MINUTES
Week of September 20, 1999
The meeting was called to order by Chairman Dan Harpole. Commissioner Glen
Huntingford and Richard Wojt were both present.
PUBLIC SERVICES BRIEFING SESSION: Public Services Director Gary Rowe and
the Board discussed the County Administrator position and options for keeping this new position budget
neutral. Natural Resource Policy Analyst Caryn Woodhouse reported on the meeting last week with
Elizabeth Babcock, Puget Sound Recovery Coordinator for the National Marine Fisheries Service,
regarding regulations for protection of salmon declared as endangered species. Ms. Babcock advised
that there is no certainty for County governments and we must rely on "Best Available Science" in
developing regulations. The first meeting of the Jefferson County Marine Resource Committee is this
week.
APPROVAL OFMINUTES: Commissioner Huntingford moved to approve the minutes
of the week of September 13, 1999 as presented. Commissioner Wojt seconded the motion which
carried by a unanimous vote.
PUBLIC COMMENT PERIOD: The only comment made was regarding the property at
the intersection of Highway 19 and 20 that is designated with a density of 1 residence on 20 acres.
(Chairman Harpole noted that the Board thought that this property was designated as the property
owners preferred.)

COMMUNITY DEVELOPMENT
Director's Update: Director of Community Development A1 Scalf introduced Warren
Hart, the new Planning Manager for the Department. He reported:
· A law suit was filed by Lone Star (Northwest Aggregates) in Kitsap County last week.
· The Navy has a proposal to install a container crane at their Indian Island facilities. The
Department of Community Development reviewed the project last May for consistency with the
Shoreline Master Program. Federal actions on federal land are exempt from County regulations,
but the County can submit comments. Chairman Harpole noted that there was a

public hearing on this project in Bremerton, probably held by the Navy. The State Department of
Ecology also provided comments to the Navy on this project. The Navy does not have any
container ships, but this crane would be used if there is a declaration of war. Chairman Harpole
asked that the State and Navy be advised that the County has concerns about visual impacts and
the lighting on this crane.
The Planning Commission had their first public hearing on the possible UGA scenarios from the
Tri Area/Glen Cove Special Study. The comments covered a wide range of issues. Chairman
Harpole asked if the City Manager suggested that the Mill Property be taken out of Option 3? A1
Scalf reported that is correct. The hearing will continue on Wednesday evening.
The boat currently anchored just off the boat ramp in Lower Hadlock was discussed. The Coast
Guard apparently gave permission for this boat to be moored there, but there are questions about
who will be liable if the boat sinks or if there is a leak, etc. A1 Scalf will look into this matter
further and report back to the Board.

Commissioner Huntingford moved to have the Public Works staff check the bids for accuracy and make
a recommendation for bid award that is to the best advantage of the County. Commissioner Wojt
seconded the motion which carried by a unanimous vote. The Public Works Department will try to have
a recommendation to the Board next week, but they must review the bids with FEMA.
Director's Update: The following items were discussed:
Chairman Harpole noted that several people have asked that the landfill be open for a few hours
on Sunday to allow residents more opportunity to dump refuse on the weekend. He suggested
that the hours on Sunday be Noon to 4 p.m., with a reduction of 4 hours on weekdays. Operations
Manager Aubrey Palmer explained that traffic counts taken in 1995 resulted in the SWAC
recommendation to discontinue landfill operations on Sunday. This was done as a cost savings

