SUBJECT: RESOLUTION re: Amending Longevity Pay for FLSA Exempt and Union Exempt
Employees
STATEMENT OF ISSUE:
Based on a recent review of paid leave and longevity benefits for all County employees, it appears that the
benefits provided to FLSA exempt and union exempt employee positions are not equitable to similar benefits
provided to other union represented employee positions.
While it is difficult to assure "exact"uniformity among benefits for all employee positons, it is important to
keep the benefits at a rate that will allow the County to retain and recruit employees for all positions.
ANALYSIS:
It is being proposed that effective January 1, 2019, the FLSA exempt and union exempt employees receive
longevity pay similar to other union represented employees as follows:
Employees who have who have been in step 11 for at least 12 months shall upon completion of the
following years of employment,the Employer shall pay, as an annual longevity bonus,the amounts which
follow to eligible Employees at the pay period which follows their anniversary date or month of
employment. Employees once eligible for longevity shall be paid the lump sum amount the month
following their anniversary month and should they terminate prior to their anniversary date a lump sum of
the remaining earned but unpaid longevity payment shall be included in the Employee's final paycheck.
10 years of employment shall receive $1,000
15 years of employment shall receive $1,400
20 years of employment shall receive $1,800
25 years of employment shall receive $2,200
FISCAL IMPACT:
In 2019, eight (8) FLSA exempt and union exempt employees will be eligible to receive longevity payments
as they have been at the top step of the exempt wage table for at least 12 months. Of those, four employees
will have 25+years of service with the County, two employees will have 20+years of service with the
County, and two employees will have 15+years of service with the County. The additional cost of making
this change in 2019 is $6,400.

In the Matter of Amending Longevity Pay for FLSA
Exempt and Union Exempt Employees RESOLUTION NO
WHEREAS,the Board of Commissioners set the compensation and benefits of the FLSA Exempt
and Union Exempt employee positions of Jefferson County; and
WHEREAS, after review by the County Administrator and the Board of Commissioners it has
been determined that the compensation and benefits for FLSA Exempt and Union Exempt employee positions
needs to be comparable and equitable in order to insure consistency and parity with other employee positions and
to keep the compensation and benefits for these positions at a rate that will allow the County to retain and recruit
employees for these positions; and
WHEREAS, on July 25, 2018,the County Commissioners adopted Resolution No. 35-18 in the
matter of establishing objectives and procedures for the 2019 County Budget, including a budget priority to
maintain a professional County workforce.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners that
FLSA Exempt and Union Exempt employees of the County shall receive longevity pay similar to other union
represented County employees as follows:

BE IT FURTHER RESOLVED, that the compensation and benefit adjustments will be effective
January 1, 2019 and that the Board of County Commissioners reserve the right to make adjustments to the
compensation and benefits during the budget year as they feel are justified and necessary.
BE IT FINALLY RESOLVED, that this Resolution amends Resolution No. 37-15 adopted by the
Board of County Commissioners on October 26, 2015.
