Meeting Minutes - FINAL
March 6, 2018

I. Call to Order/ Introductions: Called to Order by Kathleen Kler tomorrow

II. Approval of the Agenda: Jill (M)/ Sheila (S)/Approved with no change
III. Review and adoption of the minutes of January 30, 2018: Sheila(M)/Jill (S)/Approved with the
following sentence added to paragraph V: Jill Landes said the Courts have primacy over their
budgets.
IV. Public Comments: Steve Workman introduced himself. Steve said he is a member of the Salish
BHO Advisory Board and was invited to this meeting by Anna Mc Enery.
V. Budget Tracking Spreadsheet: Veronica shared a spreadsheet on the 1/10th of 1% fund and she
reported on the projected numbers. A discussion ensued about contacting vendors when they
consistently spend more money than the monthly average. If a trend in overspending is noted,
staff will contact the vendors to discuss.
VI. MH/SA Advisory Ad-hoc Committee Update: The Committee walked through a draft of the by-
laws. The discussion ensued about including additional Committee members. It was agreed that
staff would write a letter on behalf of Kathleen. The letter will request representation from the
following sectors: School Boards, Hospital Commission, City Council, and BHO Advisory Board.
Jill made a motion to accept the by-laws with the agreed upon changes. Anne seconded the motion
and it passed unanimously. A final version of by-laws will be updated and emailed out. Kathleen
thanked the ad-hoc committee and staff for their work.
Kathleen requested we wait for additional Committee representation before we move ahead on convening
another ad-hoc Committee. Future topics are: examining priority funding areas, creating a
protocol/process for Supplemental RFPs, forming criteria for emergency funding, and updating the
current RFP.

VII. Co-funding a Shared Data Platform: Siri Kushner said Kitsap County is interested in creating an
electronic data platform with Jefferson and Clallam Counties. The platform, housed in Kitsap
County, would consolidate all data elements from the three Counties while creating a standardized
user friendly approach. Every County would still have access to their own unique data. Using the
same metrics increases the potential for shared core outcomes.
VIII. Siri has provided data support for the 1/10th of 1% fund in Jefferson County since 2008. The 1/10th
of 1% Program in Kitsap County started using her services in 2015, but Clallam County has not yet
accessed them.
A question was asked about funding. Siri said the shared data platform would save money and so
there could be a reduction in the Jefferson County 1/10 th of 1% funding accessed for community
assessment and evaluation. Siri will keep us updated.
IX. Behavioral Health Organization Update: Chair Kathleen Kler shared that most BHOs in
Washington State are moving to full integration, but the Salish BHO is not. The Salish BHO is
intent on working with the Jefferson Healthcare to set up a Medically Assisted Treatment Program,
(MAT).
X. MH/SA Advisory Committee Meetings in 2018: Anna is requesting that our meetings become
two hours in length. Discussion ensued about the start time and end time. Anne will not be able to
attend the meeting any earlier, so the Committee decided to begin the meeting at 3pm and end it at
5pm. We will open the doors of the Pacific meeting room after 4:30pm, (when Public Health locks
their doors), so we can see if any member of the public shows up.
Jill made a motion that the time of the Committee meeting be changed from 3pm to 5pm ; Anne
seconded the motion and it passed by unanimous decision. The meeting calendar will be updated
and emailed out.
XI. Public Comments: Steve Workman feels the public doesn’t know enough about the work of this
Committee vs the work of the BHO.
