well. Initially, the well will serve those homes in the vicinity of the
contamination. It is the intention of the community of Quilcene to set up a Local Utility
District and manage a community (Group A) well in the near future.
System Management and Ownership
Utility Service Review procedures as defined in the Coordinated Water System Plan
for Jefferson County have been followed. The Jefferson County PUD has expressed its
willingness to own the system or provide one-time assistance. They do not want to provide a
management service (see attached Utility Service Checklist).
Initially, Jefferson County will own and maintain the water system. As mentioned
above, the Quilcene community is investigating the possibility of setting up a Local Utility
District which, if formed, would take over the water system from the County. If the LUD is
not formed within 5 years of the approval of this water system plan, the PUD will take
ownership of the system.

A statement of responsibility for future costs incurred or maintenance required in the
continuing operation of the system is attached.
Service Area
The initial service area of the water system is shown on the enclosed map. The well
will be located on property owned by Ms. Janet Reeves, also shown on map. The
distribution pipeline from the well will cross Highway 101 and will extend down East
Columbia Street for approximately 800 feet.
Number of Connections
The water system is intended to serve the homes which have had detections of
contamination in the past and which are threatened due to their proximity to the contaminated
homes. This results in an initial six (6) connections. The owners of the property anticipated
to be tied to the system are:

Water Conservation Program
Since the system will be serving only a very small group of people, a water conservation
program will be developed for the community system when it is installed sometime in the
near future.
Relationship and Compatibility with Other Plans
All other homes and businesses in the Quilcene community use individual groundwater
wells for a source of water. Therefore, there are no other water system plans in effect for
this area.

Water Source Information
The source of water for the system will be a groundwater well, approximately 60 feet
deep. The well will be located on property owned by Ms. Janet Reeves. The well will be
located approximately 55 feet east of a private domestic well owned by Ms. Reeves and a
minimum of 100 feet east of the nearest residence.
Since the well is approximately 600 feet upgradient of the nearest home affected by
the contamination, it is believed to be relatively safe from the benzene contamination. The
well will not be drilled deeper than 60 feet in order to minimize the potential for sea water
intrusion into the well. The well site is located approximately 4000 feet from Quilcene Bay,
and is at an elevation of approximately 40 feet msl (based on USGS topographic map).
The Preliminary Permit from DOE includes requirements for testing the well
which include an aquifer test and water quality sampling and testing and reporting the results
of the testing to DOE. A copy of the final report will be submitted to DOH also and will
include information regarding aquifer transmissivity, storage coefficient or specific yield,
distance and time drawdown response, the affect of the pumping on existing groundwater
users, potential impact on surface water bodies within the drainage basin and results of
testing for total coliform, inorganics, volatile organic compounds and radionuclides. A
geologic log and an as-built drawing of the well will also be included in the report.
Source Protection
A copy of the signed Restrictive Covenant between Jefferson County and Ms. Reeves
is attached. The covenant restricts land uses within the 100-foot sanitary control zone.
Financial Viability
A Financial Viability Worksheet is attached to this plan.
Property Title Notification
The following will be included with the title of all property hooked onto the water
system:
• Notice that property is served by a public water system
• A copy of the initial water system plan
• Notice that the system is subject to state and local rules
• Recommendation to check with the jurisdictional regulatory authority on the current
system status
• Notice that fees may be assessed by the department for providing information on a
public water system
• Requirement for satellite management
• Notice of any waivers granted to the system

Through the development of a projected budget, the goal of the Financial Viability Worksheet
is to set in place plans, policies, and procedures that will enable the system owner(s) to have
the ability to obtain sufficient funds, on a continuing basis, to cover the total cost of
developing, constructing, operating and maintaining the system in compliance with State and
Local drinking water regulations. Proposed rates must be adequate to cover any budget
deficits identified in line 16. For more information refer to Appendix II, Part E.

1. INTRODUCTION
This report presents the results of the installation and analysis of a new public supply well drilled,
installed and tested under contract to Jefferson County Public Works ("the County") between
early November (1996) and mid January (1997). The new well is located about 1/4 mile north of
' State Highway SR 101 and 3/4 mile west of"downtown" Quilcene, as shown in Figure 1 (Project
Vicinity Map). The well was drilled and installed by Stoican Well Drilling of Sequim, WA under
contract to the County. The geology of subsurface materials was logged by NTI of Port Angeles,
WA, under subcontract to Pacific Groundwater Group. The testing of the well, analysis of the
data, and preparation of this report was conducted by Pacific Groundwater Group under contract
to the County.
The purpose of this report is to provide details on well installation, geology, hydrology,
recommended well yield, and preliminary water quality. The report is also intended to support the
County's water rights application to the Washington State Department of Ecology. This report
does not provide detailed water quality information required by the Washington State Department
of Health for Group A water systems. Such information will be generated at a later time when
' water rights have been secured..
This report was prepared under contract to the Jefferson county Department of Public Works. The
contract was signed by all three Jefferson County commissioners on November 4, 1996. The report
has been prepared for the exclusive use of the Jefferson County Public Works, for specific application
to the referenced project, according to hydrogeological practices generally accepted at this time and
' place.No other warranty, express or implied, is made.

