SUBJECT: Request to Reappoint Jill Silver and Chiggers Stokes to serve a fourth
and third term, respectively, to the North Pacific Coast Marine
Resources Committee (NPC MRC) as Jefferson County Citizen
Representatives
STATEMENT OF ISSUE:
Consider reappointing Jill Silver and Chiggers Stokes to serve additional full, 2-year terms on the NPC
MRC as Citizen Representatives in the categories of Conservation/Environmental Groups and Recreational
Groups,respectively.
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
Two vacancies on the NPC MRC, for citizen volunteers to represent Conservation/Environmental Groups
and Recreational Groups, were advertised in the The Leader on July 11, 2018. Ms. Silver and Mr. Stokes
expressed interest by the July 25th deadline. They were the only two applicants for these seats. Both are very
committed and active members of the committee.
Ms. Silver is responsible for drawing the necessary attention and resources to the issue of invasive species
impacts and vectors on the West End, including the Hoh River floodplain. Her work supports local
communities by protecting resources and providing natural resources jobs. She supports the MRC with her
knowledge of the coast and its watersheds as well as innovative approaches to reducing impacts to coastal
resources from pollution.
Mr. Stokes is a retired ONP Wilderness ranger with extensive knowledge and history of volunteerism on the
coast through the University of Washington's COASST program as well as the MRC. His interests include
coastal geologic deposits from the Pleistocene, documenting and removing marine debris from wilderness
beaches, and providing music to MRC outreach events including RainFest.
JCEPH highly recommends both individuals for reappointment and is very grateful for their service.

FISCAL IMPACT/COST BENEFIT ANALYSIS:
There is no fiscal impact to the county's General Fund for reappointing Ms. Silver and Mr. Stokes to serve
on the NPC MRC in a volunteer capacity.
RECOMMENDATION:
Appoint Ms. Silver and Mr. Stokes to serve additional 2-year terms on the North Pacific Coast Marine
Resources Committee as Citizen Representatives for Conservation/Environmental Groups and Recreational
Groups,respectively.
