SUMMARY: Plans, develops, implements, monitors and analyzes a variety of dependency and civil
(Becca)court program services within the Juvenile and Family Court ensuring delivery of services to
children and their families according to best practices mandated or recommended by state, federal, and
local grant requirements; i.e.,National and State CASA standards, State and Federal Child Welfare
Laws, RCW's and WAC's,Indian Child Welfare Act Laws, State and Local Court Rules.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
Under the supervision of the Juvenile Court Administrator(JCA), manages, coordinates and assigns the
work of civil program providers, support staff, volunteers and interns. Provides training and coaching,
provides input for performance reviews and may participate in the performance review process at the
request of the JCA. Responds to complaints and issues involving the delivery of services pursuant to the
civil area of the Juvenile and Family Court. Monitors Family Program Assistant and other program
professionals' caseloads. Prepares administrative reports when requested and screens requests for staff
training for presentation to the JCA.
Under the supervision of the JCA coordinates and manages the day-to-day operation of the Jefferson
County Volunteer Guardian Ad Litem (GAL)program in accordance with Jefferson County Policies
and Procedures,the Juvenile Services Department policies, and the policies and procedures of the GAL
Program,the Standards of the National CASA Association, and relevant statutes and court rules.
Under the supervision of the JCA coordinates and manages the day-to-day operation of civil programs
(Becca Bill)as set out in RCW 13 (13.34)and RCW 28 (Truancy).
Plans, develops and implements the Family and Juvenile Court Improvement Plan project pursuant to
grant requirements and participates in state level activity around the development, budget and
sustainability of the project for Washington State and the local court system.
Provides expertise to staff and volunteers and, at the request of the JCA, provides short and long-term
planning for Dependency and Civil programming as a member of the management team assisting with
strategic departmental planning.
Drafts and/or updates policies and procedures for Dependency and Civil Programs to meet goals and
objectives of the Juvenile and Family Court Department. Participates at the request of the JCA in budget
preparation for general expense and grant funded programs as needed and related to Dependency and
Civil Programs.

Represents the Dependency and Civil areas of the Juvenile Court in the community by developing and
maintaining working relationships with social service agencies such as DSI-IS, State CASA, Superior
Court Judges,Juvenile Court Administrators,and other Jefferson County service providers related to
Dependency and Civil unit programs.
Presents information and provides technical knowledge and assistance to mental health agencies,
schools and other interested parties. Represents the court at various meetings,trainings and conferences
throughout the State of Washington.
Utilizes a variety of volunteer coordination and administrative skills to support the mission of providing
a volunteer GAL for each child in foster care in Jefferson County.
Utilizes a variety of volunteer coordination and administrative skills to support the mission of active and
functioning Community Truancy Board volunteers pursuant to Title 28.
Receives orders of appointment for GALS on dependency petition filings and assigns volunteer GALS
to those cases as available; screens petitions for at risk youth, child in need of services and emancipation
for eligibility.
Oversees the support for assigned GALS around case planning, gathering of information, exploration
of community resources,report writing, preparing to appear in court, etc.
Attends court hearings for dependency as support to the GAL, and represents the GAL Program in the
absence of assigned GAL. Attends court hearings for other Civil matters as a support for staff
specifically providing Becca supervision; Attend Family Therapeutic Court as a FTC team member or
may assign to other dependency and/or civil court personnel.
Oversees the review and editing of the GAL's report; consults with the GAL about the contents of the
report. Assures that support staff has distributed reports to parties.
Provides oversight to the ongoing monitoring of the GAL's work,to provide support,consultation, and
advice as needed.
Recruits volunteers for both the CASA/GAL program and for Community Truancy Boards. In
consultation with the JCA and after conducting appropriate interviews and background checks, accepts
volunteers into the program, and provides their initial and ongoing required training.
Assures that continuing education is made available to all volunteers through monthly training programs
and through access to conferences,workshops and trainings provided by other organizations.
After consultation with the JCA,removes or reassigns GALs from cases as needed.
Serves on the DCFS Child Protection Team,the Family Therapeutic Court team, and serves as liaison
between the GAL Program and the Guardian Friends of Jefferson County and Foster Supports.
SUPERVISRY RESPONSIBILITIES:
This position has supervision responsibilities over volunteer Guardian ad Litems.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each

EDUCATION AND/OR EXPERIENCE: Bachelor's degree from four-year college or
university with major course work in psychology, sociology,counseling, social work or closely
related field; and at least three(3)years of related experience,preferable working with children
and/or families, working with volunteers; or Masters degree in psychology, sociology,
counseling, social work or closely related field, and one year of related experience and/or
training;
One(1)year minimum experience working with children and/or youth required.
Two(2)years experience in staff and/or volunteer supervision preferred.
Experience in the fields of child abuse,child development,juvenile law and volunteer
program management preferred.
LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals,
professional journals,technical procedures or standards, laws, or governmental regulations.
Ability to write court reports, business correspondence,and policy and procedure manuals, as
well as newsletter and newspaper articles. Ability to effectively present information and respond
to questions from groups of managers, clients, customers, and the general public. Ability to
teach, coach and evaluate the work of staff. Ability to lead and facilitate groups.
MATHEMATICAL SKILLS: Ability to do basic math,compile statistical reports, including
percentages and averages.
REASONING ABILITY: Ability to define problems, collect data, establish facts,and draw
valid conclusions. Ability to understand data sets and analyze data in an effort to assist in data
driven decision making.Able to evaluate and assess needs, developing and monitoring programs,
preparing related reports. Ability to participate in short and long range planning.
COMPUTER SKILLS: To perform this job successfully, an individual should have solid
working knowledge of operation of a PC both desktop and laptop models; Explorer Internet
software; Excel Spreadsheet software and Microsoft Word Processing software. Proficiency with
Power Point and Publisher are desirable.
CERTIFICATES,LICENSES,REGISTRATIONS:
Valid Washington State Driver's License and operator insurance
Candidates for this position will be required to complete a criminal and abuse/exploitation history for
disclosure statement pursuant to Chapter 486 Laws of 87, Sections 1-5; Criminal arrest history or
history of traffic offenses may be disqualifying. Position holder will be fingerprinted annually and
maintain employment based on the results of background investigation.

OTHER KNOWLEDGE,SKILLS AND ABILITIES:
Ability to have flexibility in work schedule. Duties occasionally include non-standard work hours.
Knowledge of interviewing, counseling and group facilitation techniques. Basic editing and copy editing
skills.
Ability to coordinate a program using community volunteers and the ability to train, supervise and
manage volunteers.
