Approval of the Agenda – Jill (M)/ Anne (S)/Approved. III. Review and adoption of the minutes of November 1, 2016 – Mike (M)/ Sheila (S)/Approved with the correction of Kathleen Kler not calling the meeting to order because she was not in attendance. as it was Catharine Robinson IV. Public Comments –No public comments. V. Dr. Lisa Rey-Thomas-3 County Opioid County Response Plan & Project-Doctor Lisa Rey-Thomas introduced herself; she has a doctorate in psychology and is a member of the Tlingit Tribe. She has a contract with the Community of Health to work on this project. It’s a cross sector, three County project, (Kitsap, Jefferson and Clallam, including Tribal Nations within those boundaries) and a partnership between the Olympic Communities of Health, (OCH) and the Salish Behavioral Health Organization (SBHO) to coordinate and implement a community response to the opioid crisis. They are three quarters of the way done with the assessment and also staff a Steering Committee for each County. Doctor Lisa said that any information specific to Jefferson County will be brought back to this group. For additional info please visit: http://www.olympicch.org/ They hope to achieve the following goals: 1. Prevent opioid misuse and abuse through improving prescribing practices 2. Treat opioid dependence through expanding access to treatment 3. Prevent deaths from opioids through distributing naloxone to people who use heroin 4. Use data to monitor and evaluate the first three goals through optimizing and expanding data sources into a shared three-county evaluation hub Public Health is sharing their naloxone kits with the Sheriff’s Department. As of January 2017, the Sheriff’s Department has a policy and standing order to provide naloxone to people who are overdosing. There was a discussion about Medically Assisted Treatment, (MAT) and the Abstinence Model of treatment. Kathleen shared that according to the data, the model that is most effective is the MAT model. The drug suboxone affects the receptors in your brain so you can’t obtain a high. At this moment, Jefferson Healthcare does not have any medical providers who can provide Medically Assisted Treatment, there are no Medicaid providers in Jefferson County who can provide it, only a couple of medical providers who take private insurance. Kathleen suggested we have Doug Washburn from Kitsap County provide input on this matter. VI. Request to the BOCC- 1/10th of 1% Funding in 2017-Approved on November 28, 2016 Anna shared the handout and Kathleen said there were no issues with approval. 2 VII. Budget Tracking Spreadsheet– The Budget Tracking Spreadsheet was handed out. Veronica Shaw gave us an overview of the budget. The revenue budget projection is exactly right and we have additional funding. DBH request for additional funding for CODIT from 1/2017 to 6/2017 & for School Based Mental Health Services for 1/2017 to 12/2017- Adam Marquis, Director of DBH shared a verbal request for additional funding for the CODIT Program run by DBH that ended on December 31, 2016. He requested $33,732 for a 6-month period, (from January 2017 through June 2017), with the hope that the BHO will provide funding at the beginning of July. The Committee decided they needed to hear from the MH Therapeutic Court for clarity around services being funded and services needed for CODIT clients. Sheila said it would be good to hear from all the Courts on their budget and plan for services for 2017, since the Committee has not yet received an updated budget. Adam shared a letter from the Chimacum Superintendent requesting the need for a Chemical Dependency Professional at the Chimacum Middle School. Adam said the funding for this position is $10,000 and was part of the original RFP request he wrote for the 1/10th of 1% funding. Sheila Westerman made a motion to fully fund the original RFP for School based Mental Health Services, to include an additional $10,000 for the Chimacum School CDP; Catharine Robinson seconded the motion and it was approved. The Committee recognized the need for protocols, policies and a process for providers to request additional funding in between the RFP cycles. Members decided to schedule a February Committee meeting to discuss a process for interim funding requests, to listen to a presentation from all Therapeutic Courts on their budget and service plan for 2017, to hear from the MH Therapeutic Court about services funded and needed for CODIT clients and to make an informed decision about funding the DBH CODIT request. VIII. 2016 NAMI Washington Conference-Sheila shared that the Jefferson County presentation on 1/10th of 1% funding the Washington State NAMI Conference in Port Angeles last October was a big hit. The audience really liked hearing participant stories written by some of the providers of 1/10th of 1% funding. The stories were part of the Jefferson County presentation and struck a chord with many of the attendees. Anna wanted to say a special thank you to Kris Becker from Jumping Mouse, Tracie Bick from Mental Health Court, Teresa Wirth from Safe Harbor and Yuko Umeda from the NFP Program for taking the time to provide us with these powerful stories. Anna will email out copies of the stories. Sheila shared the handout and powerpoint Anna wrote for the 1/10th of 1% funding presentation. Kathleen thanked both Sheila and Anna for representing Jefferson County at the NAMI Conference. IX. Behavioral Health Organization Update-Kathleen said since we are out of time and there was nothing pressing, she will not give an update. X.
