Meeting Minutes - FINAL

I. Call to Order/ Introductions – Called to Order by Kathleen Kler tomorrow

II. Approval of the Agenda – Jill (M)/ Anne (S)/Approved with no change.:
III. Review and adoption of the minutes of July 11, 2017 –Anne(M)/ Sheila (S)/Approved with the
following corrections: page 2, third paragraph, first bullet, change have to half; page 2, paragraph
6, third bullet, change 5 to 58. Page 3, paragraph four, first bullet, correct the year to 2016. Page
4, last paragraph, add an a to the sentence; Kathleen Kler shared that the Salish BHO will not be a
mid-adopter as it had to be a unanimous vote of all three Counties .
IV. Public Comments –None
V. Budget Tracking Spreadsheet/Odette Oppe shared a spreadsheet on the 1/10th of 1% fund. The
beginning balance for 2018 is $330,695.15 and Public Health estimates that the revenue for 2018
to be $490,490. Vicki said that number may be conservative because school construction may
bring in more than the estimate of $490,490 in revenue, but Jill mentioned street construction could
have an impact on businesses in the downtown area and health care costs could influence sales
tax as well. Jill Landes spoke about the Courts having primacy over their budgets.
VI. 1/10th of 1% RFP-2018 RFP Panel Recommendations/Members of the RFP Panel were Jill
Buhler, Kathleen Kler, John Austin and Gay Neal, (from Kitsap County). At their final meeting the
RFP Panel recommended funding $541,682.71 in RFP requests. That recommendation would
leave a cash balance of $230,453.44 49 after we back out the reserves of $49,049.00. There was
$699,251.69 in RFP requests. Odette went on to say that if the Committee funded all the requests,
there would be an estimate of $72,884.49 as a cash balance after we back out the reserves of
$49,049.00.

Anne said she is concerned with leaving in over $200,000 in reserves. Kathleen said there is a lo t
of uncertainty and that we should consider not bringing the fund balance down to an low level.
Kathleen went on to say, the RFP process was much more complicated this year, as we ha d a
meeting with the Vendors who put forth a housing component on November 14th and with the
Courts on December 21st. The RFP Panel met three times; November 2nd, November 8th and
January 12th. A discussion ensued about the need to put out RFPs every two years because the
Committee and Staff are spending too much time on the RFP process and funding decisions.
Kathleen shared that if this Committee wants to get more done we should consider future RFPs
that go out every two years.
Sheila made a motion to accept the RFP Panel’s final recommendation of funding $541,682.71 in
RFP requests. Jill seconded the motion and it passed by unanimous vote.
VII. Review of MH/SA Advisory Committee Retreat on September 12, 2017 /
Anna shared that we need an ad-hoc committee to draft Committee by-laws, a mission statement
and to look at committee representation. Jill, Sheila and Anne volunteered. Meeting dates will be
emailed out.
Anna mentioned future topics for Committee meetings could be 1/10th of 1% ordinance, priority
funding areas/outcomes, the need for a protocol/process for supplemental RFPs and emergency
funding.
VIII. Behavioral Health Organization Update/ Kathleen Kler shared that the Salish BHO will not cave
on the need for local control and will not be a mid-adopter.
IX. Updates-
a. Chairs and staff from the 1/10th of 1% Committees from Clallam, Jefferson and Kitsap
County met with Anders Edgerton. A discussion ensued about what services each County
is funding and collaboration on a data sharing platform with specific metrics between all
three Counties.
X. MH/SA Advisory Committee Meetings in 2018/ Anna handed out a copy of 2018 MH/SA
Advisory Committee meetings calendar. We will not have a May 1, 2018 Committee meeting, but
will have a June 5, 2018 Committee meeting instead. The calendar will be updated and emailed
out.
