Jefferson County Board of Commissioners
Special Meeting — Wednesday, July 25, 2018, 10:00 a.m.
Port Townsend Fire Station - 701 Harrison Street, Port Townsend, WA
CALL TO ORDER: Chair David Sullivan called the Special Meeting to order at the
appointed time in the presence of Commissioner Kathleen Kler and Commissioner Kate Dean.
DISCUSSION re: RESOLUTION Establishing Objectives and Procedures for the
2019 County Budget: Central Services Director Mark McCauley briefed the Board on a draft resolution
establishing objectives and procedures for the 2019 Jefferson County Budget, with proposed
amendments. Commissioner Kler moved to approve the resolution with edits. Commissioner Dean
seconded the motion and the Board discussed further edits. Commissioner Kler amended her motion to
include the edits agreed upon by the Board. Commissioner Dean seconded the motion which carried by
a unanimous vote.
DISCUSSION re: AGREEMENT for Special Deputy Prosecuting Attorney Services
Pursuant to RCW 36.27.040 to Represent County on Opioid Crisis and Litigation; Keller Rohrback Law
Firm: Chief Civil Deputy Prosecuting Attorney Philip Hunsucker briefed the Board on a proposed
agreement for Special Deputy Prosecuting Attorney Services to represent the County on Opioid Crisis
and litigation. After discussion, Commissioner Kler moved to approve the agreement. Commissioner
Dean seconded the motion. After a brief discussion, Chair Sullivan called for a vote on the motion
which carried by a unanimous vote.
The meeting was recessed at 11:30 a.m. and reconvened at 11:38 a.m. with all three
Commissioners present.
BRIEFING re: Draft Resolution Authorizing Jefferson County Board of Commissioners
to Legally Bind Jefferson County with Respect to Three Applications for Grant Assistance to the
Washington State Recreation and Conservation Office (RCO): Environmental Health staff briefed the
Board on a draft resolution regarding three applications for grant assistance to the Washington State
Recreation and Conservation Office.
NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at
11:54 a.m. until the iiextregular meeting or special meeting as properly noticed. Commissioner Kler
seconded the emptiarr which,carried by a unanimous vote.
