Meeting Minutes - FINAL

II. Approval of the Agenda – Catharine (M)/ Ruth (S)/Approved.
III. Review and adoption of the minutes of February 7, 2017 – Anne (M)/ Ruth (S)/Approved with no changes.
IV. Public Comments –No public comments.
V. Budget Tracking Spreadsheet– The Budget Tracking Spreadsheet was handed out. Veronica Shaw said the budget
is projected to end with an additional $205,758 in revenue and that is in addition to the reserve of $49,049.
VI. Vendor Reports from DBH on the CODIT Program, the Jail Liaison and School based Mental Health Services:
1. Co-Occurring Disorders Integrated Treatment (“CODIT”)/Adam shared that DBH is grateful for the chance to try this
expansion of services. All in all, this has been a very successful ‘new approach CODIT’ program. DBH has preserved
2 days a week for Tera Phillips, the new CDP at DBH, to meet with clients. Tera has been able to focus on clients with
severe and persistent mental illness, who also were known to have long standing substance use addiction. Her major
focus has been to assist clients to enter appropriate inpatient services and supporting them in outpatient after
discharge. This new approach to CODIT had original projections at 5-7 participants per month, but instead averaged
11 to 12 participants per month.
2. Inmate Services/Jail Liaison (formerly “Jail Nurse Assessment”)
DBH met with JCSO Sheriff and Superintendent in early Summer 2016 to offer sending a qualified DBH Case Manager
and Chemical Dependency Professional Trainee (CDPT) into the Jefferson County Jail under the agreed upon scope
of work (SOW) listed below with JCSO and Jefferson County Public Health leadership:
a. Assessment of a majority of subjects booked into the jail; assessing them for substance use disorder and/or
mental health conditions through the Global Assessment of Individual Needs – Short Screener (GAIN-SS) tool
and on-site engagement, preparation for and coordination of outpatient treatment and transitional post-discharge
appointments for inmates suffering from reported substance use disorder and/or mental health issues;
b. Actively outreach and engage inmates for participation in Relapse Prevention Education (RPE) groups held at the
Jail and facilitate two weekly RPE classes, (one for females and one for males);
c. Directly provide assessment, early intervention, and follow-up for inmates suffering from substance dependencies
and/or mental health issues, including education and public health interventions within the Jail;
d. Directly prepare for & coordinate outpatient treatment & initial post-discharge appointment(s) for inmates through
post-discharge initial case management services; (from substance dependencies and/or mental health issues;
e. Make appropriate referrals to Safe Harbor, Discovery Behavioral Healthcare, and/or Drug and Mental Health
Courts, and the consult with Jail’s Medical Provider to ensure psychiatric medication adherence when needed;
f. Coordinate the continuum of care with Safe Harbor, Discovery Behavioral Healthcare, and Drug and Mental
Courts; and assist with making recommendations to refer inmates, after release/discharge, to inpatient and
outpatient programs for mental health and/or substance use disorders.
From 7/1/16 to 9/30/16 DBH has served 68 unduplicated clients and from 10/1/16 to 12/31/16 has served 82
unduplicated clients in the Jail.

3. School Based Health Clinic (“SBHC”) Adam shared the following statistics year to date for the four (4) school districts
during CY2016 (including Brinnon School District which was not paid by 1/10th of 1% funding but through a separate
contract directly with DBH):
o Port Townsend School District: Total unduplicated number seen = 252 students
o Chimacum School District: Total unduplicated number seen = 549 students
o Quilcene School District: Total unduplicated number seen = 149 students
o Brinnon School District: Total unduplicated number seen = 44 students
Top Reasons for Visit:
Alcohol/Drug Prevention (16), Anger Mgmt. (71), Anxiety (135),
Court/Diversion (17), Depression (90), Family Issues (364), Future Plans (31), Grief or Loss (22),
Relationships (124), School Performance (100), Self-esteem (42), Stress (139).
VII. Supplemental RFP-Timeline and Process/Anna shared that the Supplemental RFP has been completed. There will
be an ad in the Port Townsend Leader tomorrow, Wednesday, March 8th advertising the Supplemental RFP. A link to
the RFP will go live tomorrow morning on the Public Health website. The Committee was happy to hear the RFP is
ready to go and thanked Anna for her work.
The committee discussed the need to resurrect the RFP Review Panel. Kathleen suggested contacting past members
to see if they were available.
Kathleen shared a copy of the Lodging Tax Advisory Committee (LTAC) process for supplemental funding requests.
The Committee discussed the need for a fair and equitable policy/procedure for supplemental and emergency
requests. The following committee members would be interested in serving on a future subcommittee to create a
policy/procedure; Kathleen, Anne and Jill. Anna will schedule a subcommittee meeting after the Supplemental RFP’s
process has been completed.
VIII. Washington DC Report/Kathleen Kler/Opioid Summit Update/Doctor Lisa Rey Thomas
Kathleen shared about her time in Washington DC. There were two huge topics, Medicaid, (tied to opioids) and
homelessness, (tied to health care). The greatest anxiety is about Medicaid, as the new administration did not
articulate their policy.

Opioid Summit/ Doctor Lisa said they felt like the summit was a great success! There were between 220-240 folks in

heard how the opioid crisis is affecting people in our region in various sectors, Commissioner Kathleen Kler gave a
brief history of the project, Dr. Chris Frank provided an historical perspective on the opioid crisis, Dr. Caleb Banta-
Green presented a "scope of the problem" at the state and national level, Dr. Michelle Peavey discussed current best
practices for Opioid Use Disorder, and then Siri provided a summary of the first phase of the assessment in our
region.
Three County Coordinated Opioid Response Project, (3CCORP) Phase I of this project was funded mid-September
2016 through January 31 2017. The summit was on January 30 and the last day of Phase I was January 31. At that
meeting there were presentations about the history of the 3CCORP, information on the history of opioids and "how we
got here", information on the national and state scope of the issues, information on best practices in treatment, a
summary of the local data and our 4 surveys, introduction of the state response plan, introduction of the draft regional
plan, and an invitation for people to sign up to be a part of one or more of the three workgroups. The workgroups
are aligned with the three primary goals: 1) prevention of opioid misuse and abuse including prescribing practices; 2)
improved access to best practices in the treatment of Opioid Use Disorder; and 3) prevention of fatal overdoses. The
OCH office moved from KPHD to Jefferson. As of March 1, Doctor Lisa is officially working with the OCH (part-time
for now) and is ramping the project up. The next 3CCORP Steering Committee (SC) will meet on March 27, 1-4pm to
guide the next steps and schedule the 3 workgroups which will be chaired by SC members.
