Delaney Gary A. Rowe David R. Goldsmith MINUTE S Week of July 8,1996 The meeting was called to order at the appointed time by Chairman Richard Wojt. Commissioners Robert Hinton and Glen Huntingford were both present. APPROVAL OF MINUTES: The minutes of June 24,1996 were approved as read by motion of Commissioner Hinton, seconded by Commissioner Huntingford. The motion carried by a unanimous vote. PUBLIC SERVICES BRIEFING: Public Services Director Gary Rowe reported on the following: ~ A meeting has been scheduled with the City for Wednesday July 10, 1996, from 10:00 a.m. to 1:00 p.m. at Pope Marine Park regarding water issues. An executive session has been scheduled for 9:00 a.m. on Wednesday for the Board and the Prosecuting Attorney to discuss potential litigation. A Budget Workshop is scheduled this afternoon from 2:00 p.m. to 3:00 p.m. The Public Works staff will be meeting with Planning Department staff to review ordinances that are being updated including the Stormwater Ordinance, and the Hearing Examiner Ordinance. AI Scalf is working on the public involvement process for the Critical Areas Ordinance BMP's. The Health Department will be discussing, with the Board of Health, a complaint received from a property owner regarding a real estate closing date not being met because an inspection wasn't done within the property owners time frame. The Board's expectations for this type of service will be discussed. Commissioner Hinton asked if the Public Works Department has checked into the posting of signs limiting the access to the log dump in lrondale? Gary Rowe answered that the property owner was contacted and they didn't know about these signs, but that they would have the signs removed. The issues were resolved regarding the floodway in the Brinnon area at the FEMA meeting held there. A letter will be coming from FEMA detailing what was determined at that meeting. Commissioner Huntingford noted that the State Parks Department is also looking at the issues. The intern working on a report regarding the needs of the Law and Justice Departments is working to reconcile information received from the Administrator of the Courts. The information indicates that the County will need a full time District Court Judge within the next 2 to 5 years. ~ ~ ~ ~ ~ ~ ~ ~ PUBLIC COMMENT PERIOD: The following items were discussed: A resident of Port Ludlow asked the present status of the Port Ludlow Plan (dated March 20, 1996), and advised the ':',"! The Board members indicated that they have not been meeting with this group. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Hinton moved to approve and adopt the items on the Consent Agenda as presented. Commissioner Huntingford seconded the motion which carried by a unanimous vote. 1. AGREEMENT, Local Agency, Grant Supplement No.2, #LA-1872 re: Olympic Discovery Trail; Port Townsend Boat Haven to Adelma Beach/Four Comers; Larry Scott Memorial Park Project, CR1O69; Washington State Department of Transportation 4. AGREEMENT, Supplemental No.8, #CA-O72092-1 re: Amend Scope of Work and Time of Beginning and Completion; Transportation Element of the Jefferson County Comprehensive Plan, TS0893; Henigar & Ray, Inc. (d.b.a. Berryman and Henigar) 5. AGREEMENT re: Professional Services; Assist with the Completion of the Jefferson County Draft Comprehensive Plan; Roger Blaylock 6. Letter of Thanks re: Court of Appeal's Decision to Hear Appeal of Order by the Western Washington Growth Management Hearings Board; County Commissioners Various Counties 7. Application for Assistance íTom the Veteran's Relief Fund; American Legion Post #26 for $75.00 PUBLIC WORKS DIRECTOR'S BRIEFING: Public Works Director Klara Fabry reported on the following: ~ She visited the East Quilcene Road last week. Minor improvements will be made, as part of normal road maintenance, on the two curves that complaints were received on at last Monday's meeting. Additional right-of-way will have to be dedicated to do more improvements, however. Contrary to the testimony received here, there are residents of the area that want the road to stay as it is currently. The Sheriffs Department has been asked to check the speed on this road as often as they can within the Deputies workload. ~ The business at the Bayshore Motel has picked up since the change in motel management. Commissioner Hinton asked that the flashing on the roofbe checked out because he saw a place that may cause problems in the future. ~ The County Parks were all very busy this weekend, but no problems were reported. ~ The Upper Hoh Road Project and the Chimacum Road Project were each nominated for State awards. ~ The Oil City Road mitigation project and an additional piece of property in Quilcene, will both be reviewed at the end of the month. Notification of eligibility for federal funding has been received for both projects. ~ The Public Works Department and the Planning Department are working on modifications to the Stormwater ordinance. ~ This Thursday a meeting is scheduled with the Board to review the options for the Trail. The deadline for the grant application was extended to September 31, 1996.
