Week of May 20, 1996
The meeting was called to order by Chairman Richard Wojt at the appointed time.
Commissioners Robert Hinton and Glen Huntingford were both present.
David Goldsmith. Deputy Director of Public Services re: Discussion of Fundinf:
Request: Rhododendron Festival Association: David Goldsmith, Deputy Director of Public Services,
explained that the Board received a request for $1,000 in funding ftom the Rhododendron Festival
Association to help with travel expenses. A few years ago the Board received a request because of an
emergency and $1,000 was allocated with an indication that the County would match any contribution
made by the City. There is no record of any match ever being paid. David Goldsmith suggested that
this request be forwarded to the County Tourism Coordinating Committee (TCC) for review and a
recommendation. He noted that the Festival Association sends a float to other communities and floats
ftom other communities participate in the Rhododendron Festival. Commissioner Hinton noted that the
TCC doesn't have any extra funding this year, so they wouldn't be able to provide this funding.
The Board concurred that any future requests of this nature be directed to the TCC, and that the TCC be
asked if they would recommend paying this request this year if there is supplemental funding available.
Appointment of Jefferson County resident to PRSN Advisory Board: Commissioner
Hinton moved to appoint Sherie L. Dills as a Jefferson County representative on the PRSN Advisory
Board. Commissioner Huntingford seconded the motion which carried by a unanimous vote.
Application for Assistance from the Veterans Relief Fund: Commissioner Hinton
moved to approve the application for assistance ftom the Veterans Relief Fund in the amount of$75.00
ftom the American Legion Post #26. Commissioner Huntingford seconded the motion which carried by
a unanimous vote.
PUBLIC SERVICES BRIEFING: Public Services Director, Gary Rowe, reported that
he met with the Public Works staff a week or so ago to draft a list of agencies involved in reviewing and
approving water issues. He will be meeting with County staff and the DOE regarding water issues
toward the end of the month and then will set up a workshop for the Board. He then reported that the
GMA Steering Committee meeting was canceled on May 23 and is being rescheduled on June 5, 1996.

PUBLIC COMMENT: The following issues were discussed: The mapping the County
is doing for the Tri Area, and the issue of whether this area should be an UGA, a candidate UGA, or a
Rural Center.
Request for Appeal of an Administrative Denial of a Lon&: Plat Application: Bob
Garten requested that the Board overturn a Planning Department administrative denial of his preliminary
long plat. AI Scalf reported that Mr. Garten was not advised that he could appeal that decision until the
time ftame for submitting the appeal had passed. Commissioner Hinton noted that the appeal process
for a Long Plat is not outlined in the Subdivision Ordinance. Commissioner Hinton moved to allow the
Community Development Director to set up an appeal hearing for this applicant with the Hearing
Examiner. Commissioner Huntingford seconded the motion. He asked if the applicant can take his
previous Long Plat application to the Hearing Examiner? Commissioner Hinton answered that the long
plat application that was being reviewed would be taken to the Hearing Examiner. The Chairman called
for a vote on the motion. The motion carried by a unanimous vote.
Findines. Conclusions. and Decision re: Shoreline Substantial Development
Permit #SDP95-0008: To Modify Existin&: Breakwater and Construct Additional Floats:
Located at the Old Alcohol Plant Marina. Port Hadlock: Ray Hanson. Applicant: Community
Development Director AI Scalf stated that substantial errors in the SEP A and staff report were found on
this project and he is asking that the Board remand this back to the Development Review Section for the
required work. It will be brought back to the Board for a final decision. The applicant has been advised
ofthis.
Commissioner Huntingford moved to send this Shoreline Substantial Development Permit #95-0008
back to the Development Review Division stafffor the necessary review. Commissioner Hinton
seconded the motion and commented that he has concerns for some of the conditions imposed on this
project. He noted that condition 3 requires dedication of an easement to allow fishing on private piers
"in perpetuity" which should be changed to say "the life of the project." He feels requiring this project
to allow fishing off of a private pier is transferring a tremendous liability to the project proponent. This
is not a new project, there is no imposition on the view corridor and there is no new impact to the
shoreline. He also noted that condition 19 requires that the applicant to use steel pilings, but there is no
law that requires this. He asked that these conditions be reviewed by Planning Department staff
The Chairman called for a vote on the motion. The motion carried by a unanimous vote.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Hinton moved for approval and adoption of the consent agenda as presented. Commissioner
Huntingford seconded the motion which carried by a unanimous vote.

PUBLIC WORKS DIRECTOR BRIEFING: Public Works Director Klara Fabry
reported that an open house has been scheduled for May 29 for the H.J. Carroll Park, and May 30 for the
Larry Scott Memorial Trail. Tomorrow the paving of Chimacum Road will be finished. The Upper Hoh
Road project is on schedule and will hopefully be open for travel over Memorial Day weekend. The
discussion continued regarding some personnel matters and the property in Quilcene purchased by the
County. Klara Fabry requested, and the Board concurred, that the 10:30 a.m. discussion scheduled for
Tuesday be postponed for the time being.
Application for Assistance from the Veterans Relief Fund: Commissioner Hinton
moved to approve the application for Veterans Relief Funds in the amount of$275.00 as submitted by
the American Legion. Chairman Wojt seconded the motion in the temporary absence of Commissioner
Huntingford. The motion carried by a unanimous vote.
