II. Approval of the Agenda: Jill (M)/ Anne (S)/Approved with no changes.
III. Review and adoption of the minutes of January 30, 2018: Mike(M)/Jill (S)/Approved with the correct
spelling of David Fortino’s name.
IV. Public Comments: No comments.
V. Budget Tracking Spreadsheet: Veronica shared a spreadsheet on the 1/10th of 1% fund. She shared that
revenue is doing well as we are 13% above what we were last year.
VI. Jumping Mouse & Brinnon School District Pilot Project: Dott Kelly shared that Jumping Mouse had a
conversation with Anna Mc Enery and Patricia Beathard about need for children’s mental health services in
the Brinnon school district, which serves children from pre-K through 8th grade. Patricia shared that Brinnon
School District has the highest percentage of students on free and reduced lunches in Jefferson County and
has three times more CPS reports that are accepted for investigation. Jumping Mouse is ready to commit to
a one-year pilot project located in the Brinnon School. This project would take place from August 2018
through July 2019 and use the same Jumping Mouse in-depth model. Funds from the 1/10th of 1% Sales
Tax could provide the following supports:
Therapy slots for four children weekly, using the Jumping Mouse model of play therapy;
Support and education to the parents/caregivers of these children through monthly meetings and on-
call support;
Support to the teachers and staff through classroom observations and consultations; and
Support and supervision to Jumping Mouse therapists who are working at the Brinnon site.
Anne was concerned with the wait list for Jumping Mouse services in Port Townsend and the process for
accessing supplemental funding. Public Health keeps hearing from community members and professionals
that children in Brinnon are overburdened, troubled and showing real stressors. Sheila said this remote part
of rural East Jefferson County has not had consistent, adequate or accessible services. Patricia shared
DBH has not been able to provide mental health services to Brinnon School District since early November.
Staff saw the need for mental health services in Brinnon School district is an emergent need. Kathleen said
that bringing this project forward is part of the process.

A discussion ensued about how the Committee has an opportunity to assure that all four School Districts
have mental health services. Jill moved that the Committee approve $34,144 in funding for Jumping Mouse
to provide mental health services for the Brinnon School District. Sheila seconded the motion. The motion
passed with one dissenting vote, (based on process).
VII. Prosecuting Attorney Update on MH/SA Advisory Committee By-laws: Anna reported that Philip
Hunsucker will be attending the next Committee meeting to go over his input on the by-laws. We reviewed
the questions Philip answered in an email. (Please see the handout.)
VIII. MH/SA Ad-hoc Committee- RFP: Anna explained that Public Health would like school based mental health
services to have a contract based on the school year, instead of the calendar year. After discussion the
Committee agreed to change the RFP to reflect the school year, (September through June). Anna will put
out this RFP at the beginning of July.
The Committee discussed putting out a two year RFP vs. a one year RFP, but decided to continue with a
one year RFP for now.
IX. DBH- Additional Funding Request for 2018: Mike Evans stated that he is a member of the DBH Board.
The Committee thanked Mike for his disclosure. Tonya Ferguson walked the Committee through each of
the DBH program budgets; CODIT, Transitional Housing, School based Mental Health Services and Inmate
Services. The Committee decided they needed DBH to provide the following information so they could
make an informed decision about the DBH budget requests.
Information on the difference between administrative support costs and indirect costs as it applies to
DBH.
Request for clarity about the monthly hours for Inmate Services. There seemed to be confusion about if
he was working a 40 hour per week or less?
Modify the school based health clinic budget from 9 months to 3 months (April – June) to reflect the
new RFP cycle and to remove Brinnon from the budget since DBH did not provide services.
Staff said they would set up a special Mental Health, Substance Abuse Advisory Committee meeting before
the next regular Committee meeting, so a decision about the DBH request could be made.
X. 2017 Annual Final Data: This presentation has been postponed to the July 10th meeting.
XI. MAT Update: Kathleen shared that the SBHO will be providing a MAT training for Jefferson Healthcare.
The hospital said 12 providers have indicated they are interested in obtaining a waiver and providing care.
XII. Public Comments: Steve Workman said he would like the Committee to discuss the importance of having
a Sexual Assault Nurse Examiner or SANE Nurse located in Jefferson County.
John Nowak thanked the Committee for serving the Brinnon School District.
