RE: Proclamation Designating the Month of October"Jefferson County
Community Planning Month" in Recognition of National Planning
Month,the Benefits of Local Planning,and the Contributions of Jefferson
County Citizens
STATEMENT OF ISSUE:
The proposed proclamation recognizes the important role of community planning by celebrating the
annual planning month of October. Community planning and plans can help manage changes in our
county in a way that provides better choices and opportunities for how people work and live; and
community planning provides an opportunity for all residents to be meaningfully involved in making
choices that determine the future of their community.
ANALYSIS:
The celebration of National Community Planning Month gives us the opportunity to highlight and to
recognize the importance of planning,the many valuable contributions made by planning
commissioners, members of volunteer advisory committees, and land use professionals in Jefferson
County, as well as to extend our heartfelt thanks for the continued commitment to public service.
FISCAL IMPACT:
There is no direct cost associated with this proclamation. However, it has been demonstrated many
times that effective planning—which considers the county's current and emerging issues,needs, and
future direction—will benefit the community by providing infrastructure and services more efficiently
and at lower cost, can make positive incentives for housing and economic development, and in many
instances can result in higher values, greater safety and lower insurance rates for individuals.
RECOMMENDATION:
DCD recommends that the Board approve the attached proclamation.

PROCLAMATION
WHEREAS, change is constant and affects all cities, towns, suburbs, counties, rural areas, and
other places in the State of Washington; and
WHEREAS, community planning and plans can help manage this change in a way that provides
better choices and opportunities for how people work and live; and
WHEREAS, community planning provides an opportunity for all residents to be meaningfully
involved in making choices that determine the future of their community; and
WHEREAS, the full benefits of planning requires public officials and citizens who understand,
support, and demand excellence in planning and plan implementation; and
WHEREAS, the month of October is designated as National Community Planning Month
throughout the United States of America and its territories; and
WHEREAS, the American Planning Association and its professional institute, the American
Institute of Certified Planners, endorse National Community Planning Month as an opportunity to
highlight the contributions that sound planning and plan implementation make to the quality of our
settlements and environment; and
WHEREAS, the celebration of National Community Planning Month gives us the opportunity to
recognize the many valuable contributions made by planning commissioners, members of volunteer
advisory committees, and land use professionals in Jefferson County and extend our heartfelt thanks for
the continued commitment to public service.
NOW THEREFORE, the Jefferson County Board of Commissioners do hereby proclaim the
month of October 2018 as:
COMMUNITY PLANNING MONTH
in Jefferson County in conjunction with the celebration of National Community Planning Month.
Jefferson County further encourages all citizens, businesses, and organizations to learn more about the
value that sound planning contributes to our quality of life, and urges them to become active in
participating in the ongoing implementation of our community's planning efforts.
