BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
TO: Board of County Commissioners
FROM: Philip Morley, County Administrator
DATE: November 5, 2018
RE: Continued Review of Draft Revisions to Comprehensive Plan Update and Unified
Development Code: Land Use Element, Environment Element and UDC Revisions
STATEMENT OF ISSUE: Commissioners will continue their review of revisions made to the draft
Comprehensive Plan Update, focusing on the Land Use element and Environment element of the Plan.
Commissioners will also review an aligning revision proposed to the Unified Development Code
regarding boundary line agreements.
ANALYSIS: The Commissioners previously held a Public Hearing on June 4, 2018 on the Planning
Commission's recommended Update to the County's Comprehensive Plan and amendments to the
Unified Development Code. During their deliberations on the hearing record, the Board requested staff
to make revisions to the Comp Plan for the Board's review and eventual adoption. As staff completes
those revisions, the Board is reviewing them to ensure they reflect the Board's intent. On October 8, 15,
22 and 29, the Board reviewed revisions to the Plan Foundation; Vision Statement; Economic
Development; Housing, Natural Resources; Environment; Transportation; Open Space, Parks and
Recreation, Historic and Cultural Preservation; and Capital Facilities and Utilities elements of the Plan.
On November 5, the Commissioners will continue their review of revisions, focusing on the Land Use
element and Environment element of the Plan. Commissioners will also review the aligning revision in
the Unified Development Code regarding boundary line agreements. Those elements (and all Comp
Plan elements) and the proposed amendments to the Unified Development Code can be viewed on-line
through the following link:
Once the Board completes its review of their requested revisions and is satisfied with the Comp Plan
Update and the revisions to the Unified Development Code, the Board will take final action to adopt the
new Jefferson County Comprehensive Plan and amendments to the Unified Development Code at a later
date.
FISCAL IMPACT: None.
RECOMMENDATION: Review revisions to the Land Use element and Environment element of the
Comprehensive Plan Update, review the proposed amendments to the Unified Development Code, and
give direction for any further revisions.
