MINUTES
Week of May 4, 1998
The meeting was called to order by Chairman Glen Huntingford. Commissioners Daniel
Harpole and Richard Wojt were both present.
Approval of Minutes: The Minutes of the week of April 20, 1998 were approved as read
by motion of Commissioner Harpole, seconded by Commissioner Wojt which carried by a unanimous
vote.
PUBLIC SERVICES BRIEFING SESSION: Public Services Director Gary Rowe
reported that the distribution of previously unanticipated Forest Development Account funds has been
updated and about $45,000 will go to the County General Fund. The Board directed that the Treasurer
distribute the funds to the Junior Taxing Districts as is normally done, and the Board will decide what to
do with the County's portion.
Gary Rowe then reviewed the need for funding a Coordinator position for Salmon issues. He suggested
that Forest Development Account funds be used to fund such a position. He advised that with the grant
assistance that is anticipated, the position should have funding for the next couple of years. He
suggested that this position report directly to the Board of Commissioners. The Board asked for a job
description for this position. Commissioner Harpole noted that he would like such a position to develop
an annual document regarding the "State of the Salmon" issue in Jefferson County. Gary Rowe will
develop a job description and look into office space, etc. for this position.
Information Services has been asked to prepare an estimate of costs for helping move the City's
computers and networks to the Waterman Katz building when it is completed. Chairman Huntingford

pointed out that this work shouldn't cause any impact to Information Services work for the County or
the County's budget. Gary Rowe advised that the County is trying to be neighborly because we have
the only local employees with the expertise to do this work. He assured the Board that any proposal
will break even on costs and won't impact the regular work of these employees. Gary Rowe will
provide a more detailed estimate for this work.
PUBLIC COMMENT PERIOD: The following comment was made: One citizen
expressed concerns about: 1) who will sue the County over the Commissioners draft of the Compre-
hensive Plan, and 2) the number of non-conforming uses allowed in Rural Crossroad and Commercial
areas that are being opened up by the Commissioners.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Wojt
moved to delete Items 3 and 6, and to adopt and approve the balance of the items as submitted.
Commissioner Harpole seconded the motion which carried by a unanimous vote.

COMMUNITY DEVELOPMENT
Director's Update: Director of Community Development A1 Scalf reviewed the draft
workshop schedule for the next two weeks. The Friday workshop is canceled.

Associate Planner Barry Berezowski reported that the Interim Controls are currently being drafted and
should be ready for review by the Board at the workshop on May 13, 1998. The discussion turned to
finding a date for the Board's final hearing on the Comprehensive Plan, and a possible adoption date.
The Planning Commission will be reviewing the Board's recommended changes to the Plan and will
provide a report back to the Board. The Board's revisions to the Planning Commission's version of the
Plan are anticipated to be available to the public on May 15, 1998. Chairman Huntingford suggested
that the Planning Commission be given a copy of the record of the Commissioners decision making
process on the changes they have made to the Plan.
PUBLIC WORKS
Mark Lopeman and Terry Logue re: Equipment Rental and Revolving Fund (ER&R)
Update: Mechanic Foreman Terry Logue reported that the mechanics were given a compliment by a
vendor for their excellent work. He added that a new generator has been installed at the County shop so
they will have electricity if there is ever a disaster that knocks out the power. The ER &R equipment
budgeted for 1998 has been ordered and delivered ahead of schedule. The issue of the County
refurbishing Sheriff's vehicles was recently discussed at a Fleet Managers meeting. Terry Logue
reported that no County on the west side of the State is doing this. Sheriff's vehicles are not operated
more than 100,000 miles.
Director's Update: Public Works Director Klara Fabry reported on the following:
Monte Reinders was introduced as the new person hired for the Engineering III position in the
department.
The Department is developing the administration of the $1 million grant program for culvert
replacement.
Valerie Greene has been assigned the project manager for the Larry Scott Memorial Trail.
The Public Works Department may need to hire a specific position to work on grant applica-
tions.
Due to changes in legislation, no ISTEA funding can be used as a match for other Federal grant
funding.
A progress report on the Tri Area Study will be given at the joint GMA Steering Committee
meeting this week. The Countywide Planning Policies will be reviewed for clarification of the
role of the City before that meeting.
Construction at the H.J. Carroll Park should be complete next week and seeding will be done
when it is complete.

Construction on the first phase of the Larry Scott Memorial Trail will begin next week. The
portion of the trail in the Port area is a concern and a meeting will be scheduled with DOE,
DOFW, the City and the Port.
A public information meeting is being held later this week on the Penny Creek/Hatchery Road
repairs.
AGREEMENT re: Developing Priority Rating Systems for Safety, and Gravel Road
and Environmental Retrofit of Existing Priority System; Jefferson County Public Works; Wheeler
Management Assistance: (Item 3 on Consent Agenda) After Klara Fabry's explanation of the work that
is covered by this agreement, Commissioner Harpole moved to approve the agreement as submitted.
Commissioner Wojt seconded the motion which carried by a unanimous vote.
Planning Commission Appointment: Commissioner Wojt moved to appoint Patrick
Rogers to an unexpired term to represent District No. 3 on the Planning Commission. His term will
expire March 27, 2001. Commissioner Harpole seconded the motion which carried by a unanimous
vote.
Letter of Support re: Marine Safety in the Strait of Juan de Fuca and along the
Northwest Olympic Coast: Commissioner Harpole moved to approve and sign the letter of support for
marine safety in the Strait of Juan de Fuca and along the Northwest Olympic coast. Commissioner Wojt
seconded the motion which carried by a unanimous vote.
HEARING re: Proposed Ordinance to Impose 4/100 of 1% Excise Tax for Distressed
Counties Public Facilities; Providing for the Administration and Collection Thereof; and Establish-
ing a Distressed Area Capital Fund: Gary Rowe reported that a bill was passed in 1997 to provide
assistance to rural distressed areas. The legislation allows distressed counties to impose an additional
.04% excise tax which is credited against the State's portion of the sales tax and thus will not increase
the overall sales and use tax rate for citizens. The approximate $85,000 per year that this tax will
provide will be placed in a Distressed Area Public Facilities fund. A 6 year plan will be developed for
this fund. The law allows for this tax to be imposed for a maximum of 25 years.
The Chairman opened the hearing for public comment. Hearing no comments for or against this
ordinance the Chairman closed the hearing.
Commissioner Harpole moved to approve ORDINANCE NO. 01-0504-98 to impose a Distressed
County Sales and Use Tax, effective July 1, 1998 to expire June 30, 2023 and to correct the Ordinance
title to say "Distressed Area Fund." Commissioner Wojt seconded the motion which carried by a
unanimous vote.

Jefferson County Commissioners passed an Ordinance number 01-0504-98
Imposing a Distressed County Sales and Use Tax provided for under
Ch. 82.14.370(5) RCW. A copy of the Ordinance is attached.
This Ordinance was passed May 4, 1998 and will become effective July 1, 1998
until June 30, 2023.
Please take the appropriate steps to assure the additional 0.04 percent will be
distributed to the county.
