SUBJECT: RESCHEDULE PUBLIC HEARING and APPROVE A REVISED HEARING
NOTICE for a Public Hearing to be held on Monday, October 1, 2018 at 6:30
p.m. at the Jefferson County Courthouse, Superior Court Courtroom regarding
a Proposed Ordinance On Commercial Shooting Facilities in Unincorporated
Areas of Jefferson County, Including Setting a Public Comment Period for the
Proposed Ordinance
STATEMENT OF ISSUE:
Discussion and potential action is requested to reschedule the public hearing and approve a revised
Hearing Notice for a proposed Commercial Shooting Facilities Ordinance to October 1, 2018 at 6:30
p.m. in the Jefferson County Courthouse, Superior Court Courtroom.
ANALYSIS:
On Tuesday, September 4, 2018, the Board of County Commissioners (BOCC) approved a Hearing
Notice for a public hearing on a proposed Commercial Shooting Facilities Ordinance that was
scheduled to take place on Monday, September 24, 2018 at 6:30 p.m. at the Jefferson County
Courthouse, Superior Court Courtroom. County staff sent the Hearing Notice to the Leader Newspaper
on Thursday, September 6, 2018 for publication on September 12 and September 19, 2018. The Leader
failed to timely publish the Hearing Notice as submitted, thereby making it impossible to meet the
publishing requirements in order to hold the public hearing on September 24, 2018.
A revised Hearing Notice is attached setting a public hearing to be held on Monday, October 1, 2018 at
6:30 p.m. at the Jefferson County Courthouse, Superior Court Courtroom regarding a proposed
ordinance on Commercial Shooting Facilities in Unincorporated Areas of Jefferson County, including
setting a public comment period for the proposed ordinance.
RECOMMENDATION:
That the BOCC set a public hearing date and approve the attached revised Hearing Notice setting a
public hearing for Monday, October 1, 2018 at 6:30 p.m. at the Jefferson County Courthouse, Superior
Court Courtroom and establish a public comment period of September 12, 2018 through 4:30 p.m.
October 5, 2018, to satisfy the requirements of Section 6.10 of Ordinance 05-1281-17 and to allow
written testimony past the date set for the hearing. A draft notice for the public hearing and public
comment period is attached.

NOTICE OF RESCHEDULED PUBLIC HEARING AND PUBLIC COMMENT
ON DRAFT COMMERCIAL SHOOTING FACILITY ORDINANCE
Notice is hereby given that pursuant to RCW 36.18.040(3) and RCW 36.32.120(7), a
public hearing will be held on Monday, October 1, 2018 at 6:30 p.m. in the Superior
Court Courtroom, Jefferson
Courthouse, 1820 Jefferson Street, Port Townsend, WA for the purpose of taking written
and oral testimony regarding an Ordinance which would, if enacted, rename Chapter 8.50
JCC "Shooting in Jefferson County," add Article III that would require an operating
permit for existing and proposed commercial shooting facilities, and harmonize the
existing Articles I and II accordingly. In addition to the October 1, 2018 Public Hearing,
written testimony may also be submitted any time beginning September 12, 2018 and
must be received by the County no later the 4:30 p.m. October 5, 2018, addressed to the
BoCC at PO Box 1220, Port Townsend, WA. 98368 or by email at
jeffbocc(c�r�,co.jefferson.wa.us unless extended by the Board of County Commissioners.

PUBLIC HEARING is being rescheduled, the original PUBLIC HEARING date of
September 24, 2018 is CANCELLED]
