(NTI) was hired by the-property owner, Lee AUstin, to develop a drainage and. erosion control Plan for the proposed construction of a mini storage unit facility in Section 14, Township 29 North, Range-1 WeSt, W.M. The proposed business-site is to be located along trhe east side of Chimacum Road.~ As part of this analysis, a stormwater collection detention disposal system was designed to colleCt stormwater runoff from the impervioUs surfaces. DESCRIPTION OF EXISTING SITE This site is a 2.75 acre parcel h'as 600' of frontage on Chimacum Road. The site is covered with grass and brush, and the topography of the site is relativelyflat with a less than one percent slope to the southeast.' The US Department of Agriculture Soil Conservation Se~ice Classifies the soils on. this site as San Juan Gravelly Sandy Loam with a 0-%-8% slope (SaB). This soil-type is very porous with infiltration rates from 6.3 to 20~0 inches per hOur and~has a hydraulic category of "A". DESCRIPTION OF PROPOSED DRAINAGE FACILITIES This project will use the SaB soil's permeable characteristics to dispose of collected storm runoff by infiltration. Site grading will provide several inverted crowns where catch basins will collect the runoff from the asphalt Surface. Each catch basin will have a sump and a pollution control tee to allow for settlement and separation of any particulate matter. The infiltration trench will be located under the paved 'surface. Drainage from roofs will be allowed to free flow off the roof and surface flow to a catch basins. Mr. Austin plans to phase his project and will defer the asphalt paving until some'time in the future. This plan. anticipates the eventual paving. No additional infiltration trench will be necessary in the future. The developed site will contain 36,300 SF in roofs, 77,000 'SF in hard surface paved areas and 6,500 SF in natural or landscaped areas. FINAL CALCULATIONS · I. Design Method All drainage facilities haVe been designed using the Santa Barbara Urban Hydrograph (SBUH) method and utilize a SCS Type' lA storm of 24 hour duration as required by the Washington State Department of Ecology's storm drainage manual as adopted by Jeffemon County. An analysis has been performed using the 6 month, 10 and 25 year storm eVent for both the pre and post construction conditions. The Water Works computer software from EngenioUs Systems has'been used to model the site.- A simulation report is inclUded in this document's appendix for reference. I1. Design Criteria The following numbers were uSed for the primary variable's input values that were used in this analysis. . · 6 month, 24 hour rainfall for Port Hadlock = 0.89" per NOAA precipitation · atlas 10 year, 24 hour rainfall for Port Hadlock = 2.20,' per NOAA precipitatiOn atlas 100 year, 24 hour rainfall for Port Hadlock = 3.00" per NOAA precipitation atlas - · Impervious Areas: Pavement and roof curve number = 98 · Pe~ious Areas: Open Space (good condition) = 68 · Storm Type = SCS Type lA; duration = 24 hours · Time of ConCentrati°n calculated by software baSed.' upon input recognizing existence of drainage collection facilities. · Average SCS infiltration rate range for the SaB sOil = 4.56 minutes per inch. . · Infiltration trench = 349.33' long by 3.8' deep'by 2'wide ' · Volume of gravel in infiltration trench = 66.7%, Remaining volume for storage of stormwater = 33.3% _ 3 , . Applying this design criteria, the required length of a 2' wide by 3.8' deep storage and infiltration unit is 349.33 feet for a 1'00 year storm. However, the.Water Works Program does not recognize the volume of area taken up by the graVel in the infiltration trench. The actual width required is 349.33'/0.333 = 1048 feet. Note, in the simulation, the peak stage of 103.69' occurrs 500 minutes into the storm event which is less than the 3.8' of trench depth. · All elevations for the top of catch basins and flow lines as shown on the drawings have been set according to the finished floor elevation of the buildings and assuming all finish floor elevation are the same. EROSION CONTROL Due to the flat nature of the site erosion is not a serious issue, but to minimize risk of silt and other contaminants from leaving the site an Erosion COntrOl Plan has been prepared and can be found on Sheet 2 of the drawings. Best Management'Practices will include silt fencing along the dOwnstream property lines, temporary quarry spall access driveway and silt fencing around each newly constructed catch basin. Included in this document's appendix are the Department.._ef Ecology-M~n!mum,,i~i'~ Requirements 1 - 11 responses for a large Parcel draina(~& erOSion and ~7~~ control plan. ' ~*~' LIMITATIONS This report has been prepared for the exClusive, use of. Lee~t~i~t~n for use at the 'Mini Storage site along Chimacum Road of Jefferson CoUnty near