Jefferson County Board of Commissioners
Regular Meeting — Monday, September 24, 2018, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair David Sullivan called the meeting to order at the appointed
time in the presence of Commissioner Kathleen Kler and Commissioner Kate Dean.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions.
• Comment regarding history of the Uncas area in Discovery Bay.
• Comment regarding Jefferson County's economic local government.
• Comment regarding water quality in the County.
• Comment regarding the Commercial Shooting Facilities moratorium.
• Comment regarding public testimony during a hearing and business licenses in the City of Port
Townsend and Jefferson County.
• Comment regarding the Commercial Shooting Facilities moratorium and a request for a
community conversation on the issue.
• Comment regarding the Commercial Shooting Facilities moratorium and a request for sign-in
sheets at the hearing.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Kler
moved to approve the Consent Agenda as presented. Commissioner Dean seconded the motion which
carried by a unanimous vote.
1. RESOLUTION re: HEARING NOTICE: 2018 Third Quarter Budget
Appropriations/Extensions; Various County Departments; Hearing Scheduled for Monday,
October 8, 2018 at 10:00 a.m. in the Commissioners Chambers,Jefferson County Courthouse,
Port Townsend
2. AGREEMENT,Interlocal re: Castle Hill Parking Lot License for Jefferson Healthcare
Employees and Guests; In the Amount of$50,000; Jefferson County Central Services; Jefferson
County Hospital District No. 2 (Jefferson Healthcare)
3. AGREEMENT, Supplement No. 2 re: Jefferson County Comprehensive Plan Professional
Services; Time Extension Only; Jefferson County Department of Community Development;

10. Payment of Jefferson County Vouchers/Warrants Dated September 17, 2018 Totaling
$890,014.78 and Dated September 24, 2018 Totaling $248,700.34 (Records of all claims
submitted for payment along with vouchers approved and signed by the Board of Jefferson
County Commissioners are retained by the Jefferson County Auditor and Public Works
Department.)
11. Payment of Jefferson County Payroll Warrants Dated September 20, 2018 Totaling
$77,358.98 and A/P Warrants Done by Payroll Dated September 20, 2018 Totaling $16,352.57
(Records of all claims submitted for payment along with A/P Warrants approved by the Payroll
Services Manager are retained in the Jefferson County Auditor's Office.)
APPROVAL of MINUTES: Commissioner Kler moved to approve the Regular Meeting
Minutes of September 17, 2018 as presented. Commissioner Dean seconded the motion which carried by
a unanimous vote.
PROCLAMATION re: Proclaiming the Month of October as Jefferson County
Community Planning Month In Recognition of National Planning Month: Community
Development Director Patty Charnas noted the dedication displayed by staff at the Department of
Community Development. Commissioner Kler and Commissioner Dean read the proclamation aloud
and Commissioner Dean moved to approve the Proclamation. Commissioner Kler seconded the motion
which carried by a unanimous vote.
The meeting was recessed at 9:54 a.m. and reconvened at 10:03 a.m. with all three
Commissioners present.
BRIEFING re: Washington State Ferries' Long Range Plan: Ferry Advisory
Committee Chair Tom Thiersch briefed the Board on the Washington State Ferries' Long Range Plan
and answered questions posed by the Board.

The meeting was recessed at 11:04 a.m. and reconvened at 11:10 a.m. with all three
Commissioners present.
EXECUTIVE SESSION: An Executive Session was scheduled from 10:45 a.m. to
11:30 a.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding
Attorney-Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the
Open Public Meetings Act. The actual period of time the Board met in Executive Session on this topic
was from 11:10 a.m. to 12:05 p.m. At the conclusion of the Executive Session the Board resumed the
regular meeting.
EXECUTIVE SESSION: An Executive Session was scheduled from 11:30 a.m. to
11:45 a.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding
Attorney-Client Privilege, Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined in the
Open Public Meetings Act. The actual period of time the Board met in Executive Session on this topic
was from 12:07 p.m. 12:25 p.m. At the conclusion of the Executive Session the Board resumed the
regular meeting.
DISCUSSION re: Homelessness and Affordable Housing; Meeting logistics: County
Administrator Philip Morley discussed logistics of upcoming meetings with the City of Port Townsend
Ad Hoc Committee on Homelessness and Affordable Housing with the Board.
DISCUSSION re: Hearing on Commercial Shooting Facilities Ordinance: County
Administrator Philip Morley discussed the logistics of the upcoming hearing on the Commercial
Shooting Facilities Ordinance with the Board.
The meeting was recessed at 1:00 p.m. and reconvened at 1:33 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• UPDATE re: Critical Areas Ordinance (CAO)to Comply with Growth Management Act(GMA)
Requirements
The meeting was recessed at 3:19 p.m. and reconvened at 3:30 p.m. with all three
Commissioners present.

NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at
4:29 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Kler
seconded the motion which carried by a unanimous vote.
