Commissioner Daniel Harpole and Commissioner Glen Huntingford were present. Discussion of Temporary Road Closures; Old Gardiner Road and Hatchery/Penny Creek Road: Engineering Services Manager Frank Gifford reported that flooding caused by unusual weather conditions beginning on December 29, 1996 has created hazardous conditions for the public on Old Gardiner Road and Hatchery/Penny Creek Road. The Public Works Department recommends that these two roads be closed to all unauthorized vehicles and traffic commencing immediately and that they remain closed until the roads are repaired and reopened. He reported that the portion of Penny Creek Road that was washed out is from the creek to the hatchery. They will be doing an analysis to decide if the road will be repaired or if it will be more cost effective to make other improvements in the area and permanently close that portion of the road. There are three alternatives regarding Old Gardiner Road. These are: to rebuild the road, to build a new access road in from Highway 101 to Old Gardiner Road with culdesacs on both sides of the washout, or to build a private access road from Highway 101 to serve the property owners in the area. Design and Construction Engineer Bob Nesbitt explained that the Public Works Department is following the necessary procedures to receive FEMA funding. There are approximately 12 County road projects that are a direct result of the flooding. There was a brief discussion about road damage on private roads. Bob Nesbitt stated that the County road crews can help evacuate homeowners in an emergency situation; but the County is not authorized to do repairs on private roads. He added that homeowners may be able to get assistance from FEMA in some circumstances. Emergency Services Manager Bob Minty at the Sheriff's Office has the necessary forms. Commissioner Hunting, ford moved to approve Resolution No. 1-97 for temporary closure of traffic on Old Gardiner Road and Hatchery/Penny Creek Road until such time as the roads are repaired or reopened. Commissioner Harpole seconded the motion which carried by a unanimous vote.
