Week of September 23, 1996
The meeting was called to order at the appointed time by Chainnan Richard
Wojt. Commissioners Robert Hinton and Glen Huntingford were present.
COMMISSIONERS' BRIEFING SESSION
AP PRO VAL OF THE MINUTES: Commissioner Hinton moved to approve
the Minutes of September 16, 1996 as presented, Commissioner Huntingford seconded
the motion which carried by a unanimous vote.
Final Plat Approval; Hanlon Short Plat #96-0003; 2 Lot Short Subdivision
Located off Gardiner Beach Road, Gardiner; Nancy & Carl Hanlon, Applicants:
Commissioner Hinton moved to approve the final Hanlon Short Plat #96-0003 as submit-
ted. Commissioner Huntingford seconded the motion which carried by a unanimous vote.
PUBLIC SERVICES BRIEFING: Public Services Director, Gary Rowe,
reported on the following:
. The contract for upgrading the Courthouse boiler will be taken off the Consent Agenda
so that the analysis for switching the boiler to propane can be reviewed by the Board.
. Infonnation Services and IDMS met last week to review work plans, A meeting will
be scheduled to review these plans with the Board,
. The Solid Waste Advisory Committee is still reviewing the Solid Waste Operational
Analysis and will be making a recommendation on it within 2 weeks. Commissioner
Hinton reported that the SW AC felt that the Operating Analysis study did not meet the
objectives set and they recommend that it be reworked,
. The Stonnwater Ordinance is being prepared for final adoption. Jim Pearson will have
it ready for next week's agenda. Gary Rowe stated that he will be working with the
staff of the Public Works Department and the Pennit Center to develop an efficient
stonnwater review process,

. The ALS (Advanced Life Support) levies passed in Fire District's 1 and 3, The County
has received a $18,000 grant to help the Fire Districts start this program, An agreement
will be worked out with the Fire Districts for this funding.
. A meeting for mediation of the timber resource lands designation with the DNR is
scheduled for September 30, 1996.
. In October a meeting will be scheduled with the Board to review the State Department
of Ecology's Dungeness/Quilcene Plan Rule Making so that the County's recommenda-
tions can be presented to the State DOE,
. AI Scalf reported that a Western Growth Management Hearing's Board decision has
been released for a Whatcom County issue regarding noncontiguous Urban Growth
Areas. His interpretation of this ruling is that it would not allow the Tri Area to be a
Urban Growth Area (UGA).
. October 14, or 21, 1996 are the newest dates for possible release of the first draft of the
Comprehensive Plan. He reported that the draft will include 1 UGA (City of Port
Townsend), 1 Master Planned Resort (port Ludlow), and 3 Rural Centers (Tri Area,
Quilcene, Brinnon). Some other issues include lots of record and densities (R5, RIO,
and R20).
PUBLIC COMMENT PERIOD: The following items were mentioned:
How "Lots of Record" will be handled within the densities established in the Comprehen-
sive Plan; the community planning process in the Tri Area; the stonnwater problems on
East Price Street; the notification of adjacent property owners of the public meeting
regarding road improvements on Irondale Road; the lack of public participation in the
Quilcene Community Well project, the water purveyor for the Tri Area and what entity
will provide water to the Tri Area in the future,
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commis-
sioner Huntingford moved to delete items 3 and 5 and to approve and adopt the balance of
the items as presented. Commissioner Hinton seconded the motion which carried by a
unanimous vote.

BUSINESS FROM COUNTY DEPARTMENTS
PUBLIC WORKS DIRECTOR 'S BRIEFING: Public Works Director,
Klara Fabry, reported:
. The Solid Waste Advisory Board met last week. Concern was expressed about any
change in the Recycling portion of the Solid Waste Management Plan, The Public
Works Department will develop a report showing the conflicts between the Solid
Waste Management Plan and the options in the Solid Waste Operational Analysis. A
letter will be sent to every member of the SWAC when the report is done.

. The City, Port and County met last week regarding the Larry Scott Memorial Trail and
an easement agreement is being developed for the portion of the trail that crosses Port
property, The issues are the maintenance and liability for that portion of the trail.
. This Thursday (6:30 p.m.) is the public meeting in the Tri Area regarding the im-
provement project for Irondale Road.
Discussion re: Recommendation to A ward Contract to Drill and Test a
Water Well in Quilcene: Deputy Director of Public Services, David Goldsmith,
reported that the bid for drilling a well in Quilcene is between $15,000 and $20,000.
The grant for this project is for a total of $25,000. $11,000 of that grant funding has
already been spent. The Public Works Department has been keeping track of their time
for this project so the road fund can be reimbursed at some point. The testing portion of
this contract is required to assure that a Class "A" water system can be done, It does not
appear that there will be enough funding to do that work.
David Goldsmith reported that the suggestion has been made that any additional funding
needed, be taken from the Community Services Fund. There isn't any budget for this
and it would have to come from the reserve balance in that fund, David Goldsmith
stated that the Federal government might be willing to extend the grant. Dave Johnson,
D,S, Forest Service, has been contacted regarding grant funding to develop the well.
The discussion continued regarding the water needs of the public entities in the area
including the school, the County's Community Center and park, and the D. S. Forest
Service offices,
The development of a community well and the need for more public participation into
that process was also discussed. Commissioner Huntingford noted that he feels the
County needs to finish the well project, and then the community needs to be more
involved if the well is to become a community well. David Goldsmith reported that the
Community Services Fund can be used to pay for any additional hard costs such as well
drilling, A decision will be made later on how to reimburse Public Works for other
types of costs.
Commissioner Huntingford moved to award the well drilling contract to Stoican Well
Drilling. Commissioner Hinton seconded the motion which carried by a unanimous
vote,
The Board met in an executive session to discuss a personnel matter with
David Goldsmith and Judge William Howard. The meeting was recessed at the end of
the business day and reconvened on Tuesday morning after the Management Team
meeting,
CONTRACT re: Burner Replacement and Upgrade for Courthouse
Boiler: Cole Industries: Commissioner Huntingford moved to approve the contract
with Cole Industries for upgrade and replacement of the burner for the Courthouse
boiler as presented. Commissioner Hinton seconded the motion which carried by a
unanimous vote,

EASEMENT re: Jefferson County Road Project CRIO69 - The Larry
Scott Memorial Trail; Port of Port Townsend: Commissioner Huntingford moved to
approve and sign the easement from the Port of Port Townsend for the Larry Scott
Memorial Trail project. Commissioner Hinton seconded the motion which carried by a
unanimous vote.
