WEEK OF APRIL 15, 1996
The meeting was called to order by Chainnan Richard Wojt. Commissioner
Glen Huntingford and Commissioner Robert Hinton were both present.

Advanced...Life Support...Proposal.;. David Goldsmith, Deputy Director of Public Services
reported that he has been researching funding for providing Advanced Life Support (ALS)
services in Jefferson County as requested by the EMS Council. The consensus at a
meeting of the Fire District representatives was that a proposal for a county wide District
be put on the ballot in the primary election. If that measure doesn't pass then the issue of a
partial County District could be put on the General Election ballot. The first step in the
process is for the County Commissioners to hold a public hearing regarding the fonnation
of an EMS District. David Goldsmith then explained the levies for EMS funding available
to the Fire Districts and how a County wide District would impact that funding.
Commissioner Huntingford stated that he is concerned about the funding for this program.
He had calls from different Fire Commissioners questioning the cost of the proposals that
were presented previously by the EMS Council. He asked if the $.25 per thousand already
being levied by the Districts would be given back to the Districts for their basic life
support programs? David Goldsmith stated that is correct. The major costs for starting an
ALS program will be for the vehicles and equipment. The personnel costs will be the
same when the program is started as they are during the program. The discussion then
turned to rotating the paramedics through the program to keep their training certification
current.
The Board concurred that a public hearing be set and that David Goldsmith go to the Fire
Commissioners meeting on Thursday to explain the Board's actions.

~etwork..lJmding and.Participation: Jean Baldwin, Director of Nursing for the Jefferson
County Health and Human Services Department, reported on the Jefferson County
Community Network for addressing youth violence in the County. The Chimacum and
Quilcene School Districts are willing to sponsor a one day workshop sometime in June.
The original plan was for the Community Network to pay for the services of someone to
record what happens at that meeting and write a plan. Now the Network is asking for
$1,000 to fund an outside contractor to set up follow up meetings to develop the plan to
address the issues.
The Board concurred that the County will provide $1,000 for this project 1Ì'om the
Community Service Fund if this amount is available.
N . Public Services Director Gary Rowe
reported on the following:
. The Action Request software system is being upgraded to address memory prob-
lems and should be up and running soon. The target date for implementation of the
system is June.
A draft Food Policy has been reviewed by all of the Elected Officials and Depart-
ment Heads and changes and will be forwarded to the Board for their review next
week.
A phone system and voice mail system will be implemented in the Courthouse soon.
The voice mail at the Sheriffs Office is up and running.
An intern will be working on writing grant applications for the ALS system start up
costs and for Juvenile Services detention placement facilities.
The policies and procedures for access when County buildings are used on the
weekends are being reviewed and updated. A memo will be sent to all departments
when this is finalized to make sure that they understand these policies.
There is a meeting scheduled with the State Department of Ecology and the Board
tomorrow to discuss issues of general concern. Gary Rowe suggested that the
County ask about the rule making for the Jefferson County on the Dunge-
ness/Quilcene Water Resources Management Plan.
Gary Rowe will be updating the infonnation on the GMA costs and the contracts for
that work for the Board.

Commissioner Hinton reported that he had a request 1Ì'om a resident of Brinnon that the
Public Works Director and the Environmental Health Director attend the meeting with the
Board in Brinnon on Tuesday April 23, 1996.
PUBLIC COMMENT PERIOD: The following items were discussed: The
discussion of population distribution in Port Ludlow at the Board's meeting in that area last
week; the meeting with the State Department of Ecology and the Dungeness/Quilcene
Plan; if there is any further infonnation for the community groups on lots of record; and
what the Planning Commission's involvement is in the GMA planning and when and if they
will be meeting in the future.

Hinton moved to approve RESOLUTION NO.~ approving the statutory vacation as
petitioned by Wayne Howell. Commissioner Huntingford seconded the motion which
carried by a unanimous vote.
Commissioner Hinton moved to delete Item 7 and to approve and adopt the balance of the
items on the consent agenda as submitted. Commissioner Huntingford seconded which
carried by a unanimous vote.

. Chainnan Wojt stated that he doesn't see
any reason to grant this extension. Commissioner Hinton explained that the applicant was
ill and couldn't complete the project in the amount of time given. Commissioner Hinton
moved to approve the request for extension of the preliminary binding site plan for Stan
Little. Commissioner Huntingford seconded the motion. He stated that he is a little
concerned about the status of this mobile home project since the property is for sale.
Commissioner Hinton explained that the determination on this request shouldn't be made
on whether the Board likes or doesn't like the project. If the Board doesn't approve the
extension request, the applicant would have to appeal that decision to the Superior Court.
The Chainnan called for a vote on the motion. Commissioner Huntingford and Commis-

sioner Hinton voted for the motion. Chainnan Wojt voted against the motion. The motion
carried.
BUSINESS FROM COUNTY DEPARTMENTS
. Public Works Director
Klara Fabry reported on the following items:
. The Public Works Department has applied for an approval to cross Highway 101 to
place a 2 inch water pipe to serve Hood Canal Sea Food in Quilcene ITom the
Coooty's well.
Upper Hoh Road construction is on schedule. It may be possible to open the road
to some traffic between the 15th and 20th of May.
There is a workshop scheduled with the Board for Wednesday at 2:00 p.m. to
discuss licensing uses in the County Road rights-of-way.
The County Security Team met last week and developed a proposed resolution for
the Board to adopt that will fonnalize that team.
A policy for providing employees keys to County facilities will be forwarded to the
Board next week for review and possible adoption.

