RE: Request for Board of County Commissioners approval of a resolution authorizing
the use of emergency procurement procedures and waiving competitive
procurement requirements to facilitate timely repair of the Brinnon Community
Center roof,per Jefferson County Code,3.55.150,Emergency procedures.
STATEMENT OF ISSUE:
During a recent inspection of the Brinnon Community Center facilities staff discovered that several key roof support
structures on the south end of the building had rotted away putting the roof in imminent danger of catastrophic
failure.
ANALYSIS:
Facilities requested an inspection by building inspectors from the Department of Community Development to
confirm their findings.The attached memorandum from the Community Development Department Director
confirms the fmdings and recommends immediate repair to ensure the safety of the public during use of the building.
We believe the situation is dire enough to trigger the emergency procurement procedures in Jefferson County Code
Section 3.55.150,Emergency procedures.This code section authorizes the use of emergency procurement
procedures and the waiver of competitive procurement requirements when the Board of County Commissioners
finds that an emergency exists.
FISCAL IMPACT:
The fiscal impact of this request is not yet known. We will engage a structural engineer to help us determine what
repairs are needed. We will then engage a contractor to make the necessary repairs. The Construction and
Renovation Fund has sufficient budget and fund balance to complete any required repairs.
RECOMMENDATION:
That the Board of County Commissioners approve this request and the attached proposed resolution.

3.55.150 Emergency procedures.
When an apparent emergency exists, such as it appears the public interest or property of the
county would suffer material injury or damage by delay, the agency head may, upon preparing a
report for the board declaring the existence of such apparent emergency and reciting the facts
constituting the same, request waiver of the provisions of this chapter to the extent necessary to
overcome the apparent emergency; and the board may then, by resolution, declare the existence
of such emergency and reciting the facts constituting the same, waive the provisions of this
chapter to the extent necessary to overcome the emergency. [Ord. 5-92 § 12]

RE: Brinnon Community Center/ Hotel
It was identified at the end of September, during a site visit by Community Development building inspectors and
Central Services facilities staff, that there are serious structural deficiencies at the Brinnon Community Center.
Water damage has caused roof and deck supports to fail, creating the potential collapse of the roof and second
floor if repairs are not implemented immediately. The south east side of the structure that has damage has been
secured to prevent injury, but immediate repairs are needed to prevent collapse of the structure during upcoming
winter months.
It is recommended that a structural engineer review the building and determine what repairs are needed to ensure
safety of the public during use of the building.

CENTER ROOF AND AUTHORIZING WAIVER OF }
COMPETITIVE BIDDING REQUIREMENTS }
WHEREAS, the County owns the Brinnon Community Center; and
WHEREAS, the Brinnon Community Center is an old building in need of extensive and expensive
rehabilitation work; and
WHEREAS, during a recent inspection to evaluate the structural soundness of the building serious and
dangerous structural failures were discovered; and
WHEREAS, these structural failures pose a significant risk to the rest of the building and to lives and
limbs of those that work in the building and benefit from the services provided therein; and
WHEREAS, the Director of the Department of Community Development and her building inspectors
concur with this assessment; and
WHEREAS, it appears the public interest or property of the county would suffer injury or damage by
delay,
NOW, THEREFORE, BE IT RESOLVED that the Jefferson County Board of Commissioners hereby
authorizes the use of emergency procurement procedures pursuant to Jefferson County Code—3.55.150,
Emergency procedures and waives all competitive procurement requirements in order to timely complete the
needed repair work, all in the interest of public safety.
