HomeMy WebLinkAbout082718_ca02 Department of Public Works O Consent Agenda Page 1 of 1 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Philip Morley, County Administrator From: Monte Reinders, PE, Public Works Director/County Engineer Agenda Date: August 27, 2018 Subject: Rural Arterial Program (RAP) final prospectus for Upper Hoh Road MP 0.00 to MP12.04 Statement of Issue: The Rural Arterial Program (RAP) is a competitive statewide grant program managed by the County Road Administration Board (CRAB). To be included in the RAP Priority Array, grant criteria must be submitted to CRAB via the on-line database and the grant request approved by the Chair of the Board of Commissioners by September 4. Analysis/Strategic Goals/Pro's a Con's: The entire length of the Upper Hoh Road 2R (Resurface and Restore) preservation project, from HWY 101 to the Olympic National Park, is rutted and has considerable cracking. This project proposes to improve safety and poor pavement surface conditions. Fiscal Impact/Cost Benefit Analysis: Jefferson County relies on RAP as an external source of funds. This project has been awarded Federal Highway Administration, Federal Access Lands Program funds by the Western Federal Lands division for the majority of the work. RAP funds will match the federal funds. CRAB administers the competitive selection process by regions in which the local agency is given the opportunity to select local significance. Preliminary budget planning estimates indicate the total cost of the project is $1,976,000. If selected, RAP will fund $408,400. No County Road funds will be needed in this funding scenario. This RAP project is in the adopted 6-year Transportation Improvement Program (TIP). Recommendation: Authorize the Chair of the Board of Commissioners to sign the RAP Final Prospectus signature sheet for the Upper Hoh Road preservation project. The condition of the existing pavement is poor with a consistent assortment of cracking, patching and rutting. The entire 12 miles will be resurfaced with BST and HMA with pavement digouts and ,pre-level as necessary. No deviations are required. Horizontal Alignment: ❑Deviation Anticipated?