The meeting was recessed at the conclusion of the scheduled business and
reconvened on Tuesday morning with all three Board members present.

General Issues: Community Development Director Al Scalf introduced the
representatives of the State Department of Ecology: Sue Mauennann, Regional Director;
Chuck Gale, Assistant to the Regional Director; Gale Blomstrom, Supervisor - Water
Resources; and David Jansen, Section Manager for the Toxics Cleanup Program. Sue
Mauennann explained that they have no set agenda for this meeting and are here to answer
any questions the County may have.
Chainnan Wojt asked about the Dungeness-Quilcene Water Resources Management Plan
Rule Making, and the detennination of where the boundary will be located. He suggested
that the boundary include any watershed area that drains into Sequim Bay or the
Dungeness River. All of the drainage into Sequim Bay lies within Clallam Coooty and if
the boundary were set that way, very few people in Jefferson County would be impacted.
The Rule Making for Quilcene will be done later.
Gale Blomstrom then explained the history of the DQ process and the rule making to be
done by DOE. Commissioner Huntingford asked what guide will be used to detennine
what is appropriate for rule making? Gale Blomstrom answered that the recommendations
made in the DQ plan will be used for guidance. The rules will be for Ecology to follow in
addressing water resource issues and they will not require another governmental entity to

do something.
AI Scalf asked if there is a public process for this rule making? Gale Blomstrom answered
that there will be an infonnal public process for the Rille Making for DOE to get infonna-
tion from local governments, agencies, and the public, and then there will be a fonnal
public hearing process. AI Scalf noted that there are various committees and advisory
boards (Quilcene Flood Control Advisory Board, Water Resource Council, etc.) working
on water issues in Jefferson County that shoilld fit into this process at some point.
Chainnan Wojt then asked if there is any further infonnation on the Marrowstone Island
issue of salt water intrusion? Gale Blomstrom answered that the concern for water quality
and quantity on Marrowstone Island is high. The DOE has made recommendations on
specific projects on the Island and a recommendation that further ground water withdrawal
not be approved on the Island. There isn't enough data to give a clear indication that the
situation is getting worse. DOE management isn't willing to ban well drilling on Mar-
rowstone Island, however, they do recommend continued monitoring to provide infonna-
tion on whether conditions are getting worse or staying the same. Chainnan Wojt noted
that one of the problems the County has in trying to deal with this issue, is the fact that
State law says that people who are withdrawing less than 5,000 gallons of water per day
have a right to drill a well, no matter what the County says.
Commissioner Huntingford asked if DOE has plans for an on-going monitoring program on
Marrowstone Island? Gale Blomstrom explained that the State has limited resources to do
on-going monitoring. They did do a monitoring program last year on the Island. Commis-
sioner Huntingford noted that if the DOE has a high concern about the ground water on
Marrowstone Island, he feels it should be a high priority for DOE to continue to do
monitoring. Gale Blomstrom stated that she feels that a partnership effort of the State,
County and the citizens needs to be done for this monitoring. Commissioner Hinton noted
that it seems that the State wants the County to take the lead on this (the DOE recommen-
dation to not allow any further ground water withdrawal on Marrowstone Island) keeping
them out of the fray.
Chainnan Wojt asked about the monitoring requirements on the City's wells in the Tri
Area? Gale Blomstrom stated that the State requires monitoring on any water rights issued
to a City. The State has the authority to regulate the City's water rights if there is evidence
of salt water intrusion or water quality degradation. The water service area of the City is
governed by the State Department of Health.
Commissioner Hinton asked about the long tenD plans for the water rights permitting
process, the time it takes the State to issue water rights, and if the time frame will be
shortened? Gale Blomstrom stated that they are getting two more staff people this month,
but the processing time probably won't improve in the future. One thing that will probably
be seen in the future is more local and regional participation in the water resource issues,
recommendations and decisions. The discussion continued regarding the issue of water
rights, how they are issued, the infonnation DOE needs to make water right detennina-
tions, ways to fund water studies to provide that infonnation, the time it takes to issue
water rights, and what the DOE plans are for the future.

Chainnan Wojt asked about methamphetamine production areas and decontamination of
those areas? David Jansen, Section Manager for the Toxics Cleanup Program, reported
that DOE has staff involved in drug lab investigations. After law enforcement is finished
with the site, the DOE removes all of the materials found. If the lab has been in business
for awhile and the house is contaminated, then it will become a cleanup site. Usually that
cleanup becomes the responsibility of the property owner. The DOE will work with them
to conduct the clean up if the property owners have the finances to do so. This is a
growing problem, with the drug labs being found further north all the time. The number of
drug labs found has consistently gone up every year.
Mr. Jansen then stated that DOE is working with people who own contaminated sites to
get them cleaned up for possible redevelopment. DOE is trying to get the word out to the
communities about this service. There are now many different solutions that people can
pursue if they own a piece of contaminated property and they wish to develop it.
Chet Dalgleish, Brinnon resident, then asked some specific project questions of the
representatives ftom DOE regarding his application for a water right and his subdivision.
Don Cote, Marrowstone Island resident, then asked specific questions about Marrowstone
Island water issues.
