RE: Deliberations and Possible Action on the draft ordinance provided to the
BoCC on August 27,2018 as required by Ordinance 05-1218-17 (the
Moratorium)
STATEMENT OF ISSUE: The Board of County Commissioners (BoCC) will continue to
deliberate on a proposed ordinance on commercial shooting facilities in unincorporated Jefferson
County, and may possibly take action to amend and/or adopt the proposed ordinance.
ANALYSIS: On August 27, 2018, pursuant to Section 6.6 of Ordinance 05-1218-17, as
amended by Ordinance 01-0220-18 (the Moratorium Ordinance), staff timely provided to the
Board of County Commissioners (BoCC) a draft ordinance regarding the establishment and
operation of commercial shooting facilities in unincorporated Jefferson County.
The BoCC held a public hearing on October 24, 2018 to take public testimony for and against a
proposed ordinance on commercial shooting facilities in unincorporated Jefferson County.
Written testimony on the proposed ordinance was also accepted beginning September 12 through
4:30 P.M. on October 26, 2018. The Commissioners began deliberations on the proposed
ordinance and the complete hearing record on October 29, 2018, during which time they
reviewed potential amendments to the proposed ordinance to reflect a number of public
comments. During their deliberations, Commissioners gave direction for additional potential
modifications.
On November 2, 2018, the Board of County Commissioners will continue their deliberations on
the proposed ordinance and the full hearing record, and may take action to further amend and/or
adopt the proposed ordinance.
FISCAL IMPACT: None, other than staff time.
RECOMMENDATION: That the BoCC complete its deliberations on the complete hearing
record, and possibly take action by adopting, or further amending and adopting, the proposed
ordinance on commercial shooting facilities in unincorporated Jefferson County.
