N SI!I NO1-° MINUTES Jefferson County Board of Commissioners Regular Meeting — August 27, 2018, 9:00 a.m. Jefferson County Courthouse— Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair David Sullivan called the meeting to order in the presence of Commissioner Kathleen Kler and Commissioner Kate Dean. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions: • Comment regarding items on the Consent Agenda and the County's phone system. • Comment regarding code enforcement in Jefferson County. • Comment regarding code enforcement in Jefferson County. • Comment regarding civil rights and code enforcement in Jefferson County. • Comment regarding chemical aerial spraying. • Comment regarding property taxes and code enforcement in Jefferson County. • Comment regarding chemicals and noxious substances and their effects on health, and the passing of John McCain. • Comment regarding code enforcement in Jefferson County. • Comment regarding verbiage on moratorium on shooting range. • The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Kler moved to remove Items No. 8-12 regarding Skookum and Concerned Citizens Agreements and approve the remaining items on the Consent Agenda as presented. Commissioner Dean seconded the motion which carried by a unanimous vote. 1. APPROVAL of MINUTES: Commissioner Kier moved to approve the Regular Meeting Minutes of August 20, 2018 as presented. Commissioner Dean seconded the motion which carried by a unanimous vote. DISCUSSION re: Consent Agenda Items No. 8-12 re: Skookum and Concerned Citizens Service Agreements: County Administrator Philip Morley briefed the Board on Consent Agenda Items 8-12 regarding Skookum and Concerned Citizens service agreements. The Commissioners decided to table the conversation until they could review the original contracts. The meeting was recessed at 9:43 a.m. and reconvened at 9:50 a.m. with all three Commissioners present. BRIEFING re: Staff Report and DRAFT Commercial Shooting Facility Ordinance Prepared with Input from the Commercial Shooting Facility Review Committee (CSFRC): Central Services Director Mark McCauley and Chief Civil Deputy Prosecuting Attorney Philip Hunsucker briefed the Board on a staff report and Draft Commercial Shooting Facility Ordinance. The meeting was recessed at 11:29 a.m. and reconvened at 11:38 a.m. with all three Commissioners present. CONTINUED BOARD DISCUSSION re: Fund 148 and Interlocal Agreement on Document Recording Fees for Homeless Housing and Affordable Housing: County Administrator Philip Morley and Chief Civil Deputy Prosecuting Attorney Philip Hunsucker briefed the Board on Fund 148 and an Interlocal Agreement with the City of Port Townsend regarding document recording fees to fund homelessness and affordable housing in Jefferson County. 3 Commissioners Meeting Minutes of August 27, 2018 The meeting was recessed at 12:51 p.m. and reconvened at 1:31 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • Continued City/County Discussion re: Affordable Housing/Homeless Housing Interlocal Agreement(ILA) The meeting was recessed at 2:34 p.m. and reconvened at 2:48 p.m. with all three Commissioners present. MOTION re: Consent Agenda Items No. 8-12 re: Skookum and Concerned Citizens Service Agreements: Commissioner Dean moved to approve Consent Agenda Items No. 8-12 regarding Skookum and Concerned Citizens service agreements as presented. Commissioner Kler seconded the motion which carried by a unanimous vote. LETTER re: Coastal Business Resources/Microenterprise Assistance Program: Commissioner Kler moved to approve sending a letter of support to the Washington State Department of Commerce regarding the City of Montesano's Coastal Business Resources/Microenterprise Assistance Program. Commissioner Dean seconded the motion which carried by a unanimous vote. LETTER re: Washington State Department of Transportation (DOT)2019-2023 Operational Consolidated Grant Applications: Commissioner Kler moved to approve sending a letter of support for Jefferson Transit Projects. Commissioner Dean seconded the motion which carried by a unanimous vote. LETTER re: Grant Funding for Jefferson Community Foundation: Commissioner Dean moved to authorize the County Administrator to work with the Chair on a letter in support of Jefferson Community Foundation's grant application for a new Jefferson County Housing Solutions Network. Commissioner Kler seconded the motion which carried by a unanimous vote. COUNTY ADMINISTRATOR BRIEFING SESSION—Continued: County Administrator Philip Morley reviewed the following with the Board. Miscellaneous Items Calendar Coordination Future Agenda Items MOTION re: Special Meeting of the Board of County Commissioners (BOCC): Commissioner Kler moved to set a Special Meeting of the BOCC on September 4, 2018 at 3:00 p.m. in the Port Townsend City Council's Chambers to discuss an Interlocal Agreement regarding homelessness and affordable housing.
