Jefferson County Board of Commissioners
Regular Meeting — Monday, July 23, 2018, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair David Sullivan called the meeting to order at the appointed
time in the presence of Commissioner Kathleen Kler and Commissioner Kate Dean.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions.
• Comment regarding Human Rights Alliance North Sound's proposal for the formation of a
Human Rights Commission.
• Comment regarding funding for a Code Compliance Officer in Jefferson County.
• Comment regarding President Trump's pardoning of two individuals,property rights and code
enforcement in Jefferson County.
• Comment regarding government transparency and recent housing meetings.
• Comment regarding gunfire coming from a Port Townsend gun range.
• Comment regarding the S'Klallam Territory Canoe Landing taking place at Fort Worden this
morning.
• Comment regarding Shine Road needing repairs and concerns about the speed limit.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment period. Chair Sullivan noted the Jefferson County Board of Commissioners will hold a
Special Meeting on Wednesday, July 25, 2018 at 10:00 a.m. at the Port Townsend Fire Hall, Port
Townsend.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Kler
moved to approve all the items on the Consent Agenda as presented. Commissioner Dean seconded the
motion which carried by a unanimous vote.
1. RESOLUTION NO.33-18 re: Establishing a Water Quality Department Land Acquisitions
Fund to Track Grant Funds
2. MOTION re: Designating Central Services Director Mark McCauley as the County Safety
Officer
3. AGREEMENT re: Special Facilities Use Agreement for Memorial Field; In the Amount of
$450 fee revenue; Jefferson County Public Works; Peninsula Trails Association
4. AGREEMENT, Supplemental No. 1 re: Additional Assistance within the Original Scope of
Final Comprehensive Plan and Implementing Regulations Periodic Review Documents;
Additional $8,000 for a Total of$65,670; Jefferson County Department of Community
Development; BERK Consulting, Inc.

5. LETTER OF SUPPORT re: Jefferson County Courthouse 2019—2021 Window Upgrade
Project; Jefferson County Central Services
6. LETTER OF SUPPORT re: Rural Broadband Program Strategic Planning Grant Application to
Community Economic Revitalization Board(CERB) Program of Washington State Department
of Commerce; Jefferson County Public Utility District
7. Advisory Board Appointment re: Marine Resources Committee (MRC); Four(4) Year Term to
Expire July 23, 2022; Recreation Alternate Representative, Roy Clark
8. Payment of Jefferson County Vouchers/Warrants Dated July 19, 2018 Totaling $949,746.94
(Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson
County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
9. Payment of Jefferson County Payroll A/P Warrants Done by Payroll Dated July 6, 2018
Totaling $138,107.49 (Records of all claims submitted for payment along with A/P Warrants approved by the
Payroll Services Manager are retained in the Jefferson County Auditor's Office.)
COMMISSIONERS BRIEFING SESSION: The Commissioners discussed recent
meetings they attended.
The meeting was recessed at 9:48 a.m. and reconvened at 9:56 a.m. with all three
Commissioners present.
BRIEFING re: Fund 148; Affordable Housing Fund's Current Status& Future Revenue
Projections: County Administrator Philip Morley briefed the Board on the status and future projections
of Affordable Housing Fund 148.
The meeting was recessed at 10:36 a.m. and reconvened at 10:43 a.m. with all three
Commissioners present.
DISCUSSION and POTENTIAL ACTION re: RESOLUTION for Salish
Behavioral Health Organization (BHO) request to Create an Integration Pilot to the Washington
State Legislature: Public Health Director Vicki Kirkpatrick gave a presentation on the Salish BHO.
The Commissioners decided to table further discussion until later in the meeting.
The meeting was recessed at 11:59 a.m. and reconvened at 12:06 p.m. with Chair
Sullivan and Commissioner Kler present. Commissioner Dean joined the meeting at 12:20 p.m.
QUARTERLY ELECTED OFFICIALS/DEPARTMENT DIRECTORS
MEETING: The Board met with Elected Officials/Department Directors lunch meeting. The meeting
was recessed at 1:10 p.m. and reconvened at 1:33 p.m. All three Commissioners were present for the
afternoon session.

COUNTY ADMINISTRATOR BRIEFING SESSION:
EXECUTIVE SESSION: An Executive Session was scheduled from 1:30 p.m. to 2:30
p.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding Attorney-
Client Privilege, Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open
Public Meetings Act. The actual period of time the Board met in Executive Session on this topic was
from 1:35 p.m. to 3:30 p.m. At the conclusion of the Executive Session the Board resumed the regular
meeting.

ADDITIONAL BUSINESS re: SPECIAL MEETINGS: Commissioner Dean moved
to approve two Special Meetings: 1) Thursday, July 25, 2018 at 10:00 a.m. at the Port Townsend Fire
Hall; and 2) Monday, July 30, 2018 at 9:00 a.m. in the Commissioners' Chambers, Jefferson County
Courthouse. Commissioner Kler seconded the motion which carried by a unanimous vote.
COUNTY ADMINISTRATOR BRIEFING SESSION—Continued: County
Administrator Philip Morley reviewed the following with the Board:
- Miscellaneous Items
Salish Behavioral Health Organization(BHO): After further discussion and
deliberation, Commissioner Dean moved to approve RESOLUTION NO. 34-18
regarding the Salish Behavioral Health Organization Request to Create an
Integration Pilot to the Washington State Legislature. Commissioner Kler
seconded the motion which carried by a unanimous vote.

4:29 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Dean
