Jefferson County Board of Commissioners
Regular Meeting — September 4, 2018, 9:00 a.m.
Jefferson County Courthouse — Commissioners' Chambers

CALL TO ORDER: Chair David Sullivan called the meeting to order in the presence of
Commissioner Kathleen Kler and Commissioner Kate Dean.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions:
• Comment regarding code enforcement in Jefferson County.
• Comment regarding code enforcement in Jefferson County.
• Comment regarding hiring a civil attorney, code enforcement officer and President Donald
Trump.
• Comment regarding archaeological finds at Memorial Field.
• Comment regarding an article from the Kitsap County Herald on aerial spraying.
• Comment regarding an upcoming hearing on Commercial Shooting Facilities.
• Comment regarding discussions on the work product of the Commercial Shooting Facilities
Review Committee.
The Commissioners addressed comments and concerns raised during the Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Dean moved to approve all the items on the Consent Agenda as presented. Commissioner Kler seconded
the motion which carried by a unanimous vote.

HEARING NOTICE and REQUEST for MOTION re: Setting a Hearing Date and Setting a
Public Comment Period for the Proposed Ordinance on Commercial Shooting Facilities
scheduled for Monday, September 24, 2018 at 6:30 p.m. in the Superior Court Courtroom,

10. Payment of Jefferson County Vouchers/Warrants Dated August 27, 2018, Totaling
$323,139.14 (Records of all claims submitted for payment along with vouchers approved and signed by the Board
of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
APPROVAL of MINUTES: Commissioner Kler moved to approve the Regular Meeting
Minutes of August 27, 2018 as presented. Commissioner Dean seconded the motion which carried by a
unanimous vote.
COMMISSIONERS BRIEFING SESSION: The Commissioners discussed recent
meetings they attended.
The meeting was recessed at 9:53 a.m. and reconvened at 10:07 a.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Calendar Coordination
• Miscellaneous Items
• Future Agenda Items
• Public Infrastructure Fund (PIF) Board Meeting; overview of recent meeting
The meeting was recessed at 11:13 a.m. and reconvened at 1:32 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION - Continued: County
Administrator Philip Morley reviewed the following with the Board.

NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at
2:42 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Kler
seconded the motion which carried by a unanimous vote.

Special Meeting — Tuesday, September 4, 2018, 3:00 p.m.
City Hall Council Chambers, 540 Water Street, Port Townsend, WA
CALL TO ORDER: Port Townsend City Council Member Michelle Sandoval called the
Joint Meeting of the Jefferson County Board of County Commissioners (BOCC) and the Ad Hoc
Committee on Housing to order. Present at the meeting: Commissioner and Chair of the BOCC David
Sullivan, Commissioner Kathleen Kler, Commissioner Kate Dean, Chief Civil Deputy Prosecuting
Attorney Philip Hunsucker, County Administrator Philip Morley, Council Member Michelle Sandoval,
Council Member David Faber, Council Member Amy Howard, City Attorney Heidi Greenwood and
City Manager David Timmons.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions.
• Comment regarding being a former resident of the homeless shelter.
• Comment regarding Community Outreach Association Shelter Team (COAST) not being
represented at the meeting.
• Comment regarding homelessness and vagabonds.
DISCUSSION re: Interlocal Agreements on Homelessness and Affordable Housing
Using Funding from Recording Fees Pursuant to RCW 36.22.178, .179 and .1791: The Jefferson
County Commissioners and the City of Port Townsend Ad Hoc Committee on Housing discussed the
Interlocal Agreement (ILA) Draft 083018, Redline ILA 083018 showing changes from the County ILA
draft 082718 and the criteria for forming a Joint Oversight Board and Advisory Board and determining
how a facilitator will be appointed.

Upcoming meeting dates were discussed and the following dates were approved: September 10 and 17,
and tentatively September 24, 2018 to be held in the BOCC Chambers at the Jefferson County
Courthouse.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions.
• Comment regarding funding for the facilitator and implementation of funds.
• Comment regarding the Draft ILA.
• Comment regarding who will serve on the newly forming advisory boards.
• Comment regarding funding for the facilitator and potential conflict of interest for those
individuals who serve on the boards.

• Comment regarding the newly forming Joint Oversight Board.
• Comment regarding the City of Port Townsend and Jefferson County working together on an
ILA and the ongoing housing issue.
• Comment regarding OlyCAP receiving a $3 Million Homeless Youth Services Grant.
• Comment regarding poems on homelessness.
• Comment regarding thankfulness for the process and homelessness in the County.
The committee continued discussing the role of the newly forming facilitator position and Joint
Oversight Board and Advisory Board, and future agenda items.
