(1) Required Components. The application for a commercial shooting facility operating permit shall contain the
following components with the information required in the subsections that follow:
(a) Facility Design Plan;
(b) Safety Plan;
(c) Operations Plan;
(d) Environmental Plan;
(e) Noise Abatement Plan;
(f) Professional Evaluation;
(g) Certification; and,
(h) A list of all property owners prepared by a title company within the distance of the safety
fan, but no less than one mile.

Staff Recommendations from Staff Report
1.Consider directing staff to submit a draft ordinance, suggesting proposed revisions to Title 18 JCC to the Planning Commission for its consideration that harmonizes the new ordinance with to Title 18 JCC. Staff Report at 24.DCD advises that Planning Commission has time to consider a harmonizing ordinance. Staff needs immediate direction from BoCC whether to prepare a harmonizing ordinance, as Planning Commission would need to start consideration in an informational session on September 19, 2018.
2.Consider directing staff to submit a draft ordinance with proposed revisions to Chapter 8.70 JCC (Noise Control) that harmonize Chapter 8.70 JCC with the new commercial shooting facility ordinance and to reduce the burden on the Sheriff’s office for false reports, as is also addressed in the draft ordinance. Staff Report at 24.Staff needs direction from BoCC whether to prepare a harmonizing ordinance.
3.Consider, but do not adopt, a provision modified from Kitsap County’s KCC 10.25.020, which prohibits “the discharge of firearms at a commercial shooting facility within five hundred yards of any shoreline, in the unincorporated areas of Jefferson County and specifically Public Lakes: Anderson Lake, Gibbs Lake, Horseshoe Lake, Leland Lake, Ludlow Lake, Sandy Shore Lake, Silent Lake, Tarboo Lake, Teal Lake and Yahoo Lake.” (Emphasis added.) Staff Report at 25-26. Staff does not need direction on this recommendation but will be prepared to discuss it during the hearing or during deliberations.

Current Schedule
•Hearing: September 24, 2018 at 6:30 p.m.in the Superior Court courtroom.
•Public Comments: September 12, 2018 to 4:30 p.m. on September 28, 2018.
•Deliberations starting October 1, 2018.
•Moratorium Ends: December 17, 2018.
•Above does not account for any Planning Commission consideration of a harmonizing Title 18 JCC ordinance.
•Discussions with DCD confirm that a fairly simple harmonizing ordinance as discussed in the August 23, 2018 Staff Report should work.
•Chief Civil DPA has prepared a first draft which can be transmitted to DCD staff for consideration by September 11, 2018.
•If the BoCC directs staff to prepare a harmonizing ordinance, staff would have an informational session with the Planning Commission on September 19, 2018 to bring it up to speed.
•BoCC probably will need to keep up with comments as submitted, deliberate and take action on October 1, 2018 for Planning Commission to have time to consider harmonizing ordinance before December 17, 2018.
