Henry Krist and Member Michael Smith.
APPROVAL OF MINUTES
Vice -Chairman Smith moved to approve the minutes for the 2015 Board of Equalization Season:
October 28, 2016. Member Krist seconded the motion which carried by a unanimous vote.
ASSESSMENT CORRECTIONS AND PETITION WITHDRAWALS
Member Krist moved to accept the following assessment corrections and petition withdrawals. Vice -

CONSIDERATION OF PETITIONS RECEIVED AFTER FILING DEADLINE
The Board reviewed the following requests to waive the filing deadline for appealing the Assessor's
2016 real property valuation determination:

Clint Gordon (Parcel No. 801 016 001) submitted a letter stating that when the change of value notices
were mailed out, he was in the process of moving and then went on vacation. The filing deadline had
passed by the time he received the change of value notice.
Karl Jacobsen (Parcel No. 001 321 012) submitted a letter stating he did not receive his change of
value notice in a timely manner. In December, he found several pieces of his mail in a roadside ditch
approximately'/4 mile from his home and was unable to meet the 30 day deadline for appealing his
valuation.
Upon review, the Board determined that both parties showed good cause to waive the filing deadline
pursuant to RCW 84.40.038 (2)(e) and WAC 458-14-056 (3)(e). Member Krist moved to accept the
requests to waive the 2016 appeal filing deadline as requested. Vice -Chairman Smith seconded the
motion which carried by a unanimous vote.
ASSESSOR'S CERTIFICATE OF ASSESSMENT ROLLS
The Board reviewed the Assessor's Certificate of Assessment Rolls:

Vice -Chairman Smith moved to accept the Assessor's Certificate of Assessment Rolls for 2016 in the
amounts listed above. Member Krist seconded the motion which carried by a unanimous vote.
ASSESSOR'S ANNUAL UPDATE
Assessor Jeff Chapman stated that 2016 is the third year of annual assessments. He discussed the
Jefferson County valuation schedule explaining that each area of the County will be physically
inspected on a rotating basis every six years. One area will be physically inspected each year and the
other areas will be statistically updated. See schedule below:
Cycle 1 — Port Ludlow (2016 Physical Inspection)
Cycle 2 — Tri Area (2017 Physical Inspection)
Cycle 3 — Outside Port Townsend City Limits (2018 Physical Inspection)
Cycle 4 — Port Townsend (2019 Physical Inspection)
Cycle 5 — Brinnon (2020 Physical Inspection)
Cycle 6 — Quilcene and West Jefferson County (2021 Physical Inspection)

Assessor Chapman discussed a State Board of Tax Appeal decision regarding an improved Port
Ludlow property that the BOE heard in 2015. In this appeal, the State set aside the Board of
Equalization's decision and ordered the land value be reduced from $75,000 to $25,000. Based on that
decision, the Assessor's Office substantially reduced the land values and substantially increased the
improvement values in Port Ludlow.
Discussion ensued regarding the following 2016 increase in values:

Assessor Chapman indicated that commercial properties are a top priority in 2017. He said it is
difficult to value commercial property annually. Some types of properties such as mini storages can be
categorized and valued as a whole. Discussion ensued regarding workload and meeting deadlines.
DETERMINATIONS
(2015 BOE Season)
Per WAC 458-14-095(4) post hearing deliberations of the Board of Equalization are not recorded. The
Board began post hearing deliberations at 11:00 a.m. At the conclusion of the deliberations the Board
resumed the regular meeting at 12:00 p.m. and the following actions were taken.

The property was valued as of January 1, 2015. Following is the current assessment and the
appellant's estimate of value for the parcels under appeal:

Under appeal is an improved parcel located off of Water Street in Port Townsend.
The appellant did not appear at the hearing, however, he stated in his petition that his company
purchased the parcel on November 16, 2015, together with the adjoining parking lot parcel, Parcel No.
989 704 203, for a total purchase price of $560,000. The appellant did not present comparable sales as
evidence to support his purchase price.

During the hearing the Assessor's representative stated that the appellant's property consists of a
10,157 square foot, two story bank building built in 1974 and is located on .28 acres. It was formerly
occupied by the Bank of America and is now leased to First Security Bank. He presented a number of
comparable commercial property sales located in Port Townsend as well as commercial cost sheets to
support the value established by the Assessor's Office.
After consideration of all the testimony and- evidence, the Board concurred that the appellant did not
present clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of
the value established by the Assessor.
Vice -Chairman Smith moved to sustain the Assessor's valuation of $1,270,690 ($691,750 for the Land
and $578,940 for the improvements). Member Krist seconded the motion which carried by a
unanimous vote. (See also minutes of October 28, 2016)
15 -35 -LO (989 704 203)
Under appeal is an unimproved parcel located off of Washington Street in Port Townsend.
The appellant did not appear at the hearing, however, he stated in his petition that his company
purchased the parcel on November 16, 2015, together with the adjoining bank building parcel, Parcel
Number 989 704 206, for a total purchase price of $560,000.
During the hearing the Assessor's representative stated that, based on the methodology used by the
Assessor's office to value bank parking lots in Port Townsend, he recommended reducing the land
value from $605,340 to $384,244.
After consideration of all testimony and evidence, Member Krist moved to overrule the Assessor's
determination of value and reduce it from $605,340 to $384,244. Vice -Chairman Smith seconded the
motion which carried by a unanimous vote. (See also minutes of October 28, 2016)
ADJOURNMENT
Member Krist moved to adjourn the meeting at 12:07 p.m. Vice -Chairman Smith seconded the motion
