The following conditions apply to the entire parcel if any portion falls within the distance guidelines.

Any construction or vegetation removal on a lot within 400 feet of a nest tree or roost site will require a
bald eagle management plan tailored for the specific land use and landowners goals. The landowner will
need to contact and consult with the Washington Department ofFish and Wildlife (WDFW) prior to any
clearing or construction. Please contact the WDFW at (360) 681-4276.
Any lot located between 400 and 800 feet of a nest tree site: retain all known perch trees and all conifers
>24 inches diameter at breast height (d.b.h). Also retain >50% of pre-clearing or pre-construction conifer
stand with diameter distributions representative of the original stand (>6 feet tall). Windowing and low
limbing of trees is acceptable provided no more than 30% of the live crown is removed. Any clearing,
heavy equipment use, or external constmction will not be allowed between February 1 and August 1 within
800 feet of an active nest. WDFW or a qualified consultant will determine if a nest is active.
Any lot located >800 feet but within ½ mile fi~om a nest and within 250 horizontal feet of the shoreline or
top of high bank bordering a shoreline: Retain all known perch trees and conifers >_24 inches diameter at
breast height (d.b.h.). Also retain >_50% of pre-clearing or pre-construction conifer stand with diameter
distributions representative of the original stand (>6 feet tall). Windowing and low limbing of trees is
acceptable provided no more than 30% of the live crown is removed.

address of 650 Tala Shore Dr. . If the landowner(s) feel these conditions are too
restrictive, a site specific plan may be developed with the Washington Department ofFish and Wildlife. If the
conditions set forth above are acceptable, please sign below and this will serve as your Bald Eagle Management
Plar~ Activities will be periodically monitored and failure to comply with this Plan constitutes a misdemeanor as
set forth in RCW 77.15.130.

Project Description and Specifications
ProJect description
Completion of a partially constructed stairway to the beach. All work to occur landward of the
ordinary high water mark. The project utilizes an existing permitted concrete footing, existing
cut path in medium bank of property and existing stormwater drainage tightline. Design utilizes
a stairway span from top of stairway constructed vertically on existing concrete footing to bridge
distance to medium bank to avoid impacts on the slope of the bank.
Building code
Jefferson County Building Code and as permitted by the county. Engineering principles as
required.
Load
LL - 40 lbs. psf on decks on cantilevered
DL - 10 lbs. psf on decks not cantilevered
LL = 60 lbs. on deck portions which are cantilevered
DL - 20 lbs. psf on deck portions which are cantilevered
Stairway landing requirements
Landings at 12-foot vertical .spacing, maximum.

Handrail
Jefferson County approved handrails using coated steel cable w/4x4 posts at 4-foot spacing.
Distance between cables is 4 inches.
Materials
Wood (fir) with metal connections; bolts and steel plates and shapes.
Wood treated to meet or exceed the standards establish in "Best Management Practices For
Use of Treated Wood in Aquatic Environments" developed by Western Wood Preservers
Institutes, revised July 1996.
Allowed stresses
Douglas Firs Coast Region or equal construction B and S grade
Fb - 1,500 psi in bending and tension
Fv = 120 psi for vertical shear
Fcl = 390 psi for compression perpendicular to grain
Fc - 1000 psi for compression parallel to grain
E = 1.6 x 10 to the 6th.
