(NTI) was hired by Mike Bleakney']O plan for Alaska Power and Telephone Expansion site. As stormwater collection and infiltration system design was created to simulate the collection of stormwater runoff from the roof of the proposed building, the grounds around the building and the new parking lot. Ii. DESCRIPTION OF SITE The proposed site is a cleared open area with minimal ground cover and slopes to the north at approximately 2%. The site will be accessed by easement access to Otto Street. The US Department of Agriculture Soil Conservation Service classifies the soil for this site as Hoypus (HuC), a hydrologic group A soil. i11. METHODOLOGY & CALCULATIONS Jefferson County requires the use of the Department of Ecology (DOE) Stormwater Manual which uses a 2, 10 & 100 year frequency, 24 hour storm duration storm and the Santa Barbara Urban Hydrograph (SBUH) method of simulation to approximate the increase in storm drainage runoff resulting from a development. The site has been modeled using the Water Works Version 4.13i computer software from Engenious Systems. This program uses the (SBUH) Method of simulation as required by the DOE Manual. The design is based on land use and size of drainage collection area. The recommended drainage system for this site is infiltration due to the soil type. The parking lot. and driveway will be sloped to drain into the two catch basins, and the infiltration trench will be placed between them. The southerly catch basin will collect the majority of the lots runoff. To compensate for the runoff collected by the northerly catch basin, all of the 2 yr storm collected by the southerly catch basin will be treated by the oil/water separator. This exceeds the DOE requirements which only requires half of the 2 year post development runoff to be treated. The roof runoff is not required to be treated and will be collected and added to the parking lot runoff at a point of convenience after the oil/water separator. The infiltration trench is sized to handle both roof and paved area runoff. A perforated pipe will extend the length of the infiltration trench and connect the two catch basins. An emergency overflow will be installed in the northerly catch basin and drain into the drainage ditch in Eisenbeis Avenue right-a-way. A drainage plan and full simulation report created by Water Works are included in the appendix. The following parameters were used for the primary variable's input values that were used in this analysis. COPY · 2 year, 24 hour rainfall for Sequim - 1.10" per NOAA precipitation atlas 10 year, 24 hour rainfall for Sequim -- 1.75" per NOAA precipitation atlas 100 year, 24 hour rainfall for Sequim = 2.40" per NOAA precipitation atlas · Impervious Areas' Pavement and roof Curve Number = 98 · Pervious Areas: Lawn (Fair Condition) Curve Number = 77 Lawn (Good Condition) Curve Number - 68 ! Typ Typ A; - Storm e = SBUH e 1 duration = 24 hours · Time of Concentration calculated by software based upon existing and assumed, drainage collection facilities. · Infiltration Rate = 4.62 minutes /inches = mid range for soil type. · Pre-development site is 0.74 acres of pervious and 0.00 acres of impervious. Developed site is 0.39 acres of pervious and 0.35 acres of impervious. · Collection Devices = catch basins. · Disposal Device = underground infiltration vaults corresponding to half of the 2, 10 and 100.year pre-development 24 hour storms. · Due to the topography, the proposed parking lot and driveway will need to be graded to drain into the catch basins. IV, CONCLUSIONS On-site stormwater runoff control and treatment can be obtained by a single collection and infiltration system. The infiltration trench will filled with drainrock witln a void ratio of 33%. The infiltration trench's calculated volume is increased, therefore, by 3 to maintain the necessary stora§e volume. The drainage system includes two WSDO¥ type ~ P catch basin, a Utility Vault Co., Inc. 25-CP$ Special oil / water separator or equivalent and a ~ 00 foot Ion~ by 3 fo~t wide by 3 foot deep infiltration trench. Vi. liMIlATIONS Yhis report has been prepared for the exclusive use of Mike Bleakne¥ for his proposed design of the Alaska Power and Telephone [xpansion site. The recommendations in the report apDly only to the property that was examined, and they are not applicable to other areas. The investigation and recommendations contained in this report are based upon site conditions as they existed at the time of our site inspections. Durin~ construction, if subsurface or other conditions are discovered that are si§nificantl¥ different from those described in the report, ~-I-I should be advised at once so that we can review the conditions and reconsider our recommendations, where necessary. Unanticipated soil conditions are commonly encountered on construction sites, especially when the topography has been altered years ago. Such unexpected conditions frequently require that additional expenditures be made to attain a properly constructed project. We recommend that a contingency be established in the project budget and schedule to cover unexpected conditions. Within the limitations of scope, schedule and budget, our services have been executed in accordance with generally accepted professional engineering principles and practice.