2. CONCLUSIONS AND RECOMMENDATIONS
• An eight-indh water supply well was drilled and installed near the community of Quilcene
during November of 1996. The well was drilled to a depth of 134 feet using air rotary and
cable tool drilling techniques. A 4-inch in diameter stainless steel wire wound well screen was
installed with a sand pack between the depths of 92 and 122 feet. Slot size openings were
0.025 inch, and 10-20 silica sand was used for the pack.
• The geology of the project area is characterized by a surficial layer of glacial till (40-80 feet
thick) underlain by stratified silts, sands and gravels deposited during glacial and non-glacial
periods. The till functions as an aquitard and the underlying deposits represent the uppermost
(extensive) water-supply aquifer. Underlying aquifers may exist, however deep wells are
unavailable to assess this possibility. In places, the till may be overlain by pockets of
permeable sand and gravel (recessional outwash) which contain locally perched aquifers when
saturated.
• The new well is completed in the stratified materials underlying the surficial till. The aquifer
materials predominantly consist of sand with seams of silt/clay. Depth to water in the
completion aquifer is approximately 30 feet below land surface (bls), or 60 feet above sea
level. The aquifer is confined by the overlying till layer.
• A 26-hour pumping test was performed on the well to estimate aquifer response, aquifer
properties, and well efficiency. After 30 minutes of pumping at a constant rate of 55 gallons
per minute, drawdown in the well greatly diminished and approached a stabilized level of 18
feet. The implied stabilization shows that the completion aquifer receives significant leakage
from adjacent (overlying or underlying aquifers). Water levels measured in an observation
well located 1,100 feet away showed insignificant drawdown.
• Aquifer transmissivity in the vicinity of the well was estimated to be approximately 4,800
gallons/day-foot based on data collected during the first 30 minutes of pumping. Aquifer
storativity is estimated to range from 0.001 to 0.0001, based on the confined nature of the
aquifer and the texture of aquifer materials. The efficiency of the well appears to exceed 80%.
• The recommended pumping rate for the new well is 90 gallons per minute. This rate is
achievable in the long-term based on stabilization of the cone of depression due to leakage
effects. Water-level monitoring will be required to confirm stabilization.
• The recommended pumping rate assumes use of only 34 feet of available drawdown.
Although 44 feet are available in the well, a 10 foot buffer is employed to allow for
positioning of the pump and seasonal water-level variations. The pumping rate could be
slightly increased if monitoring shows seasonal water-level variations to be insignificant.
• Potential impacts associated with pumping the new well include interference drawdowns,
saltwater intrusion, and reduced groundwater discharge to surface water bodies. Interference
drawdowns in the completion aquifer are estimated to be less than five feet at a distance of
1,000 feet from the pumping well. Readily available information are insufficient to estimate
the effects of pumping on surface water bodies. Increased potential for saltwater intrusion is

estimated to be insignificant for the completion aquifer (and any overlying aquifers), but could
not be estimated for deeper aquifers.
• Water quality samples were taken from the new well during the pumping test and analyzed for
iron, manganese, nitrate/nitrite, chloride, and coliform bacteria. All of these measured
parameters were within Washington Department of Health drinking water standards.
Manganese should be monitored with additional pumping, as manganese concentrations rose
to just below the secondary drinking water standard towards the end of the test. A more
complete chemical analysis will be required to meet WDOH requirements before the well is
placed into production.
• Questions remain as to the effectiveness of the surficial till as an aquitard and the reasons for
differing water-level variations observed in the new well and a neighboring observation well.
Water levels should be monitored in both wells several times per week over a several-month
period. Background monitoring (i.e. before the new well is put into production) will allow
definition of seasonal water-level variations and may explain differences in water-level trends
noted between the two wells. Monitoring after the well is put into production is required to
confirm long-term stabilization of the cone of depression and negligible interference
drawdown to the neighboring well.
• The County has indicated its interest in achieving a supply of 200 gpm. The neighboring well
(observed during testing) is owned by Jefferson County Parks, and appears to have a
potentially high yield (see driller's log in Appendix A). The County should consider testing
this well to determine if it could be used to supplement withdrawals from the new well.
• The County should submit this report to Ecology as part of the water rights application
process initiated two years ago. Ecology may request additional background characterization
and/or monitoring after the well is placed on-line. Pacific Groundwater Group would be
happy to assist the County with any further hydrogeologic characterization, testing, or water
rights negotiations.
