DIRECTOR UPDATES 0:08:25 – Charnas Requested head count for December 20th meeting. 0:09:10 –Greetham Announced his resignation and transfer to Bainbridge Island and introduced new Planner Kevin Hitchcock. DISCUSSION 0:12:11 – Peterson Presented selected goals and policies from land use element. 1:55:21 – All Discussion regarding the possibility of creating two comment periods during Planning Commission Meetings. Vision Statement adoption was deferred until next meeting. PUBLIC COMMENT 1:34:30 – One individual expressed an objection to Security Services Northwest’s (SSNW’s) move to Tarboo Lake. 1:37:41 – One individual expressed concern about PC meetings discussions. 1:40:27 – One individual commented on the UGA, offered housing alternatives, and expressed SSNW’s move to Tarboo Lake. 1:43:40 – One individual expressed gratitude for work being done on Comp Plan and expressed desire to keep rural character of the county. 1:45:40 – One individual commented on Glen Cove. 1:48:52 – One individual offered an alternative to the wording of Vision Statement. 621 Sheridan St. Port Townsend WA 98368 P: 360-379-4450 F: 360-379-4451 plancomm@co.jefferson.wa.us Jefferson County Planning Commission MEETING MINUTES Tri-Area Community Center December 6, 2017 Page 2 of 2 1:50:52 – One individual agreed with previous comments opposing SSNW’s move to Tarboo Lake and believed there is a contradiction in the code regarding the permitting of cottage industries. MOTIONS 2:04:47 – Coker Motion to move adoption of Vision Statement to December 20th meeting. FOLLOW-UP ITEMS 2:06:09 – Charnas The update on the critical area ordinance and agriculture will be presented by Donna Frostholm at the next meeting. Next Planning Commission meeting is scheduled for 12/20/2017 at 5:30 pm at the Tri-Area Community Center. Coker, Koan and Jochems commented that it was a positive, well-organized experience. 0:07:14 – Smith Attended community meeting of the legislative representatives of the 24th District. Many people in attendance brought up local county concerns and were told that their concerns would be better addressed at a Planning Commission meeting. 0:08:21 – Koan Announced that attending this meeting was David Greetham’s final action as Planning Manager and expressed gratitude for opportunity to serve the County. 0:09:48 – Jochems Announced that the Conservation District did not receive funding for 2018 and are likely to close in February or March of 2018. DIRECTOR UPDATES 0:11:42 – Charnas Announced that DCD is seeking outside contractor to complete Comp Plan; no Planning Commission meetings January 3rd nor January 17th, 2018; invited Planning Commission to join the Board of County Commissioners (BoCC) January 16th at 9:45 AM for an informational session on the Development Agreement and Regulations for the Pleasant Harbor Master Planned Resort (PH MPR). PUBLIC COMMENT (first opportunity; non-agenda topics) 0:19:36 – 0:27:54 The Chair opened the floor to public comment on topics not related to the agenda items. Comments provided during the noted timeframe included those on home-based businesses & cottage industries regarding the Land Use Element; advice from the Food Policy Council regarding food availability as it applies to the Growth Management Act (GMA); regarding a desire for more news articles and outreach regarding the Planning Commission’s progress on the Comp Plan update; and a desire for the Planning Department to proactively work with tribes to protect environment. Postponed in favor of a workgroup until January 17th at 5:30 PM to review, discuss and adopt the Vision Statement. 0:56:14 – Frostholm Discussion regarding the Critical Areas Ordinance on Agriculture (Ag-CAO). PUBLIC COMMENT 1:44:38 – One individual expressed a desire for the Vision Statement to better address the needs of the aging population. 1:47:29 – One individual expressed concern about the length of the Vision Statement, a desire for the term “rural character” to be clarified, and encouraged DCD to engage farmers in the Ag-CAO in order to encourage regulation buy-in. 1:51:03 – One individual emphasized the importance of pushing the local economy forward. 1:52:41 – One individual proposed that the Comp Plan recommend the creation of a farm policy council. MOTIONS 0:38:44 – Sircely Motion to accept Vision Statement contained in Agenda Packet. (Withdrawn 0:50:30) FOLLOW-UP ITEMS 0:38:44 – Charnas No meeting Planning Commission meeting January 3, 2018; tentative informal session on January 16th with Board of County Commissioners to discuss the Development Agreement and Regulations for the Pleasant Harbor Master Planned Resort (PH MPR). Next Planning Commission meeting is scheduled 01/17/2018 at 5:30 pm at the Tri-Area Community Center.
