Jefferson County Board of Commissioners
Regular Meeting — Monday, September 17, 2018, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair David Sullivan called the meeting to order at the appointed
time in the presence of Commissioner Kathleen Kler. Commissioner Kate Dean was absent.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions.
• Comment regarding code enforcement in Port Hadlock and the closing of Cleveland Street.
• Comment regarding code enforcement in Jefferson County and issues on Cleveland Street.
• Comment regarding code enforcement on Cleveland Street.
• Comment regarding other properties with code enforcement issues in the County and his
property flooding due to lack of funding to remove invasive species in Chimacum Creek.
• Comment regarding postponement of the Commercial Shooting Facilities Hearing due to a
publication error in the Port Townsend Leader and a suggestion to extend the moratorium on the
issue for another six months.
• Comment regarding a newly formed homeowner's association in the area of the Jefferson
County Sportsmen's Association and shooting noise coming from that facility.
• Comment regarding code enforcement on Cleveland Street and questionable integrity of the
Sheriff's Office.
• Comment regarding events at the Chimacum Grange,the economy, zoning changes, and non-
contaminated aquifers in Jefferson County.
• Comment regarding postponement of the Commercial Shooting Facilities Hearing, extending the
moratorium and a suggestion that a community meeting be held regarding the issue.
The Commissioners and the County Administrator addressed comments and concerns raised during the
Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Kler
moved to remove Consent Agenda Item No. 4 re: Control of Noxious Weeds in City Right of Way and
approve the remaining items as presented. Chair Sullivan seconded the motion. The motion carried.
1. RESOLUTION re: Amending Resolution 36-18 to Rename the Spruce Canyon to South Fork
Hoh River Planning Project Application to the Hoh River Maser Plan Phase I Project; Jefferson
County Environmental Public Health
2. HEARING NOTICE re: Five Conservation Futures Project Applications submitted for
consideration during the 2018 Funding Round to include Chimacum Forest(Short's Forest),
Dabob Bay Natural Area Addition, Marrowstone Mize, Ruby Ranch Preservation, and Snow

Creek Middle Reach Forest Protection Projects; Hearing Scheduled for Monday, October 1, 2018

3. AGREEMENT NO. 18-1047-01,Amendment No. 1 re: Home Visiting Services; An
Additional Amount of$199,602.20 for a Total of$380,514.20; Jefferson County Public Health;
Washington State Department of Children, Youth and Families, Department of Early Learning
4. (DELETED)AGREEMENT re: Control of Noxious Weeds in City Right of Way; In the Amount of

6. AGREEMENT re: Functional Family Therapy with a Focus on Truancy; In the Amount of

7. Advisory Board Appointment re: Jefferson County Planning Commission; Unexpired Term to
End March 17, 2020; District No. 1 Representative,Arlene Alen
8. Payment of Jefferson County Vouchers/Warrants Dated September 10, 2018 Totaling
$1,220,767.80 (Records of all claims submitted for payment along with vouchers approved and signed by the
Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works
Department.)
9. Payment of Jefferson County A/P Warrants Done by Payroll Dated September 6, 2018
Totaling $139,475.34(Records of all claims submitted for payment along with A/P Warrants approved by the
Payroll Services Manager are retained in the Jefferson County Auditor's Office.)
DISCUSSION re: Consent Agenda Item No. 4 regarding Control of Noxious Weeds
in City Right of Way: Commissioner Kler noted that the issue of using herbicides is being revisited.
She moved to approve the AGREEMENT re: Control of Noxious Weeds in City Right of Way; In the
Amount of$5,800; Jefferson County Extension, Washington State University(WSU); Public Utility
District(PUD)No. 1. Chair Sullivan seconded the motion. The motion carried.
APPROVAL of MINUTES: Commissioner Kler moved to approve the Regular Meeting
Minutes of September 10, 2018 as presented. Chair Sullivan seconded the motion. The motion carried.
DISCUSSION and POTENTIAL ACTION re: Rescheduling of the Public Hearing
on the Commercial Shooting Facility Ordinance to October 1,2018 at 6:30 a.m. due to failure of
the Port Townsend Leader to timely publish a Hearing Notice: County Administrator Philip Morley
explained that due to the Port Townsend Leader accidentally not publishing a hearing notice on
September 12, 2017 for the hearing on September 24, 2018, the County needs to cancel the previously
scheduled hearing and set a new hearing for October 1, 2018. Commissioner Kler moved to approve the
Hearing Notice as prepared. Chair Sullivan seconded the motion. The motion carried.
COMMISSIONERS BRIEFING SESSION: The Commissioners reviewed their
meeting schedules.

CLOSED SESSION: A Closed Session was scheduled from 10:00 a.m. to 10:30 a.m.
with the County Administrator and Clerk of the Board/Human Resources Manager regarding Strategy or
Position for Collective Bargaining under exemption RCW 42.30.140(4)(b)as outlined in the Open
Public Meetings Act. The actual period of time the Board met in Closed Session on this topic was from
10:02 a.m. to 10:28 a.m. At the conclusion of the Closed Session the Board resumed the regular
meeting.
The meeting was recessed at 10:30 a.m. and reconvened at 1:30 p.m. with Chair Sullivan
and Commissioner Kler present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Calendar Coordination
• Miscellaneous Items
• White House Briefing and Tour invite
• Upcoming Washington State Association of Counties (WSAC) Legislative Session
o MOTION Chair Sullivan moved to designate Commissioner Kate Dean as the Legislative
Steering Committee representative for Jefferson County. Commissioner Kler seconded the
motion. The motion carried.
• Commercial Shooting Facilities; upcoming meeting dates
o MOTION Commissioner Kler moved to direct staff to set a Special Meeting for deliberations
on the Commercial Shooting Facilities ordinance on October 4, 2018 a 2:00 p.m. Chair
Sullivan seconded the motion. The motion carried.
• Letter re: Northwest Watershed Institute re: Dabob Bay Natural Area.
o MOTION Commissioner Kler moved to authorize the Chair to finalize and send a letter, with
approved edits, to the Commissioner of Public Lands of the Washington State Department of
Natural Resources regarding the Trust Land Transfer program. Chair Sullivan seconded the
motion. The motion carried.
• Briefing re: Affordable Housing/Homeless Housing Interlocal Agreement
CONTINUED CITY/COUNTY DISCUSSION re: Affordable Housing/Homeless
Housing Inter Local Agreement(ILA): The Jefferson County Commissioners and the City of Port
Townsend Ad Hoc Committee on Housing met to discuss the Affordable Housing/Homeless Housing
Interlocal Agreement. Present for discussion was Jefferson County Board of County Commissioners
Chair David Sullivan, Commissioner Kathleen Kler, County Administrator Philip Morley, Chief Civil
Deputy Prosecuting Attorney Philip Hunsucker, City of Port Townsend Council Member David Faber,
Council Member Amy Howard, and City Manager David Timmons. Absent were Jefferson County
Commissioner Kate Dean, City of Port Townsend Council Member Michelle Sandoval and City
Attorney Heidi Greenwood.
Chair Sullivan opened the Public Comment Period and the group heard one comment from the public on
the issue.

discussed the Draft Interlocal Agreement(ILA), Interim Homeless Shelter Services Agreement and
Facilitator Agreement.
The group set the next tentative joint meeting for October 1,2018 at 3:00 p.m. Location to be
determined.
Chair Sullivan opened the Public Comment Period and the group heard one comment and one question
from the public on the issue.
NOTICE OF ADJOURNMENT: Chair Sullivan adjourned the meeting at 4:28 p.m.
until the next regular meeting or special meeting as properly noticed.
