STATEMENT OF ISSUE:
Jefferson County Public Health, Environmental Public Health Division, requests Board approval of the
Interlocal Agreement with Washington Sea Grant of the University of Washington for beach morphology
monitoring; May 1, 2018 —June 15, 2019; $6,452
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
The purpose of this agreement is to conduct opportunistic beach morphology monitoring and develop a
report describing observed changes and characterize seasonal cycles of erosion and accretion at two
shoreline reaches.
FISCAL IMPACT/COST BENEFIT ANALYSIS:
This project was selected and recommended by the North Pacific Coast MRC through its RFP process
through WDFW's Coastal MRC Program. The contract is fully funded by a grant from the Washington State
Department of Wildlife (DFW) #17-09766.

INTERLOCAL AGREEMENT
Jefferson County, through the North Pacific Coast Marine Resources Committee ("County") and
Washington Sea Grant of the University of Washington ("Subcontractor"), for and in consideration of the
mutual benefits contained herein do hereby agree as follows:
1. Subcontractor shall conduct opportunistic beach morphology monitoring and develop a report
for two shoreline reaches on the north Pacific coast as described in the Scope of Work(Exhibit
A) and complete a final report (Exhibit B).The personal services are funded by a grant from the
Washington State Department of Wildlife (DFW) #17-09766.
2. The term of this agreement shall begin May 1, 2018 and shall end on June 15, 2019.
3. The County shall compensate the Subcontractor for services rendered in the amounts of
$3,430.00 for salaries and benefits and $880.00 for equipment and supplies, $2,002.00 for
travel, and $140.00 for itemized indirect expenses for a maximum of$6,452.00. If funding from
DFW is withdrawn, reduced, or limited in any way after the effective date of this agreement, this
contract may be renegotiated.
4. The Subcontractor shall provide an invoice to the County upon completion of the deliverables.
The County shall remit payment to the Subcontractor within thirty (30)days to the following
receipt of the invoice. Requests for payment shall be made either by U.S. Mail to Tami Pokorny,
Jefferson county Environmental Health, 615 Sheridan St., Port Townsend,WA 98368; or by
electronic mail: tpokorny@co.jefferson.wa.us.
5. The parties agree that the Subcontractor is an independent Subcontractor, and is neither an
employee nor agent of Jefferson County. As such, the Subcontractor shall not be entitled to any
status, benefits, privileges or entitlements as a county employee.All payments made hereunder •
and all services performed shall be made and performed pursuant to this Agreement by the
Subcontractor as an independent contractor.
6. The Subcontractor shall indemnify, defend and hold harmless the County, its officers, agents and
employees, from and against any and all claims, losses or liability, or any portion thereof,
including attorney's fees and costs, arising from injury or death to persons, including injuries,
sickness, disease or death to Subcontractor's own employees, or damage to property
occasioned by a negligent act, omission or failure of the Subcontractor.
7. Any provisions contained within this Agreement may be amended only in writing upon the
mutual consent of the County and Subcontractor.

Exhibit A: Scope of Work
Washington Sea Grant will conduct opportunistic beach morphology monitoring and develop a report
describing observed changes and characterize seasonal cycles of erosion and accretion at two shoreline
reaches selected from the following: Kalaloch Beach, Rialto Beach, First Beach, Second Beach,
Norwegian or Hobuck Beach.The beaches will be sampled at least once every two months for a year or
longer.The purpose of the program is to build a long-term shoreline morphology dataset.Time-lapse
photography will be collected and analyzed for each beach site.This task addresses the Coast MRC
Program benchmarks Marine Habitats by surveying marine resources to better define physical
characteristics of intertidal beach habitats and understanding and evaluating erosion and promoting
sound sediment management practices.
Task 1:
The Subcontractor will collect beach morphology data and time-lapse photography at least once every
two months from two distinct reaches of the north Pacific coast and provide a data link and an outreach
tool to describe the project and its results to the public.
Deliverables:
la) Link to beach morphology data—Due June 15, 2019
1b) Time-lapse photography—Due June 15, 2019
1c) Communication product: poster, technical paper or article in the newsletter—Due June 15,
2019
1d) Final WDFW report (see EXHIBIT B)—Due June 15, 2019