measure. Full day operations on Sunday would mean an additional 480 hours per year which
would cost approximately $30,000. A floor attendant, scale operator, and tipping floor operator
would be needed and some Skookum Services employees would be required on site for recycling.
Another alternative is to operate on Sunday from April through October or November. The
Board asked that the Solid Waste Advisory Committee review this suggestion and make a
recommendation.
Aubrey Palmer reported on regional solid waste issues. As far as the possibility of a regional
landfill, there are problems with the soils, water quality, and people not wanting this type of
facility in this area. The Board suggested that a meeting with the Department of Ecology be
arranged to discuss the possibility of opening a regional solid waste dump site.
Commissioner Huntingford asked there are plans to locate recycling bins at the previous drop
box site near the jail in Port Hadlock? Aubrey Palmer reported that they have discussed this with
Skookum Services for next year.
The clock tower video should be completed by the end of October.
The project to repair the Gardiner Community Center will be put out to bid again.
There has been a request from a property owner along the Egg and I Road that the ditches be
cleaned.
Commissioner Huntingford asked for more active participation in the RTPO from a Public
Works representative.
The Board thanked Jim Pearson for his presentation at the Planning Commission's public hearing
on the Tri Area UGA scenarios.
Discussion re: Recommendation to Privatize Bayshore Motel Operations: Facilities
Manager Warren Steurer reviewed the information regarding the operations of the Bayshore Motel and
advised that the recommendation is to close the motel on October 31, 1999. The Department would then
develop a lease agreement and open up a bidding procedure for the operation of the motel by March,
2000. The operation of the motel by the County has been moderately successful in the spring and
summer, but occupancy drops off in the winter. October is an opportune time to make a change in
operation.
Chairman Harpole asked if there are any problems with closing the motel and continuing the operation
of the Brinnon Senior Center? Warren Steurer stated that the County will continue to maintain the
building and so there shouldn't be any problem.
Commissioner Huntingford moved to have the Public Works Department proceed with closing the
Bayshore Motel on October 31, 1999 and develop the necessary documents for an RFP for a lease
agreement for the motel operations as suggested. Commissioner Wojt seconded the motion which
carried by a unanimous vote.

Sue Mauermann State Department of Ecology re: Quarterly Update: Eric Heinits,
DOE, reported on the boat anchored in Port Hadlock. The Coast Guard wants to sink the boat where it is
currently moored in the bay at Lower Hadlock. Commissioner Huntingford noted that he feels the bay is
too shallow. The DOE and Coast Guard are working on how to deal with this boat. The Coast Guard
has designated the boat an environmental hazard and they don't feel it can be towed to another location.
Eric Heinits explained that within the last few weeks there was a hazardous waste spill into the bay at the
Port Townsend Paper Company and the cleanup was handled in a very efficient manner. During that
same period, another spill was reported, but after an overflight, it was determined that the spill was from
the derelict boat at Port Hadlock. The Coast Guard towed the boat, named the Palisades, that was sinking
at Port Hadlock, to the pier at Fort Worden. There was a spill from the boat at Fort Worden and so it was
towed back to Port Hadlock and moored on a private buoy. There is a boom around the vessel now. The
tug named the Orca that originally towed the Palisades to Port Hadlock sank; but the more decrepit
Palisades did not. Mr. Heinitz is investigating these two boats to assure that any spills are being
handled.
Chairman Harpole asked who has jurisdiction regarding this matter? Eric Heinitz reported that anytime
there is oil in the water the Coast Guard is the lead agency for the Federal government. Any pollution
events involving State waters are handled by the State Department of Ecology Spills Program. All other
State agencies fall under the jurisdiction of the DOE for a spill. The local Emergency Management
Director (Sheriff) is involved to help the State by providing local resources and law enforcement
assistance. The Coast Guard handles the disposition of the vessel, while the Department of Ecology will
provide input to the Coast Guard on protecting the State and local interests. Mr. Heinitz will keep the
Commissioners informed about this matter. Chairman Harpole added that he would also like to see the
sunken tug removed.
Sue Mauermann noted that the original purpose of this meeting was to re-introduce herself to the
Commissioners. She explained that her responsibility is to be a single contact for the DOE in the
counties that she covers. Chairman Harpole asked if there is a possibility of siting a regional solid waste
landfill on the Olympic Peninsula? Sue Mauermann answered that this is a highly political issue
because people do not want landfills sited in their area. It would be very difficult, but not impossible.
Cowlitz County is beginning the process of siting a landfill.

Application for Assistance from the Veterans Relief Fund: Commissioner Huntingford
moved to approve the application for Veterans Relief Funds in the amount of $100.00 as recommended
by the Service Officers Association. Commissioner Wojt seconded the motion which carried by a
unanimous vote.
Letter of Thanks re: Elizabeth Babcock, National Marine Fisheries Service:
Commissioner Huntingford moved to approve and have the Chair sign the letter of thanks to Elizabeth
Babcock of the NMFS for her recent visit. Commissioner Wojt seconded the motion which carried by a
unanimous vote.
