Statement of Issue: Change Order No. 1 with Nordland Construction NW of Nordland,
Washington.
Analysis/Strategic Goals/Pro's £t Con's: After the project began it became apparent
that this primarily State funded project was subject to federal prevailing wage rates.
In order to comply with federal regulations the contractor will be required to pay the
higher of the state or federal wage rates for each job classification. A change order is
necessary in order to provide for the inclusion of federal wage provisions in the
contract.
Fiscal Impact/Cost Benefit Analysis: The amount for Change Order No. 1 is $23,593.
The contract amount will increase from $942,367 to $965,960. The project is funded
at 85% by the SRFB, with the remaining 15% funded by a NFPP grant and the County
Road fund.
Recommendation: Public Works recommends that the Board authorize Change Order
No. 1 with Nordland Construction NW, and return two originals to Public Works for
further processing.

The Contract specifications are hereby modified as follows:
Federal and State Prevailing wage rates apply to this contract. The Contractor shall pay the higher of the State
or Federal wage rates for each job classification, in accordance with State Wage Rates effective January 3,
2018, and the Federal Wage Rates effective January 12, 2018. State and Federal Wage rates apply to the
prime contractor, subcontractors, and all lower tier subcontractors.
The total increase in the contract amount for this change order is $23,593. Payment will be Lump Sum.
All work materials and measurement to be in accordance with the provisions of the standard specifications and
special provisions for the pe of construction involved.
