HomeMy WebLinkAbout091718_cbs01 (--i,,$0 N co er,20, ,.,,, 2. { DRAFT MINUTE S Jefferson County Board of Commissioners Regular Meeting — Monday, September 10, 2018, 9:00 a.m. Jefferson County Courthouse —Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair David Sullivan called the meeting to order in the presence of Commissioner Kathleen Kler and Commissioner Kate Dean. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions: • Comment regarding code enforcement in Clallam County and Jefferson County. • Comment regarding allowing more time for public comment during the Board of Commissioner meetings and making power point presentations displayed at meetings available on the online agenda. • Comment regarding neighborhood issues and hiring a code enforcement officer in Jefferson County. • Comment regarding freedom of speech and code enforcement in Jefferson County. • Comment regarding the time the residents of Port Hadlock have spent on their neighborhood issues and statement that they are not in agreement with allowing more public comment period time. • Comment regarding a judicial candidate forum and pancake fundraiser this week at the Chimacum Grange, the need for higher paying jobs, larger commercial footprints, code enforcement, and prosecution for code enforcement. • Comment regarding Jacob Miller Homeowner's Association and the noise from the Port Townsend gun club. • Comment regarding the moratorium on shooting range facilities. The Commissioners and County Administrator addressed comments and concerned raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Dean moved to approve all of the items on the Consent Agenda as presented. Commissioner Kler seconded the motion and then noted she would like to remove Consent Agenda Item No. 1 regarding the 2018 Supplemental Lodging Tax Grant Funding. Commissioner Dean amended her motion to remove Item No. 1 and approve the remaining items as presented. Commissioner Kler seconded the motion which carried by a unanimous vote. 1. (DELETED) AGREEMENT,Amendment No. 1 re: 2018 Supplemental Lodging Tax Grant Funding; In the Amount of$20,000;Jefferson County Administrator's Office; Jefferson County Tourism Coordinating Council(TCC) (Approved later in the meeting) 1 Commissioners Meeting Minutes of September 10, 2018 2. AGREEMENT NO. IAA19098, Interagency re: Support DRAFinid Special Advocates (CASAs) (Guardian Ad Litem Program); In the Amount of$41,530; Jefferson County Juvenile Services; Washington State Administrative Office of the Courts 3. Advisory Board Appointment re: Peninsula Housing Authority Board; Unexpired Five (5) Year Term to Expire January 24, 2021; Jefferson County Representative, Brian Richardson 4. Payment of Jefferson County Vouchers/Warrants Dated August 31, 2018 Totaling $549.59 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 5. Payment of Jefferson County Payroll Warrants Dated September 5, 2018 Totaling $883,047.32 and A/P Warrants Done by Payroll Dated September 5, 2018 Totaling $820,435.42 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office.) DISCUSSION re: Consent Agenda Item No. 1 re: 2018 Supplemental Lodging Tax Grant Funding: Commissioner Kler noted consequences to the contract being tardy. She urged County staff to have contracts approved in a timely manner. She moved to approve Consent Agenda Item No. 1 regarding an AGREEMENT, Amendment No. 1 re: 2018 Supplemental Lodging Tax Grant Funding; In the Amount of$20,000; Jefferson County Administrator's Office; Jefferson County Tourism Coordinating Council (TCC). Commissioner Dean seconded the motion which carried by a unanimous vote. APPROVAL of MINUTES: Commissioner Kler moved to approve the Regular Meeting Minutes of September 4, 2018 and Special Meeting Minutes of September 4, 2018 as presented. Commissioner Dean seconded the motion which carried by a unanimous vote. The meeting was recessed at 9:45 a.m. and reconvened at 9:57 a.m. with all three Commissioners present. DISCUSSION re: Commercial Shoot Facility Draft Ordinance: Chief Civil Deputy Prosecuting Attorney Philip Hunsucker and Central Services Director Mark McCauley briefed the Board on the Commercial Shooting Facility Draft Ordinance. Commissioner Kler moved to ask staff to prepare the harmonizing ordinance for Title 18, and to ask that the Planning Commission consider holding a timely hearing on the harmonizing ordinance with a request to have their recommendations transmitted to the Board of County Commissioners no later than Friday November 9, 2018. Commissioner Dean seconded the motion which carried by a unanimous vote. Commissioner Dean moved to hold a Special Meeting on September 28, 2018 at 1:30 p.m. in the Board of County Commissioners Chambers in the Jefferson County Courthouse regarding deliberations on the hearing record for the Commercial Shooting Facilities ordinance. Commissioner Kler seconded the motion which carried by a unanimous vote. The meeting was recessed at 12:21 p.m. and reconvened at 1:30 p.m. with all three Commissioners present. 2 Commissioners Meeting Minutes of September 0tem r 1 , 0 8 2 1 ®RAF T COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • Miscellaneous Items • Cleveland Street; Code Enforcement Issue • Briefing re: Affordable Housing/Homeless Housing Interlocal Agreement • Letter re: Trust Land Transfer: Commissioner Dean will create a draft letter for Board approval at a later date Commissioner Kler excused herself from the meeting at 2:18 p.m. The meeting was recessed at 2:30 p.m. and reconvened at 3:04 p.m. with Chair Sullivan and Commissioner Dean. CONTINUED CITY/COUNTY DISCUSSION re: Affordable Housing/Homeless Housing Interlocal Agreement (ILA): The Jefferson County Commissioners and the City of Port Townsend Ad Hoc Committee on Housing met to discuss the Affordable Housing/Homeless Housing Interlocal Agreement. Present for discussion was Jefferson County Chair David Sullivan, Commissioner Kate Dean, County Administrator Philip Morley, Chief Civil Deputy Prosecuting Attorney Philip Hunsucker, City of Port Townsend Council Member David Faber, Council Member Amy Howard, City Attorney Heidi Greenwood and City Manager David Timmons. Absent were Jefferson County Commissioner Kathleen Kler and City of Port Townsend Council Member Michelle Sandoval. Chair Sullivan opened the floor to allow for a Public Comment Period and the group heard three comments from the public on the issue. The Jefferson County Commissioners and City of Port Townsend Ad Hoc Committee on Housing discussed the Draft Interlocal Agreement(ILA), ILA Appendix A regarding Interim Homeless Shelter Services Agreement and ILA Appendix B regarding a Facilitator Agreement. Chair Sullivan opened the floor to allow for a Public Comment Period and the group heard five comments from the public on the issue. NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at 4:31 p.m. until the next regular meeting or special meeting as properly noticed. Chair Sullivan seconded the motion.
