SUMMARY: This position is responsible for labor, truck, and equipment operation necessary to
perform various road maintenance tasks including, but not limited to, cleaning culverts, mowing of
county rights of way, plowing snow and sanding, cleaning drainage ditches, patching roads,tree
removal and litter pickup by performing the following duties. This position receives general
supervision and direction from the Foreman, Area Road Supervisor, and the Road Superintendent.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
Operates a loader, brush cutter, low boy and truck, five and ten yard dump truck and trailer, broom,
sweeper, brush chipper, roller, pavement grinder and various hand tools.
Operates a dozer, backhoe, paver, grader, belt loader, and excavator.
Erects and repairs guardrails and highway markers. Lays pipe and culverts.
Patches broken or eroded pavement. Patches gravel roads. Dumps, spreads and tamps gravel and
asphalt with hand-operated powered tampers, plate compactors and walk behind rollers.
Drives truck to transport crew and equipment to work site.
Operates five- and ten-yard trucks with snow plows and spreaders for snow and ice control.
Drives tractor with mower to cut grass.
Cleans, lubricates, fuels, adjusts and maintains tools and equipment used to perform job duties.
Performs hand work necessary to remove brush, rake asphalt, shovel material, sweep rock, fill
potholes, and install traffic-control devices and various other road maintenance activities.
Performs traffic control per MUTCD in work zones; places signs and cones, directs traffic and
assists motorists at various sites. Uses two-way radio to communicate.
Responds to after-hours callouts for emergency or storm-related events.

Complete forms and documentation for purchasing supplies, documenting road project status.
Accountable for specific activities in various projects.
Participates in annual training program and annual performance evaluation process.
Work is in a team-based environment as part of a self-directed team to set work level expectations,
goals and objectives.
SUPERVISORY RESPONSIBILITIES:
This job has no supervisory responsibilities.
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each

EDUCATION and/or EXPERIENCE:
High school diploma or general education degree (GED), with four (4) years' experience in
road building activities or related experience and demonstrated ability to operate equipment
identified in the Essential Duties and Responsibilities Section of this job description; or, High
school diploma or general education degree (GED) and two (2) years as an Operator I with two
(2) years' experience in road building activities or related experience and, demonstrated ability
to operate equipment identified in the Essential Duties and Responsibilities Section of this job
description; or, equivalent combination of education and experience.
LANGUAGE SKILLS:
Ability to read and interpret documents such as safety rules, operating and maintenance
instructions, plans and specifications, permits, and procedure manuals. Ability to write routine
reports and correspondence. Ability to speak effectively before groups of customers or
employees of organization.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers,
common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and
interpret bar graphs.
REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations
where only limited standardization exists. Ability to understand hand signals and interpret a
variety of instructions furnished in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Washington State Driver's License
Valid Class A Commercial Driver's License.
First Aid/CPR Certification
Successful completion of a certified and approved Traffic Flagging course and possession of a valid
Flagging and traffic Control Card.

OTHER KNOWLEDGE, SKILLS AND ABILITIES:
Ability to operate a wide variety of non-CDL and CDL vehicles and non-road equipment.
Ability to successfully complete various required training classes and obtain certificates necessary for
functional skills performance, maintenance and improvement.
Working knowledge of County policies and procedures as they relate to road maintenance duties.
Ability to perform heavy physical labor, outdoors, in a variety of weather conditions.
Familiarity with tools, instruments, equipment and techniques commonly used in the performance of
road maintenance.
Ability to maintain high standard for accuracy and completeness in documenting time spent, materials
used, and related information.
Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful
situations, relate to various personality styles in a calm, professional manner.
Ability to maintain confidentiality of sensitive information.
Ability to be independent and self-motivated as well as to work effectively in a team environment.
Effectively communicate with others for purpose of gathering and relating information.
Effective collaboration skills for working with internal and external customers.
Skilled in road maintenance techniques.
Ability to follow safety protocol for assigned tasks. Wears proper Personal Protective Equipment
(PPE) during performance of tasks. Reads and follows safety instructions for tools, vehicles and
equipment. Reads and understands Safety Data Sheets for products used in performance of the job.

WORK ENVIRONMENT: The work environment characteristics described here are representative

While performing the duties of this job, the employee is regularly exposed to outside weather
conditions. The employee is frequently works near moving mechanical parts. The employee
occasionally works in high, precarious places and in outside weather conditions and may occasionally
be exposed to wet and/or humid conditions, fumes or airborne particles; toxic caustic chemicals,
extreme cold, extreme heat, risk of electrical shock when working with underground and/or overhead
utilities, and vibration. The noise level in the work environment is usually very loud.
CAREER LADDER/SKILL BAND
This position is the middle of the Operator Skill Band. Advancement from Operator I to Operator II
requires completion of all Level I requirements.
