HomeMy WebLinkAboutM042018SLodging Tax Advisory Committee Special Meeting Minutes April 20, 2018 Jefferson County Commissioners Chambers Attendees: Debbie Wardrop, Bill Tennent, Larry McKeehan, Joe Alfano and Kathleen Kler Staff: County Administrator Philip Morley and Executive Assistant Leslie Locke Chair Kathleen Kler called the meeting to order at 1:30 p.m. Approval of Special Minutes of March 14, 2018: Member Wardrop moved to approve the special meeting minutes as presented. Member McKeehan seconded the motion which carried by a unanimous vote. Review of 2018 Supplemental Funding Requests: The Committee reviewed the 2018 supplemental lodging tax funding requests submitted by the following organizations: • Centrum $10,000 • Jefferson County Farmers Market $2,992 • Jefferson County Historical Society $5,997 • Jefferson County Historical Society (GVC) $2,000 • Jefferson County Parks and Recreation $8,672 • Quilcene Historical Museum $8,425 • Tourism Coordinating Council $20,000 Total: $58,086 County Administrator Morley stated that there is $70,000 available for supplemental funding. Centrum: Centrum's supplemental funding request includes increasing its new public media outreach campaign (Public Radio Markets). Member Tennent questioned the wording in the application stating that the funding would be used to promote tourism during the `summer.' Member Wardrop stated that the Centrum website does not list any links to lodging establishments located in Jefferson County. The Committee contacted Rob Birman, by telephone, to get clarification of the proposed promotional activities. Rob Birman welcomed recommendations to link Jefferson County lodging establishments to Centrum's website. The Committee suggested that Steve Shively be invited to work with Centrum to develop appropriate website links that promote Jefferson County lodging establishments. Jefferson County Farmers Market (JCFM)* The supplemental funding request includes the development and printing of a Chimacum Farm Stand Walking and Bike Map and highway banners. 1 Lodging Tax Advisory Committee Minutes: April 20, 2018 Jefferson County Historical Society (JCHS): The supplemental funding request includes reprinting and distribution of brochures and advertising for First Night Fireworks event. Jefferson County Historical Society, Olympic Peninsula Gateway Visitor's Center (OPGVC): The supplemental funding request includes setup and integration of current website pages. Jefferson County Parks and Recreation (JCPR): The supplemental funding request includes the purchase of picnic tables, fire rings and BBQ grills for the Lake Leland, Quilcene, and Oak Bay Campgrounds. Quilcene Historical Museum (QHM): The supplemental funding request includes promotional and marketing expenses for activities taking place September, 2018 through March, 2019. Jefferson County Tourism Coordinating Council (TCC): The supplemental funding request includes promotional activities for: 1) the Apple and Cider Fest; 2) Sustainable "Geotourism" principals to solve the threat of "Overtourism"; and 3) Capacity Building. The Committee contacted Steve Shively, by telephone, to get clarification of the expenses for the proposed activities. Detailed expenses will be included in the supplemental agreement to clarify the expenditure of lodging tax funds. Discussion and Possible Recommendation re: 2018 Supplemental Lodging Tax Fund 125 Allocations: The members discussed the 2018 Supplemental Lodging Tax funding requests. Centrum: Member Alfano moved to fund the full amount requested ($10,000) with the following conditions: Upon confirmation of an online Centrum ticket purchase, promotional tourism links will pop up; and Centrum's website will include a banner promoting links to Jefferson County tourism. Member Wardrop seconded the motion which carried by a unanimous vote. Jefferson County Farmers Market: Member Wardrop moved to fund the full amount requested ($2,992). Member Tennent seconded the motion which carried by a unanimous vote. Jefferson County Historical Society: Member McKeehan moved to fund the full amount requested ($5,997). Member Wardrop seconded the motion. Member Tennent abstained from voting. The motion carried. Jefferson County Historical Society, Olympic Peninsula Gateway Visitor's Center: Member Wardrop moved to fund the full amount requested ($2,000). Member McKeehan seconded the motion. Member Tennent abstained from voting. The motion carried. Jefferson County Parks and Recreation: Member Wardrop moved to fund the full amount requested ($8,672). Member Alfano seconded the motion. Chair Kler abstained from voting. The motion carried. Quilcene Historical Museum: Member Wardrop moved to fund the full amount requested ($8,425). Member Tennent seconded the motion. Member McKeehan abstained from voting. The motion carried. Lodging Tax Advisory Committee Minutes: April 20, 2018 Jefferson County Tourism Coordinating Council: County Administrator Morley will work with Steve Shively to include detailed expenses in the supplemental agreement to clarify the expenditure of lodging tax funds. Member Alfano moved to fund the full amount requested ($20,000). Member McKeehan seconded the motion. Member Wardrop abstained from voting. The motion carried. Discussion re: Feedback on New Funding Application Format: The members were pleased with the new, one-page funding application. Review and Confirmation of Fall Meeting Schedule: The Committee confirmed the fall schedule and directed the clerk notify past funding recipients of the 2019 funding timeline and of the new application.
