(reserved)-$ -$ -$ -$ -$ Staffing: Quilcene Flood 0.09 0.11 0.03 0.03 0.03 Public Works JEFFERSON COUNTY 2019 BUDGET REQUEST BUDGET: Quilcene Flood Control 187-000-010 GOALS FOR FY2019: Continue to implement opportunities for flood hazard mitigation according to the 1998 Comprehensive Flood Hazard Management Plan developed by the County with stakeholders. OBJECTIVES FOR FY2019: Acquire key properties for floodplain management as sellers become interested in this program. Participate in key meetings with stakeholders. SUMMARY OF KEY FUNDING/SERVICE ISSUES: A Comprehensive Flood Hazard Management Plan was completed in 1998 and the Linger Longer Feasibility Study was completed in 2005. These grant-funded studies recommended flood hazard mitigation actions including property acquisition, levee setbacks and removal, gravel removal, and bridge lengthening. These are long-term and costly projects. Implementation will only occur as project stakeholders identify funding sources and as property ownership allows. In recent years, the Jefferson County Environmental Health Department has worked to acquire grant funding for floodplain property purchases with willing sellers. Two key properties were acquired in FY2018. The FY2019 budget establishes partial match for ongoing work associated with acquisitions spearheaded by Environmental Health. Public Works coordinates with the project lead at Health to provide support and matching funding. Implementation of long-range projects identified in the Linger Longer Feasibility Study will require the full participation of other stakeholders in the Quilcene River system. There are ongoing efforts by the Hood Canal Salmon Enhancement Group and The Nature Conservancy to develop large-scale restoration alternatives. STRATEGIC BUDGET OBJECTIVES: This fund addresses public health issues through the mitigation of flood hazards. This fund addresses transportation issues related to roadway flooding and bridge replacement.
