BUDGET/PROGRAM: 113 After School
MISSION: 4-H empowers youth to reach their full potential, working and learning in partnership with caring adults. Using high quality WSU Extension and national 4-H
resources, the 4-H after-school program in South Jefferson County creates, staffs, implements, and oversees youth-adult partnerships through experiential-learning programs
with elementary, middle school, and high school students.

JEFFERSON COUNTY 2019 BUDGET REQUEST
BUDGET/PROGRAM: 113 After School
GOALS FOR FY2019
1. In partnership with Quilcene Schools, WA Reading Corps, and Jefferson County Parks & Recreation: to train, empower, and oversee staff (mostly new) who will continue
to revitalize and expand the K-6 after-school program in Quilcene.
2. In partnership with Quilcene Schools, The Workshop/Count Me in for Quilcene, the Community Boat Project, and other community organizations: continue to plan,
implement, and oversee high-quality, after-school, experiential learning with teens in South County.
3. In partnership with Brinnon Schools and Jefferson County Parks & Recreation: plan, start, implement, and oversee a new, 3-day/week after-school program in Brinnon with
K-8 students.
4. Attract new students to all 4-H after-school programs in South County. Retain continuing students and look for opportunities for them the advance in leadership/owenership
of programs.
5. Attract and train new volunteers to suppor all 4-H after-school programs in South County.
OBJECTIVES FOR FY2019
1. Provide comprehensive orientation(s) for all after-school staff to equip them to deliver enrichment programs that are safe and offer robust physical and experiential
education opportunities.
2. Conduct monthly staff meetings to assess program quality and provide necessary resources.
3. Through surveys, in-person conversations, open houses, etc. work with participating students and families to attract, retain, and support students.
4. Work on a comprehensive plan for all after-school programs in South Jefferson County.

SUMMARY OF KEY FUNDING/SERVICE ISSUES: In the 2017-2018 school year, we continued to grow the 4-H Quilcene after-school program by (1) providing high-
quality staffing and program options for K-6 students and (2) working with the Community Boat Project (through a grant with Jefferson Community Foundation) and other
community organizations to start and run an after-school program specifically with teens. Both of these Quilcene-based programs attracted over 15 new students and kept them
engaged, week-after-week through innovative projects (e.g., woodworking, theater arts, wilderness-survival skills, etc.) overseen by caring, well-trained adults. We will see
significant programmatic changes in the 2018-2019 school year including: (1) new physical locations for all after-school programs; (2) new staff leading the K-6 after-school
program in Quilcene (including WA Reading Corps volunteers); (3) programmatic focus for teen program in Quilcene; (4) new staff and program for K-8 students in Brinnon;
(5) new administrative staff to help the 4-H Coordinator; and (6) new partnerships with entities such as Jefferson Parks & Recreation and the Brinnon School District. These
strategic changes will help us to serve more students in South County with even higher quality programming. On the ground, the after-school programs will run as follows: K-
6 program 4 afternoons/week in Quilcene; Teen program 3 afternoons/week in Quilcene; and K-8 program 3 afternoons/week in Brinnon. 4-H will continue to help support
PEARL (school-day) enrichment activities in Quilcene as well as extra-curricular 4-H “Club” activities in partnership with organizations like the Community Boat Project and
The Workshop.
