Commissioner Glen Huntingford was absent. APPROVAL OF THE MINUTES: Commissioner Hinton moved to approve the minutes of May 6, 1996 as presented. Chainnan Wojt seconded the motion. The motion catried. PUBLIC SERVICES BRIEFING: Public Services Director Gary Rowe updated the Board on the following: . The UFCW Union Contract negotiations are scheduled for later this year. In June, meetings with the Departments will be held regarding Union issues and expectations on the contract. . Clerk of the Board Lorna Delaney is working on policies regarding use of County vehicles and rental or use of space by the public at County facilities. . A meeting between the Hoh Tribal biologists and the Planning Department will be scheduled in the next few weeks. . The County met last Friday with representatives from Department of Natural Resources, Olympic Environmental Council and Washington Environmental Council regarding mediation on the Forestlands Ordinance. Prosecuting Attorney Paul McIlrath will be scheduling a meeting with the Board to discuss the issues. PUBLIC COMMENT PERIOD: The following issues were discussed: zoning in the County of one dwelling unit per ten acres instead of one dwelling unit per 20 acres; water and sewer issues dealing with the Irondale incorporation; and the internal planning required to put the Irondale incorporation on the ballot in September. Chairman Wojt seconded the motion. The motion carried. 1. RESOLUTION NO. .4.l::.22 re: Authorizing an Increase in the Base Figure of the Officers and Employees Advance Travel Fund 2. AGREEMENT re: Provide Material Testing Services; Emergency Restoration of Upper Hoh Road, Project #XOI244; Northwestern Territories, Inc. 3. Approve Request for Administrative Extension of Time; EI Camano Short Plat, SUB95- 0020; Divide 2.71 Acres into 2 Residential Lots; Located South of Sommerville Road, Chimacum; Chris and Trudy Adams, Proponent 4. Final Short Plat Approval, SUB94-0110, Blair Short Plat; Divide 5 Acres into 3 Residen- tial Lots; Located West of the Intersection of Rhody Drive and Anderson Lake Road; Ronald and Lorraine Blair, Applicants 5. Reappoint 2 Members to Serve on the Peninsula Regional Support Network Advisory Board; Nonna Forbes and James Hennanson 6. Approval of High Cost Allocation for Lodging for Bonita Flagg, Jefferson County Animal Services/Jefferson County Health and Human Services Reappointment to the Jefferson County Housing Authority Board: Commis- sioner Hinton moved to reappoint Alex Mintz to a five year tenn on the Housing Authority Board. His tenn will expire on May 2, 2001. Chainnan Wojt seconded the motion. The motion carried. Appointment to the Jefferson County Parks Advisory Board; District #1 Representative: Commissioner Hinton moved to appoint Debbie Berreth to a two year tenn on the Parks Advisory Board which expires May 13, 1998. Chairman Wojt seconded the motion. The motion carried. :Reappointments to the Parks Advisory Board; Representing District #3: Commissioner Hinton moved to reappoint the following Board members to another two year tenn on the Parks Advisory Board: . David Whipple -- tenn expires: March 21, 1998 . Richard Broders -- tenn expires: March 2, 1998 . Judith French-Scott -- tenn expires: March 21, 1998 Chainnan Wojt seconded the motion. Page 2 VOL O'} .. 021"'1 r ,. ~1 £ Commissioners Meeting Minutes: Week of May 13, 1996 BUSINESS FROM COUNTY DEPARTMENTS: PUBLIC WORKS DEPARTMENT HEARING re: Application to Extend Franchise; Located in the Lazy "C" Development; Jefferson County P.U.D. #1, Applicant: Public Works Technician IV Robert Henderson reported that the PUD is replacing and upgrading their underground mains in the Lazy "C" development in Brinnon. They are borrowing money for the project from the Fann Home Administration; and one of the requirements of the loan is that the date of expiration of the franchise must be the same as the date of expiration on the loan. Chainnan Wojt opened the public hearing. Hearing no comments, the Chainnan closed the public hearing. Commissioner Hinton moved to extend the expiration date of Franchise No. 65- 84 from October 15,2009 to October 15,2026. Chainnan Wojt seconded the motion. The motion canied. Pete Piccini, Jefferson County Sheriff re: Ballot Proposition for 1/10 of 1 % Excise Tax for Juvenile Detention: This agenda item was canceled by SheriffPiccini and will be rescheduled at a future meeting. The meeting was recessed and reconvened on Tuesday, May 14, 1996 at 7:00 p.m. at the Chimacum Grange for a Community Workshop on the Tri Area Community Plan and also on Thursday, May 16, 1996 at 7:00 p.m. at the Gardiner Community Center to review the Discov- ery Bay Community Plan.
