MINUTES
Jefferson County Board of Commissioners
Regular Meeting — September 4, 2018, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair David Sullivan called the meeting to order in the presence of
Commissioner Kathleen Kler and Commissioner Kate Dean.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions:
• Comment regarding code enforcement in Jefferson County.
• Comment regarding code enforcement in Jefferson County.
• Comment regarding hiring a civil attorney, code enforcement officer and President Donald
Trump.
• Comment regarding archaeological finds at Memorial Field.
• Comment regarding an article from the Kitsap County Herald on aerial spraying.
• Comment regarding an upcoming hearing on Commercial Shooting Facilities.
• Comment regarding discussions on the work product of the Commercial Shooting Facilities
Review Committee.
The Commissioners addressed comments and concerns raised during the Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Dean moved to approve all the items on the Consent Agenda as presented. Commissioner Kler seconded
the motion which carried by a unanimous vote.
1. HEARING NOTICE and REQUEST for MOTION re: Setting a Hearing Date and Setting a
Public Comment Period for the Proposed Ordinance on Commercial Shooting Facilities
scheduled for Monday, September 24, 2018 at 6:30 p.m. in the Superior Court Courtroom,
Jefferson County Courthouse; and Directing Staff to hold an Informational Session and to
Prepare an Ordinance harmonizing Title 18 JCC with the proposed Ordinance
2. HEARING NOTICE and RESOLUTION NO.39-18 re: Intention to Sell and Declare Surplus
Property, Penny Creek Pit; Jefferson County Treasurer; Hearing scheduled for Monday,
September 24, 2018 at 10:00 a.m. in the Commissioners' Chambers, Jefferson County
Courthouse
3. RESOLUTION NO. 40-18 re: Inactivating Fund 142—Public Defense Improvement Fund
4. AGREEMENT re: Collective Bargaining for the Sheriffs Office Uniformed Support Services
Employees; Term from Date of Adoption through December 31, 2021; Jefferson County Human
Resources; Fraternal Order of Police (FOP)
5. AGREEMENT re: 2018 Summer Homeless Shelter; In the Amount of$75,000; Jefferson
County Administrator; Olympic Community Action Programs (OIyCAP)

6. AGREEMENT re: 2018/2019 Subrecipient CDBG Public Services Grant; In the Amount of
$100,458 plus $3,500 for Jefferson County Administration; Olympic Community Action
Programs (O1yCAP)
7. Advisory Board Resignation re: Lodging Tax Advisory Committee (LTAC); Jefferson County
Historical Society Representative, William Tennent
8. Advisory Board Reappointment re: Lodging Tax Advisory Committee (LTAC); Three (3)
Year Term to Expire July 23, 2021; Quilcene Historical Museum Representative, Larry
McKeehan
9. Advisory Board Appointment re: Lodging Tax Advisory Committee (LTAC); Three (3) Year
Term to Expire July 23, 2021; Jefferson County Historical Society Representative, Shelley
Leavens
10. Payment of Jefferson County Vouchers/Warrants Dated August 27, 2018, Totaling
$323,139.14 (Records of all claims submitted for payment along with vouchers approved and signed by the Board
of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
APPROVAL of MINUTES: Commissioner Kler moved to approve the Regular Meeting
Minutes of August 27, 2018 as presented. Commissioner Dean seconded the motion which carried by a
unanimous vote.
COMMISSIONERS BRIEFING SESSION: The Commissioners discussed recent
meetings they attended.
The meeting was recessed at 9:53 a.m. and reconvened at 10:07 a.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Calendar Coordination
• Miscellaneous Items
• Future Agenda Items
• Public Infrastructure Fund(PIF) Board Meeting; overview of recent meeting
The meeting was recessed at 11:13 a.m. and reconvened at 1:32 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION- Continued: County
Administrator Philip Morley reviewed the following with the Board.
• CONTINUED BOARD DISCUSSION re: Fund 148 and Interlocal Agreement on
Document Recording Fees for Homeless Housing and Affordable Housing

NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at
2:42 p.m: until the next regular meeting or special meeting as properly noticed. Commissioner Kler
