This road is a rural residential road along the Squamish Harbor shoreline with connections to SR104. RCW 46.61.400 establishes the maximum speed limit on all county roads in Jefferson County at 50 miles per hour, except as otherwise provided by county resolution/ordinance. Jefferson County ordinance has listed Shine Road as having a maximum speed limit of 35 MPH. Analysis / Strategic Goals / Pros &t Cons: The recommendations of the Shine Road Speed Limit and Traffic Study are to lower the speed limit to 25 MPH based on road and operating characteristics. Any changes to maximum speed limits shall be adopted by resolution after completing an analysis, public notice and a public hearing per RCW 46.61.415. Fiscal Impact / Cost-Benefit Analysis: Nominal costs for conducting a public hearing and new signage compared to potential benefit of reducing the speed limit on a residential road. Recommendation: Staff recommends approval of the public hearing notice to set Shine Road MP0.00 to MP2.34 to 25 MPH, amending the speed limit Resolution 39-10 and Jefferson County Code 10.05.040, Exhibit A. Written public comments on the proposal will also be accepted any time up through the close of the public hearing,addressed to the BoCC at P.O. Box 1220,Port Townsend,WA 98368 or by email at jeffbocc@co.jefferson.wa.us. Jefferson County ensures full compliance with Title VI of the Civil Rights Act of 1964 by prohibiting discrimination against any person on the basis of race, color, sex or national origin in the provision of benefits & services resulting from its federally assisted programs& activities.