Chimacum. The recommendations in this report apply only to that property and they are not applicable. to other areas. The investigations and recommendations contained in this rePort are based upon site information that was available and as they existed at the time of our report preparation. During construction, if subsurface or other conditions are discovered that are-significantly different from those'described in the report, NTI should be advised at once so that we can review the conditions .and reConsider our conclusions and/or recommendations, where necessary. Unanticipated soil conditions are commonly encountered on construction sites, especially when the topography-has been altered years ago. Such unexpected Conditions frequently require that additional expenditures be made to attain a properlY constructed project; We recommend that a contingency be established in the project budget and schedule to cover unexpected conditions. Minimum Requirement #3 - Source Control of Pollutants Source control of pollutants during construction include stabilization of disturbed areas in the form of vegetation establishment. To facilitate source control of pollutants for the permanent storm drainage facilities, it is recommended that the Owner initiate restrictions on items that may be stored in the mini-storage units. Items such as gasoline, oil, chemicals and other pollutants should be restricted since they could spill and pollute the stormwater system. Proper maintenance of the storm drainage facilities will also control pollutants by ensuring that they serve their intended purpose (see Minimum Requirement #10). Minimum Requirement #4 - Runoff Treatment BMPS During construction, treatment of stormwater will occur through a silt fence and inlet filter fabric fence around catch basin openings as shown on the Erosion Control Plan & Details, Sheet 2. Permanent runoff treatment BMPs as shown on the Drainage Plan, Sheet 1, include the installation of pollution control tees in all catch basins. Minimum Requirement #5 - Streambank Erosion Control Since stormwater runoff is not directly or indirectly discharged to a stream, this does not apply. Minimum Requirement #6 - Wetlands No wetland areas exist on the site. Minimum Requirement #7 - Water Quality Sensitive Areas No water quality sensitive areas exist on the site. Minimum Requirement #8 - Off-site Analysis and Mitigation This project is not expected to have any off-site drainage impacts. Minimum Requirement #9 - Basin Planning Does not apply. Minimum Requirement #10 - Operations and Maintenance The Owner shall be responsible for ensuring that the following operations and maintenance practices for the stormwater facilities are carried out: A. Silt Fences Siltation fences shall be inspected immediately after each rainfall and at least daily during prolonged rainfall. Any required repairs shall be made immediately. Sediment must be removed when it reaches approximately one third the height of the fence, especially if heavy rains are expected. Siltation fences shall be removed when they have served their useful purpose, but not before the up slope area has been permanently stabilized. Any sediment deposits remaining in place after the filter fence is no longer required shall be dressed to conform with the existing grade, prepared and seeded. B. Storm Drain Inlet Protection Filter fabric around catch basins shall be inspected after each rainfall to ensure that the filter fabric is not clogged. If the fabric becomes clogged, it should be replaced. Sediment should be removed when it reaches approximately one-half the height of the fence. C. Gravel Entrance The site entrance shall be maintained in a condition which will prevent tracking or the flow of mud onto public rights-of-way. This may require periodic top dressing with 2-inch stone or other approved material as conditions demand. All material spilled, dropped, washed, or tracked from vehicles onto roadways or into storm drains must be removed immediately. D. Permanent Strom Drainage Facilities Catch basins shall be inspected at least annually. Any deterioration threatening the structural integrity of the facilities shall be immediately repaired. A catchbasin shall be cleaned if the depth of deposits are equal to or greater than 1/3 the depth from the basin to the invert of the lowest pipe into or out of the basin. If a catchbasin is found to significantly exceed this standard, it shall be cleaned every 6 months. Warning signs (e.g. "Dump No Waste - Drains to Ground Water") shall be painted or embossed on or adjacent to all storm drain inlets. They shall be repainted as needed. Minimum Requirement #11 - Financial Liability It is the Owner's responsibility to ensure that adequate financial resources exist to fully implement the stormwater management plan requirements.
