Subject: Planning Commission District 1 Appointment
STATEMENT OF ISSUE:
A position in District 1 of the Jefferson County Planning Commission was vacated July 5, 2018.
Since then three applications were received from individuals interested in volunteering on the
Plannig Commission. After careful consideration and after consultation with the District 1
Commissioner, an appointment is being recommended for Board action.
ANALYSIS
The Board of County Commissioners (Board) has established a "Planning Agency" comprised of the
Department of Community Development (DCD) and the Planning Commission. Pursuant to the
originating action (Resolution #54-97), the Planning Commission is to assist DCD in carrying out its
duties by engaging the public in the preparation and review of comprehensive plans and development
regulations. Recommendations made by the Planning Commission are forwarded to the Board on
matters before the Board.
In July of 2018, Mr. Gary Felder, a District 1 representative of the Jefferson County Planning
Commission, resigned prior to the expiration of his term (March 2020). This position was advertised
in the newspaper of record, PT Leader, twice beginning on July 16, 2018. The vacancy was also
posted on the Jefferson County website from July until September 2018. During this time three
applications were received for District 1.
After careful consideration of all applications and after consultation with the District 1
Commissioner, it is recommended that Ms. Arlene Alen be appointed to the Planning Commission
to fill the District 1 vacancy. Ms. Alen will be able to re-apply for a new term after the term ends on
March 17, 2020
FISCAL IMPACT/COST-BENEFIT ANALYSIS:
There is no fiscal impact to the County's General Fund for appointing one member to serve on the
Planning Commission (PC). The 2018 PC Budget is based on nine (9) PC members and these
appointees would serve as part of the group.
RECOMMENDATION:
Appoint Arlene Alen as a District 1 representative on the Planning Commission to serve out the term
until March 17, 2020.
